Bright spots of socio -economics
At the meeting, Minister and Head of the Government Office Tran Van Son said that the Government agreed to assess that the socio-economic situation continued to trend positively, with each month being better than the previous month, and overall the first 5 months were better than the same period in 2024 in most areas. Notably, the economy continued to maintain positive growth momentum in all 3 regions.
Agriculture has developed steadily, with positive results in cultivation, animal husbandry, and aquaculture. The index of industrial production (IIP) for the first five months increased by 8.8% (6.8% in the same period last year) and by 9.4% in May. The purchasing managers' index (PMI) increased from 45.6 points in April to 49.8 points in May.
Total retail sales of goods and consumer services revenue increased by 10.2% in May and 9.7% in the first five months. In the first five months, international visitors to Vietnam reached more than 9.2 million, up 21.3% over the same period.

The macro economy is stable, inflation is controlled, growth is promoted, and major balances of the economy are ensured. The consumer price index (CPI) in the first 5 months increased by an average of 3.21%; the state budget revenue in the first 5 months reached nearly 1.14 million billion VND, reaching nearly 58% of the yearly estimate, up 24.5%.
In May, exports increased by 17%, imports increased by 14.1%; in 5 months, exports reached 180.2 billion USD, up 14%, imports reached nearly 175.6 billion USD, up 17.5%, trade surplus of 4.67 billion USD. Ensuring balance between labor supply and demand.
Disbursement of public investment capital accelerated significantly; estimated disbursement by the end of May was VND199.3 trillion, reaching 24.1% of the plan assigned by the Prime Minister, 2.5% higher in percentage and VND56 trillion higher in absolute terms compared to the same period. Focus on accelerating infrastructure projects; strive to complete over 3,000 km of expressways, 1,000 km of coastal roads and start construction of the Lao Cai - Hanoi - Hai Phong railway project this year. In addition, attracting foreign investment continued to be a bright spot; total registered FDI capital in the first 5 months reached about 18.4 billion USD, up about 51%; realized FDI capital reached over 8.9 billion USD, up 7.9%.
Minister and Head of the Government Office Tran Van Son also pointed out other shortcomings and limitations. These include: the pressure to direct and manage the macro economy is still great, especially monetary and fiscal policies; production and business activities in many areas are still difficult, especially small and medium enterprises; the real estate market has not improved much; traditional growth drivers have not met expectations. New growth drivers are in the early stages and need time to be effective; institutions and laws still have problems that need to be further resolved. Decentralization, delegation of power and reduction of administrative procedures in many areas have not been thorough; the lives of a segment of the population are still difficult. The crime situation, especially high-tech crime, trade fraud and counterfeit goods, is still complicated...
Determined to overcome difficulties, implement 10 key solution groups
Concluding the meeting, the Prime Minister acknowledged and commended ministries, branches and localities for promoting the spirit of "working day and night, working overtime on days off". The Prime Minister emphasized: "In the coming time, there will be more difficulties and challenges than opportunities and advantages, but we are determined not to back down in the face of difficulties; we will persist in our set goals and focus on implementing them with higher determination, greater efforts, more drastic actions, and more focus".

The Prime Minister requested ministries, branches and localities to focus on implementing 10 groups of key tasks and solutions, specifically:
Prepare well the contents to serve the 9th session of the National Assembly, especially perfect the Laws related to budget and investment, with the spirit of decisively removing difficulties and turning "bottlenecks" into competitive advantages.
Resolutely and effectively implement the Government's Action Program to deploy the "four pillars" of the Politburo.
Focus on implementing solutions to respond to tariff policies of countries, especially the United States. Implement solutions to diversify markets, products, and supply chains; improve the quality and competitiveness of goods and services. Effectively exploit signed FTAs; promote new FTAs, especially with potential markets.
Continue to perfect institutions, streamline and reorganize the apparatus, promote administrative reform and digital transformation. Urgently submit to the Government for promulgation Decrees detailing the Laws and Resolutions that have come into effect. Continue to effectively handle outstanding and long-standing issues, especially focusing on handling more than 2,200 stuck and long-standing projects to free up resources and prevent waste.
Focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response. Including careful preparation and good organization of activities to celebrate the 80th anniversary of National Day and the Exhibition of Socio-Economic Achievements; well organizing the high school graduation exam and university and college admissions in 2025; completing the Report, Report and draft Resolution of the Politburo on breakthroughs in public health care; Promoting the deployment of Electronic Health Books and Electronic Medical Records nationwide; Immediately implementing the policy of sending 1,000 doctors to the grassroots level according to the direction of the Prime Minister; practically and effectively implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; resolutely preventing and combating smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, especially medicines, nutritional products and functional foods.
Strengthening national defense and security; maintaining social order and safety; enhancing foreign affairs and international integration, including: preparing to well organize the APEC 2027 Conference in Phu Quoc (Kien Giang).
Strengthen information and communication work; especially focus on policy communication, replicate good models, new and creative ways of doing things, good people and good deeds, create spillover effects, social consensus, and create motivation to promote socio-economic development.
