1. The Department of Industry and Trade presides over and coordinates with relevant departments, branches, localities and units:
a) Monitor and evaluate the supply and demand of goods, especially essential goods, goods with high demand or high price fluctuations in the area in recent times to proactively develop plans or propose to competent authorities measures to ensure supply-demand balance, stabilize the market, and avoid shortages or disruptions in goods sources that cause sudden price increases during the end of the year and Lunar New Year.
b) Proactively advise the Provincial People's Committee on plans to prepare goods sources and reserve essential goods for Tet; implement market stabilization measures according to the provisions of law; coordinate with the banking sector to support and connect enterprises producing and distributing essential goods for Tet with credit institutions in the area to access loans with preferential interest rates, reserve goods to stabilize the market before, during and after Tet.
c) Organize activities to connect distribution businesses and essential food suppliers, create a source of goods to stabilize the market for Tet; coordinate with the Provincial Investment, Trade and Tourism Promotion Center and localities, implement trade promotion activities, connect supply and demand to support the consumption of safe food products, regional specialties, and create a source of goods to serve people's shopping during the end of the year and Lunar New Year.
d) Promote the implementation of activities to carry out the Campaign "Vietnamese people prioritize using Vietnamese goods", the Program to bring Vietnamese goods to rural areas, industrial zones and clusters combined with fairs, promotions, discounts, and consumer stimulus programs.
d) Organize shipments to rural, remote and isolated areas, prepare well the source of policy goods, support goods and essential consumer goods, goods for Tet to provide early and fully to people in rural, mountainous, remote and isolated areas, islands and pay special attention to the supply of goods to areas damaged by storms and floods, ensuring quantity, quality and reasonable prices.
c) Direct units and enterprises in the province to fully reserve and have plans to ensure energy supply such as electricity, gasoline, raw materials for the market before, during and after Tet, absolutely not allowing shortages in any situation; proactively have plans to ensure production activities in factories and industrial parks; strengthen information and propaganda work on safe, economical and effective use of electricity. Focus on ensuring fire and explosion prevention and safety in public places, residential areas, entertainment areas, etc.
f) Strengthen inspection, examination and control of food safety in all stages from production, processing to consumption, resolutely combat, prevent and strictly handle individuals, organizations, production and business establishments that violate food safety regulations.
g) Coordinate with the Provincial Market Management Department to implement the peak plan against smuggling, trade fraud and counterfeit goods in the last months of the year, before, during and after the Lunar New Year, strengthen market inspection and supervision activities, focusing on checking prices, product quality, food safety regulations, acts of speculation, hoarding, and unreasonable price increases in the area, but ensure that they do not affect the production and business of enterprises and people. Focus on protecting consumer rights, promptly detecting and strictly handling violations of competition law, acts of trading in smuggled goods, counterfeit goods, poor quality goods, violations of food safety regulations, goods with fraudulent origin; intellectual property infringement, violations in the fields of trade promotion, e-commerce, business, online sales and violations of fake listings and sales, especially focusing on essential goods consumed a lot at the end of the year and Lunar New Year.
Coordinate with the Department of Culture, Sports and Tourism to organize Spring Fairs, healthy and economical entertainment activities in the locality. Coordinate with the Department of Information and Communications, mass media agencies to provide full and timely information about the market, prices, market stabilization programs, information about price stabilization points of sale and safe food for local people; control false information that can cause market instability.
2. The Department of Agriculture and Rural Development shall preside over and coordinate with relevant departments, branches, localities and units:
a) Closely monitor weather developments to direct production in the 2024 - 2025 Winter-Spring crop within the best time frame; proactively develop plans to prevent and combat natural disasters, especially severe cold, frost, hail, and saltwater intrusion to limit damage, ensure stable production, and provide timely support for crop seeds, livestock, vaccines, disinfectants, pesticides, etc.; focus on directing and drastically implementing measures to prevent and combat livestock, poultry, and aquatic animal diseases and vaccinate livestock and poultry in the province in accordance with the direction of the Provincial People's Committee in Plan No. 234/KH-UBND dated November 26, 2024, especially strengthening the prevention of African swine fever, lumpy skin disease in cows, and blue-ear pigs; Promote the production of agricultural products, livestock and poultry farming, safe exploitation and aquaculture to meet the people's food consumption needs during Tet, launch and widely implement the movement for the whole population to participate in the Tet tree planting festival; start production at the beginning of the year. Review and have specific plans to ensure the balance of supply and demand for food items, especially rice, pork and essential agricultural products before, during and after Tet, to avoid shortages and price hikes.
b) Coordinate with the Department of Industry and Trade and relevant agencies to closely monitor the production situation, weather and disease developments, assess production capacity, and supply sources of agricultural products and essential foods for the market at the end of the year and during Tet. Strengthen quality management and ensure food safety for agricultural, forestry and fishery products. Coordinate with relevant agencies to implement measures to strictly control the supply, illegal trading and transportation of livestock, poultry and related products, especially at border gates, trails and openings in border areas.
c) Proactively inspect and direct the work of ensuring the safety of irrigation works, reservoirs, river dykes, and sea dykes after the rainy and stormy season; operate irrigation reservoirs reasonably and effectively, have plans to ensure water sources for winter-spring crop cultivation and water sources for daily life, production, and hydropower; strengthen measures to prevent and combat drought, cold, forest fires, and prevent and combat diseases for crops and livestock, creating a safe and stable supply of goods during Tet; direct functional units to strengthen inspections of the implementation of urgent measures to prevent and fight forest fires according to the direction of the Chairman of the Provincial People's Committee in relevant documents.
3. The Department of Culture, Sports and Tourism presides over and coordinates with relevant departments, branches, localities and units:
a) Advise and propose to organize fireworks displays to welcome the New Year 2025 and the Lunar New Year of At Ty in accordance with actual conditions and situations, ensuring safety, savings, and not using the state budget.
b) Direct and guide localities to develop plans and proactively prepare necessary conditions to serve tourists during the Lunar New Year; strengthen management and control of the quality of tourism services and tourist service facilities, promptly and strictly handle violations. Strengthen information and promotion of tourism, historical and cultural relics, scenic spots, festivals and good traditional cultural values of Thanh people to domestic and international tourists and friends.
c) Strengthen inspection and supervision of the organization of cultural, sports, tourism and festival activities before, during and after the Lunar New Year, ensuring that people celebrate the New Year happily, healthily and safely, in accordance with the civilized lifestyle, customs, practices and good cultural traditions of each locality; promptly prevent and strictly handle negative manifestations, taking advantage of cultural and festival activities to engage in superstitious activities and make illegal profits.
4. The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with relevant departments, branches, localities and units:
a) Focus on reviewing and grasping the living conditions of policy beneficiaries and people in difficult circumstances (poor households, near-poor households, ethnic minorities in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people...) to care for, take care of, and promptly have appropriate support policies, ensuring that everyone and every family can enjoy Spring and celebrate Tet. Carefully organize visits, New Year greetings, and encouragement for policy beneficiaries, armed forces units, Tet duty units, treatment areas, prominent intellectuals, artists, religious dignitaries..., ensuring the right subjects, the right regime, publicity, transparency, avoiding duplication and overlap, not allowing exploitation and profiteering of policies, ensuring that all policy beneficiaries have results and receive results before Tet.
b) Coordinate with the Management Board of Nghi Son Economic Zone and industrial parks, the Provincial Federation of Labor, the People's Committees of districts, towns and cities to implement solutions to maintain the human resource supply chain, promptly meet the labor demand for enterprises before and after Tet; strengthen inspection and implement measures to ensure labor safety and hygiene, ensure that civil servants, public employees and workers are paid full salaries, bonuses and arranged Tet holidays according to regulations; proactively implement preventive measures, promptly resolve disputes and conflicts, prevent illegal strikes and work stoppages, affecting production and business and disrupting security and order in the area, ensuring that all workers have conditions to enjoy Spring and celebrate Tet.
c) Strengthen inspection and supervision of the implementation of child abuse prevention, child accident and injury prevention, and gender-based violence prevention and response; ensure that all children have a safe, happy, warm and healthy Tet holiday, especially children in special circumstances and children in particularly disadvantaged communes in ethnic minority and mountainous areas.
d) Regularly monitor and inspect the operations of drug rehabilitation facilities, absolutely do not allow students to escape en masse, destroy property and facilities, and cause instability in the local political and social situation during the Lunar New Year.
d) Prepare necessary conditions for provincial leaders to visit, encourage and give gifts to policy families, social protection beneficiaries, cadres, soldiers, poor patients, and workers on duty during Tet.
5. The Department of Health presides over and coordinates with departments, branches, localities and units to:
a) Directing the strengthening of measures to prevent and control epidemics, especially measles, dengue fever, diseases that are at risk of breaking out in the winter - spring, new dangerous diseases that are likely to enter our country, being ready to respond to possible situations; monitoring and supervising to detect early and promptly and thoroughly handle outbreaks of infectious diseases, not allowing them to spread widely and cause prolonged outbreaks in the community; promoting communication in disease prevention and control and vaccination.
b) Direct medical facilities to organize medical examination and treatment well, and be on duty 24/7. Proactively develop plans to ensure the availability of human resources, medicines, blood, infusion fluids, supplies, chemicals, medical equipment, and medical oxygen; prepare emergency plans for events with large crowds; arrange hospital beds and vehicles to be ready to respond to and serve treatment and emergency work, especially emergency care for traffic accidents, fires, injuries, food poisoning, and treatment of patients with infectious diseases during Tet.
c) Strengthen the implementation of risk monitoring, prevention and containment of food safety incidents; promptly inform and warn of food poisoning risks. Strengthen the dissemination of legal regulations and knowledge on food safety to raise public awareness and consciousness; coordinate with relevant departments and branches to organize inter-sectoral inspections of food production, trading and processing establishments according to plan; strengthen rapid inspections of food production and trading establishments at tourist sites, historical and cultural relics, and scenic spots; strictly handle violations and publicize inspection and examination results on the food safety website and mass media.
d) Direct units to develop plans to stockpile enough medicines, supplies, chemicals, equipment, and means to ensure that they meet the requirements for disease prevention and control and medical examination and treatment, and to prevent shortages and shortages of medicines, especially medicines for treating diseases that often occur in the winter and spring seasons. Strengthen inspection and examination of drug trading establishments, detect and strictly handle the trading of counterfeit medicines, poor quality medicines, and medicines not permitted for circulation; prevent speculation, hoarding, and sudden price increases; and strictly handle violations.
6. The Department of Finance shall preside over and coordinate with relevant departments, branches, localities and units to strengthen inspection of production and business establishments in complying with regulations on registration, declaration, price posting and selling at listed prices, focusing on items subject to price stabilization, especially in markets, supermarkets, shopping malls, entertainment areas, tourist attractions, etc.; strictly handle cases of violations of the law on prices; strengthen management and use of the state budget, ensuring efficiency, savings and compliance with prescribed policies and regulations, strengthen thrift practices and combat waste. Coordinate with the Provincial Tax Department to advise on promoting state budget collection, especially collection through electricity bills from items such as gasoline, food services. Strictly control state budget collection, public debt and public assets.
7. The Department of Transport shall preside over and coordinate with relevant departments, branches, localities and units:
a) Strengthen the regulation and strict management of transportation activities to serve people's travel needs during Tet, to prevent people from returning home late for Tet due to lack of means of transportation; strengthen inspection of the implementation of declaration and posting of transportation fares, train and bus ticket prices according to regulations; organize smooth transportation of goods before, during and after Tet, especially in remote areas, remote areas, and ethnic minority areas.
b) Coordinate with the police force and relevant units, strengthen inspection and control of quality and technical safety of vehicles participating in traffic, strictly handle vehicles carrying oversized and overloaded goods, violating the size of the cargo box, exceeding the expiry date, and not ensuring technical safety when participating in traffic. Require transport units to comply with traffic rules, prevent accidents on steep mountain passes, at railway crossings, regularly check and prevent drivers from violating alcohol and drug concentrations; at the same time, strictly handle transport enterprises and vehicle owners who do not comply with regulations on vehicle registration and inspection, soliciting, carrying more people and picking up and dropping off passengers at the wrong place; take measures to prevent illegal transportation of flammable and explosive goods, dangerous goods, products, livestock, poultry of unknown origin and without veterinary hygiene and quarantine certificates on means of transport.
c) Synchronously and effectively implement measures to control and minimize traffic accidents and overcome traffic congestion; promptly review and supplement traffic signs at locations with potential traffic safety risks, focus on directing the maintenance and repair of degraded and damaged road sections according to management levels, ensuring convenience and safety for people and vehicles participating in traffic before, during and after Tet.
d) Coordinate with media agencies to propagate the plan for serving Tet transportation; publicly announce the plan for serving people's travel needs and the hotline numbers of relevant agencies and units in the transport sector to receive and handle feedback from passengers and people.
d) Strictly implement the Prime Minister's direction in Official Dispatch No. 132/CD-TTg dated December 12, 2024 on improving the effectiveness of ensuring traffic order and safety.
8. Provincial Military Command, Provincial Border Guard Command: Proactively grasp the situation in the air, at sea, at the border, inland, peripheral areas, and cyberspace; strictly implement the regime of command and combat readiness; prepare forces and means to participate in preventing and combating natural disasters, epidemics, incidents, environmental pollution, and search and rescue; regularly patrol, control, and protect the safety of military and defense targets and bases in the province; grasp the local situation, proactively handle situations, avoid being passive and surprised in any situation; strengthen coordination with relevant forces to patrol, control, and fight against crimes, especially drugs and smuggling; resolutely prevent illegal entry and exit through borders, border gates, and seaports.
9. The Provincial Market Management Department - Standing Agency of the Provincial Steering Committee 389 coordinates with relevant units to strengthen market inspection and control, promptly detect, prevent and strictly handle smuggling, transport of prohibited goods, smuggled goods, production and trading of counterfeit goods, poor quality goods, goods of unknown origin, for violating food safety regulations, focusing on some items with high demand during Tet such as: alcohol, beer, cigarettes, food; promptly detect, prevent and strictly handle acts of fraud in measurement, packaging, unreasonable price increases for illegal profits, causing market instability.
10. The Provincial Police shall preside over and coordinate with relevant departments, branches, localities and units:
a) Deploy plans and measures to protect and maintain political security and social order and safety for people to enjoy Tet and welcome Spring.
b) Proactively grasp the situation related to national security, interests, social order and safety, avoid being passive or surprised in any situation, take measures to prevent, detect, and effectively combat plots and sabotage activities of hostile forces and reactionary elements inside and outside the country, ensure information security and network safety; ensure citizen security, promptly resolve complicated complaints and lawsuits, and prevent the formation of "hot spots" regarding security and order; strengthen measures to prevent and combat illegal entry and exit.
c) Organize attacks and suppress crimes before, during and after Tet, focusing on fighting and destroying criminal networks and gangs, especially crimes using firearms, crimes that commit particularly serious crimes, smuggling, trade fraud, counterfeit goods production, crimes in the fields of transportation, banking, high-tech crimes, cyber fraud, drug crimes, detecting and strictly handling social evils.
d) Strictly inspect, control, promptly detect, prevent and strictly handle cases of illegal production, storage, transportation, trading and use of weapons, explosives, supporting tools, fireworks and dangerous toys; do not allow illegal fireworks to be set off during the Lunar New Year, especially on New Year's Eve. Conduct inspections and checks on fire prevention, firefighting and rescue safety throughout the province.
d) Strengthen the work of ensuring traffic safety and order, preventing and fighting fires and explosions; minimize traffic congestion and explosions before, during and after Tet. Closely coordinate with the transport sector to have plans to organize, regulate, divert and guide traffic, avoid traffic congestion, be ready to promptly clear and rescue when incidents and traffic accidents occur; strengthen patrols, control, ensure traffic safety, strictly handle violations of the law on traffic safety and order, public order, and resisting law enforcement officers, especially those related to the use of beer, alcohol and prohibited substances while driving.
e) Continue to strengthen immigration management and residence management of citizens and foreigners.
11. The Department of Information and Communications shall preside over and coordinate with relevant departments, branches, localities and units to:
a) Direct telecommunications and information technology service businesses to organize the implementation of plans to absolutely ensure the safety of telecommunications and internet networks, ensure smooth and safe information, meet the information needs of the people and well serve the leadership, direction and operation of Party agencies and authorities at all levels during Tet; provide complete, accurate and timely information on the State's policies and regulations on production, business, circulation of goods, markets, supply sources, food prices, and stabilized goods to serve people during Tet; strictly control information related to production and business, prevent false information from occurring, causing confusion for consumers; detect and propagate online scams to people before, during and after Tet.
b) Direct postal service providers to synchronously implement solutions to enhance network capacity, labor, exploitation area, means of transportation, ensure safety and security of goods; arrange sufficient human resources to support and take care of customers 24/7 to promptly release postal items, avoid congestion, loss of goods, and customer complaints during peak periods, and best serve people's needs before, during and after Tet.
c) Direct and guide media agencies and grassroots information systems to promote timely information and propaganda on the directions of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee; inform and propagate on the socio-economic situation, production and business, circulation of goods, market, prices, food safety; strengthen the reporting of activities to celebrate the Party, celebrate Spring and achievements of the country and the province, creating consensus in society so that people can enjoy Spring and celebrate Tet.
d) Direct and guide media agencies to continue promoting information, propaganda and promotion of the national image, traditional beauty and humanistic values of Vietnam to foreigners coming to Vietnam and overseas Vietnamese returning to Vietnam for Tet; direct publishers and distribution establishments to organize propaganda activities, introduce and sell publications with ideological, cultural and artistic values and cultural products, paintings, photos and calendars to serve the people during Tet in many diverse, rich and attractive forms.
12. The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments, branches, localities and units to strengthen the monitoring, forecasting and warning of hydrometeorology to serve people's lives and production and business activities; strictly control and supervise projects and facilities with high risks of causing environmental pollution, take timely response measures to arising environmental incidents, and direct the collection and thorough treatment of domestic solid waste according to regulations.
13. The Department of Science and Technology shall preside over and coordinate with relevant departments, branches, localities and units to strengthen coordination in inspection and examination of standards, measurements and quality of products and goods for production, business and import establishments to promptly detect, prevent and strictly handle violations; proactively coordinate with relevant agencies to control and prevent goods produced, imported and circulated on the market that do not meet measurement and quality requirements, and pose a risk of harming public health and the environment, contributing to stabilizing the market before, during and after the Lunar New Year.
14. The Department of Home Affairs shall preside over and coordinate with relevant departments, branches, localities and units to strengthen the inspection of public service for cadres, civil servants, public employees and workers in implementing regulations on public service culture, discipline and administrative discipline; strengthen the state management of beliefs and religions, guide religious organizations and religious establishments to properly implement legal regulations, organize religious activities to ensure security, order, safety, and economy, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality; prevent superstitious activities and spiritual profiteering at religious establishments and places of belief; prevent subjects from taking advantage of, propagating, inciting large gatherings, causing complications in security and order.
15. The Department of Foreign Affairs shall preside over and coordinate with relevant departments, branches, localities and units to closely monitor the situation, proactively advise on handling measures, and promptly coordinate in unexpected situations related to foreign affairs activities, proactively carry out citizen protection work, work with Thanh Hoa people abroad, and prepare well for high-level foreign affairs activities between Thanh Hoa province and Hua Phan province (Laos) scheduled to take place before, during and after the Lunar New Year.
16. The Department of Education and Training shall preside over and coordinate with relevant departments, branches, localities and units to strengthen propaganda and education for students to practice civilized lifestyles, maintain social order and safety, traffic safety, strictly implement regulations on the management and use of fireworks; improve skills in preventing accidents, injuries, preventing social evils, ensuring safety, especially in cyberspace; guide educational institutions to strictly implement the assignment of duty and protection of agencies and schools during Tet holidays, have solutions to ensure the 2024-2025 school year plan after the Lunar New Year holiday, closely coordinate with competent agencies to ensure absolute safety of facilities, equipment, and fire and explosion prevention and fighting.
17. The Provincial Inspectorate, the Provincial Citizen Reception Committee and relevant departments, branches, localities and units shall organize well the reception of citizens, promptly and legally resolve complaints and denunciations under their authority; focus on resolving crowded, complicated, and long-standing cases, propagate, mobilize and take appropriate measures, not allowing citizens to make complaints and denunciations in large numbers during the Lunar New Year; ensure stability of security and order according to the direction of the Chairman of the Provincial People's Committee in Directive No. 21/CT-UBND dated December 12, 2024.
18. The State Bank of Vietnam, Thanh Hoa Branch, directs credit institutions to effectively implement the monetary and credit policies of the Central Government in the locality; implement support policies for enterprises participating in the market stabilization program during the Lunar New Year with preferential interest rates, creating favorable conditions for enterprises in terms of business capital to increase reserve goods, contributing to market stabilization; ensure the provision of electronic payment services, meeting high payment demand at the end of the year; organize foreign exchange services, foreign currency exchange for tourists; coordinate with competent authorities to strengthen inspection, promptly handle violations in the purchase and sale of foreign currency, gold and small denomination cash exchange services not in accordance with the law; ensure stable and smooth operation of payment systems; strengthen network security monitoring and deploy technical measures, arrange necessary personnel to ensure the safe operation of payment systems and related systems.
19. The provincial Social Insurance shall preside over and coordinate with relevant sectors, localities and units to effectively handle and pay social insurance and unemployment insurance benefits to ensure full and timely payment to beneficiaries, and only pay two months of pension and social insurance benefits (January and February 2025) in the January 2025 payment period to create conditions for policy beneficiaries to enjoy the spring and celebrate Tet.
20. Thanh Hoa Newspaper, Provincial Radio and Television Station and news agencies, newspapers, and grassroots broadcasting systems in the province promote information and propaganda on emulation movements, creating a joyful and exciting atmosphere in labor, production, work, and study. Build special pages, columns, and programs that promptly reflect the joyful atmosphere of Spring and Tet of the people of all ethnic groups in the province and of Thanh Hoa people in all regions of the country; provide full and timely information on the implementation of social security policies, visiting, caring, and New Year greetings, the sharing of the community for policy beneficiaries, people in difficult circumstances, and people affected by natural disasters and epidemics, especially the attention of agencies, organizations, and the joy of people moving to new houses built in the program "Eliminating temporary and dilapidated houses"; timely update market information, prices of essential goods and services to meet consumer demand during Tet, market management, measures to ensure security, traffic safety, fire prevention and fighting in the days before, during and after Tet, update weather developments, warn of natural disasters affecting production and life; proactively fight against hostile and false arguments; propagate good traditional cultural values, achievements of the country, the province and activities to celebrate the Party, celebrate Spring, cultural, sports and festival activities during Tet; promote the good lifestyle of the people.
21. The Provincial Tax Department shall preside over and strengthen measures to inspect, examine, urge tax collection, prevent tax loss and fraud; urge subjects to declare, pay taxes, and fulfill financial obligations to the State; publicize on mass media enterprises, organizations and individuals with tax arrears; promptly exchange information, closely coordinate with functional forces in investigating, verifying, and handling subjects of smuggling, trade fraud, and counterfeit goods related to tax management.
22. The Provincial People's Committee Office presides over and coordinates with relevant departments, branches, localities and units:
a) Urge relevant departments, branches, localities and units to organize and assign Tet duty.
b) Closely monitor the situation during the Lunar New Year, promptly coordinate with relevant departments, branches, localities and units to advise and report to the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee on arising issues; quickly summarize and report on the situation before Tet and fully report on the situation before, during and after Tet according to regulations; prepare the content of the directive document of the Chairman of the Provincial People's Committee on the implementation of tasks after Tet.
23. Provincial departments, branches, sectors, People's Committees of districts, towns, cities, agencies and units:
a) Thoroughly grasp and strictly implement Directive No. 40-CT/TW dated December 11, 2024 of the Central Secretariat, Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister, Directive No. 27-CT/TU dated December 20, 2024 of the Provincial Party Standing Committee and this Directive; promote the responsibility of leaders, be ready to respond to all situations; create conditions for enterprises to stabilize and maintain production and business activities, strive to achieve the highest level of set goals and targets, closely inspect and supervise, ensure food safety, environmental sanitation, disease prevention and control...; organize and assign Tet duty, direct agencies, units, organizations and enterprises in the area to proactively arrange production and business plans, strictly implement the reporting and Tet duty regime to ensure smooth operations during the Lunar New Year. Continue to strictly implement the management and organization of festivals according to regulations, ensuring that festival activities, spring celebrations, traditional anniversaries, year-end summaries, meetings, conferences, tree planting festivals... are practical, safe, economical, not wasteful, in accordance with the cultural traditions of the nation and the customs and practices of each locality.
b) Well organize activities to celebrate the 95th anniversary of the Party's founding, close to the activities of celebrating Spring and Tet, creating a joyful, excited, confident and proud atmosphere in the whole society. Focus on leading, directing, and implementing resolutely, synchronously and effectively the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; The campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province in the two years 2024 - 2025. Well implement social security policies, promote the tradition of great solidarity and the spirit of "mutual love and affection" of the nation, proactively and actively take good care of the material and spiritual life of the people, ensuring that everyone and every household has the conditions to enjoy Spring and celebrate Tet. Organize well the inquires and New Year greetings to war invalids, families of martyrs, families with meritorious services to the country, veteran revolutionary cadres, Vietnamese Heroic Mothers, intellectuals, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, especially in border areas, islands, difficult areas, areas with complicated political security, social order and safety, and families affected by natural disasters.
c) Launch the Tet tree planting movement to forever remember Uncle Ho in 2025 to ensure practicality and effectiveness, and patriotic emulation movements among cadres, civil servants, public employees, workers and people with appropriate contents and forms, creating an exciting atmosphere of celebrating the Party, celebrating Spring, striving to achieve high achievements in implementing the socio-economic development goals in 2025 right from the first days, first months and first quarters of the year.
d) Strengthen inspection and strictly handle cases of encroachment on roads, sidewalks, and traffic safety corridors, especially in commercial centers, supermarkets, markets, parking lots, and entertainment areas; effectively collect and treat waste, ensuring a green, clean, and beautiful environment during Tet.
d) Organize the 2024 year-end review and deploy the 2025 tasks to ensure thrift, avoid formalities, and focus on key and practical issues, especially measures and solutions to implement the 2025 tasks. Strictly implement the prohibition of organizing visits and New Year greetings to superiors and leaders at all levels, spending the Tet holiday mainly on family and relatives; strictly prohibit giving Tet gifts to leaders at all levels in any form; do not attend pagodas and festivals during working hours if not assigned, do not participate in superstitious activities; do not use the state budget, means, and public assets against regulations.
e) Immediately after the Tet holiday, departments, branches, localities, agencies and units must urgently focus on resolving and handling work, not allowing delays that affect production, business and people's transactions.
f) Directing affiliated agencies and units to organize Tet duty, protect the safety of agencies and units, develop plans and lists of Tet duty, and send them to the Provincial People's Committee Office no later than January 21, 2025 (ie December 22, Giap Thin year); Synthesize the situation before Tet of departments, branches, localities, units, promptly report to the Provincial People's Committee (through the Provincial People's Committee Office) before January 25, 2025 (ie December 22, Giap Thin year) and fully report the situation before, during and after Tet (first time on January 30, 2025 (January 2, At Ty year), second time on January 31, 2025 (January 3, At Ty year); at the same time, send to the email address: [email protected]. 24. Propose that the Provincial Vietnam Fatherland Front Committee and provincial-level socio-political organizations actively propagate and mobilize members, union members and people to celebrate Spring and Tet joyfully, warmly, healthily, safely, economically and meaningfully; produce and use safe food, say no to dirty food, not participate in the production, trade, transportation, storage, illegal use of fireworks, explosives and releasing sky lanterns on New Year's Eve.
