Overcoming difficulties, achieving many outstanding achievements
Speaking at the Conference, Party Secretary and Prime Minister Pham Minh Chinh highly appreciated the preparation work and the comments. The Prime Minister requested the Document Subcommittee and the Editorial Team to continue to absorb and complete the draft Political Report. The Prime Minister also emphasized the need to build a clean and strong Government Party Committee.

Prime Minister Pham Minh Chinh said that the draft Political Report needs to emphasize the context of the 2020-2025 term with many sudden and unexpected issues. These are the prevention of the Covid-19 pandemic, world conflicts, supply chain disruptions, and changes in policies of countries. At the same time, Vietnam is implementing a "revolution in the apparatus", carrying out strategic breakthrough tasks. Especially the "four pillars" according to the Politburo's Resolutions and is building a Resolution oneducation - training and health.
Regarding the results, Party Secretary and Prime Minister Pham Minh Chinh stated that the greatest achievements were stabilizing the macro economy, controlling inflation, promoting growth, and ensuring major balances. Public debt, government debt, and foreign debt were under control. Vietnam successfully responded to Covid-19, "following behind and coming first" in vaccination. The economy recovered, many backlog projects were resolved such as weak banks, Block B gas project, Long Phu 1 Thermal Power Plant, Thai Binh 2 Thermal Power Plant, and O Mon Thermal Power Center.
There are also many other outstanding results. Social security is ensured, especially during the pandemic. Deploying the elimination of temporary and dilapidated houses, building social housing, overcoming the consequences of natural disasters, especially Typhoon Yagi. People's lives have improved, the happiness index has increased significantly for two consecutive years according to the United Nations rankings. National defense and security potential has been strengthened, territorial sovereignty has been maintained. Institutions have been improved, culture, science and technology, innovation, and digital transformation have been promoted.
Party Secretary and Prime Minister Pham Minh Chinh affirmed that the results achieved are common achievements, with contributions from the Government. In addition, the draft Report needs to clearly point out the shortcomings and limitations in institutions, decentralization, delegation of power, administrative procedures, and discipline.
Orientation for the 2025-2030 term: Ambitious goals, drastic solutions
In the coming time, Prime Minister Pham Minh Chinh noted the factors of fierce strategic competition, resource depletion, climate change, and population aging. Domestically, Vietnam is still a developing country with an economy in transition.
Regarding the goals, the Prime Minister requested to closely follow the draft documents submitted to the 14th National Party Congress, especially the annual economic growth rate reaching double digits, the average income per capita reaching 8,500 USD. Every year, 20% of party organizations under the Government Party Committee complete their tasks excellently, 90% of party members complete their tasks well or better.

The Prime Minister emphasized the key tasks and solutions to transform the growth model towards rapid, green and sustainable development; continue to implement three strategic breakthroughs in institutions, infrastructure, human resources and implement strategic resolutions of the Politburo; build and implement a two-level local government model; develop the private economy as the most important driving force and the state economy plays a leading role.
In addition, it is necessary to strengthen national defense and security potential; complete strategic infrastructure projects (such as completing 5,000km of highways; railways; seaports; airports; infrastructure connecting to the region and the world...); improve the effectiveness of foreign affairs, especially economic diplomacy; respond to climate change; respond to population aging.
The Prime Minister also emphasized the requirement for strong and effective leadership and direction, according to functions, tasks and powers; grasping the situation and building appropriate and flexible mechanisms and policies; consolidating, strengthening and promoting solidarity, unity, and promoting the spirit of breakthrough.
The Prime Minister directed the Party Committees under their management to organize the Party Congresses at all levels, ensuring seriousness, quality and efficiency in terms of document drafting, organizational work, personnel work and election of delegates to the Congress at higher levels. The drafting of documents must closely follow reality, respect reality, originate from reality and take reality as a measure.
At the same time, the Prime Minister requested to organize a vibrant emulation movement throughout the Party and Government to successfully complete regular and extraordinary tasks and successfully organize Party Congresses at all levels. This requires clear thinking, high determination, great efforts, having tried, trying even harder, drastic and effective actions, focusing on key points, completing each task, completing each task, clearly assigning 6 tasks: clear people, clear work, clear time, clear responsibility, clear product, clear authority.
