In an interview with the Financial Times on February 13, French President Emmanuel Macron said that only his Ukrainian counterpart Volodymyr Zelensky could negotiate with Russia on behalf of his country to end the conflict, warning that a " peace that means surrender" would be "bad news for everyone," including the United States.

“The only question at this stage is: Is President Putin really ready and credible enough to accept a ceasefire? If that happens, the right to negotiate with Russia will belong to Ukraine,” Macron said in an interview at the Élysée Palace.
President Donald Trump on February 12 had separate phone calls with his counterparts Vladimir Putin and Volodymyr Zelensky about the conflict, and asked US officials to begin negotiations to end the nearly three-year conflict.
The calls came shortly after US Defense Secretary Pete Hegseth said in Brussels that returning Ukraine to its pre-2014 borders was unrealistic and that Washington did not see Kiev joining NATO as part of a solution to ending the conflict.
Ukrainians on February 13 expressed concern that President Donald Trump was preparing to "turn his back" on their country after a phone call with President Putin.
On the same day, speaking to reporters at the White House, Mr. Trump affirmed that Ukraine will have a place at the negotiating table in any peace negotiations with Russia to end the conflict.
Also in an interview with the Financial Times , President Macron stressed that his US counterpart Donald Trump had opened up an “opportunity” to promote a negotiated solution, where all parties had to “play their part”. Above all, it is now President Zelensky’s responsibility to discuss issues related to Ukraine’s territory and sovereignty .
According to Mr. Macron, "the international community needs to discuss security guarantees and more broadly the security framework for the whole of Europe," and described Mr. Trump's return as an "electric shock" forcing the continent to secure its own future as well as that of Ukraine.
