Hanoi takes digital transformation as the main driving force to promote economic development

On the afternoon of June 4, at the Conference to discuss and give opinions on the reception and completion of the draft Political Report to be submitted to the 18th City Party Congress organized by the Document Subcommittee of the 18th Hanoi City Party Congress, term 2025-2030, Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized: the document must create a new wind, attracting people to participate in implementing the tasks of socio-economic development, culture-education, security-defense of the city.

After listening to the report on the reception and completion of the Draft Political Report and the delegates' discussions, the Secretary of the Hanoi Party Committee highly appreciated the efforts of the members of the Document Subcommittee, the Editorial Team for synthesizing and building documents, who have strongly innovated the stages of building and editing documents, closely following the targets of the Resolution of the 17th City Party Congress to comprehensively and frankly evaluate the implementation results, including advantages, limitations and shortcomings. The latest Draft Political Report has an innovative structure, has absorbed the experience of the Central Committee, and has innovative writing style and wording, expressing good ideas. "Along with personnel work, the preparation of Congress documents is very important, in which the Political Report is the central document," the Secretary of the Hanoi Party Committee emphasized.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai also highly appreciated the discussion opinions of the delegates with many quality and practical suggestions, suggesting to the Subcommittee and the Editorial Team many necessary issues to complete the Draft Political Report.

According to the Secretary of the Hanoi Party Committee, in addition to common tasks, Hanoi must identify "the focus of the focus," "the breakthrough of the breakthrough" in various fields, in which digital transformation is the main driving force contributing to economic development.

The city must prioritize environmental pollution treatment, especially improving air quality, renovating inner-city rivers, and developing more parks and flower gardens.

Along with that, very specific orientations are included such as building new parks with the least amount of concrete, developing green models and forests in the city; implementing drastic solutions to ensure food safety and health care for people.

The Secretary of the Hanoi Party Committee agreed with the opinions on the progress of the Draft Political Report, which must be completed before July 1, 2025 when the new wards and communes come into operation.

This draft Political Report was absorbed and completed on the basis of closely following the new viewpoints and guiding thoughts of the Central Committee and the guiding spirit of General Secretary To Lam, Directive No. 45-CT/TU dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; at the same time, updating the actual situation of the city, as well as the results of research and practical work with districts, towns, etc.

This draft is about 40 pages long with the theme "Promoting the heroic spirit of Thang Long-Hanoi, the thousand-year-old tradition of culture and heroism; innovating, creating, and making breakthroughs in development; building a clean, strong, exemplary, united Party and political system to strive for a cultured, civilized, modern, happy Capital, firmly stepping forward in the era of national growth."

At the conference, delegates highly appreciated the Third Draft Political Report, which has completed both form and content, integrating the new viewpoints and guiding thoughts of the Central Committee, especially the spirit of the revolution to streamline the apparatus and the "four pillars" including four important resolutions issued by the Politburo since the beginning of 2025.

Many opinions suggested carefully reviewing the projects and works included in the Draft Report in conjunction with resources and implementation roadmap to ensure feasibility in each phase; supplementing and clarifying solutions to implement the "four pillars" of the Politburo in conjunction with Hanoi's reality; more specifically, solutions and roadmaps to implement major policies with profound social security significance of the Central Government such as free hospital fees and lunch support for students.

Standing Deputy Secretary of the City Party Committee Nguyen Van Phong affirmed that he will fully absorb the delegates' comments to complete the Draft; at the same time, continue to update the Central Committee's new policies, viewpoints and ideas.
