Directive of Thanh Hoa Provincial People's Committee on organizing the celebration of Lunar New Year 2025

1. The Department of Industry and Trade presides over and coordinates with relevant departments, branches, localities and units:

a) Monitor and evaluate the supply and demand of goods, especially essential goods, goods with high demand or high price fluctuations in the area in recent times to proactively develop plans or propose to competent authorities measures to ensure supply-demand balance, stabilize the market, and avoid shortages or disruptions in goods supply, causing sudden price increases during the end of the year and Lunar New Year.

b) Proactively advise the Provincial People's Committee on plans to prepare goods sources and reserve essential goods for Tet; deploy market stabilization measures according to the provisions of law; coordinate with the banking sector to support and connect businesses producing and distributing essential goods for Tet with credit institutions in the area to access loans with preferential interest rates, reserve goods to stabilize the market before, during and after Tet.

c) Organize activities to connect distribution businesses and essential food suppliers, create a source of goods to stabilize the market for Tet; coordinate with the Provincial Investment, Trade and Tourism Promotion Center and localities, implement trade promotion activities, connect supply and demand to support the consumption of safe food products, regional specialties, and create a source of goods to serve people's shopping during the end of the year and Lunar New Year.

d) Promote the implementation of activities to carry out the Campaign "Vietnamese people prioritize using Vietnamese goods", the Program to bring Vietnamese goods to rural areas, industrial zones and clusters combined with fairs, promotions, discounts, and consumer stimulus programs.

d) Organize shipments to rural, remote and isolated areas, prepare well the source of policy goods, support goods and essential consumer goods, goods for Tet to supply early and fully to people in rural, mountainous, remote and isolated areas, islands and pay special attention to the supply of goods to areas damaged by storms and floods, ensuring quantity, quality and reasonable prices.

c) Direct units and enterprises in the province to fully reserve and have plans to ensure energy supply such as electricity, gasoline, raw materials for the market before, during and after Tet, absolutely not allowing shortages in any situation; proactively have plans to ensure production activities are maintained at factories and industrial parks; strengthen information and propaganda work on safe, economical and effective use of electricity. Focus on ensuring fire and explosion prevention and safety in public places, residential areas, entertainment areas...

f) Strengthen inspection, examination and control of food safety in all stages from production, processing to consumption, resolutely combat, prevent and strictly handle individuals, organizations, production and business establishments that violate food safety regulations.

g) Coordinate with the Provincial Market Management Department to implement the peak plan against smuggling, trade fraud and counterfeit goods in the last months of the year, before, during and after the Lunar New Year, strengthen market inspection and supervision activities, focusing on checking prices, product quality, food safety regulations, acts of speculation, hoarding, and unreasonable price increases in the area, but ensure that they do not affect the production and business of enterprises and people. Focus on protecting consumer rights, promptly detecting and strictly handling violations of competition law, acts of trading in smuggled goods, counterfeit goods, poor quality goods, violations of food safety regulations, goods with fraudulent origin; intellectual property infringement, violations in the fields of trade promotion, e-commerce, business, online sales and violations of fake listings for sale, especially focusing on essential goods consumed a lot at the end of the year and Lunar New Year.

Coordinate with the Department of Culture, Sports and Tourism to organize Spring Fairs, healthy and economical entertainment activities in the locality. Coordinate with the Department of Information and Communications, mass media agencies to provide full and timely information on the market, prices, market stabilization programs, information on price stabilization points of sale and safe food for local people; control false information that can cause market instability.

2. The Department of Agriculture and Rural Development presides over and coordinates with relevant departments, branches, localities and units:

a) Closely monitor weather developments to direct production in the 2024 - 2025 Winter-Spring crop within the best time frame; proactively develop plans to prevent and combat natural disasters, especially severe cold, frost, hail, saltwater intrusion to limit damage, ensure stable production, timely support for crop seeds, livestock, vaccines, disinfectants, pesticides, etc.; focus on directing and drastically implementing measures to prevent and combat livestock, poultry, aquatic animal diseases and vaccinate livestock and poultry in the province in accordance with the direction of the Provincial People's Committee in Plan No. 234/KH-UBND dated November 26, 2024, especially strengthening the prevention of African swine fever, lumpy skin disease in cows and blue-ear pigs; Promote the production of agricultural products, livestock and poultry farming, exploitation and safe aquaculture to meet the people's food consumption needs during Tet, launch and widely implement the movement for the whole population to participate in the Tet tree planting; start production at the beginning of the year. Review and have specific plans to ensure the balance of supply and demand for food items, especially rice, pork and essential agricultural products before, during and after Tet, to avoid shortages and price hikes.

b) Coordinate with the Department of Industry and Trade and relevant agencies to closely monitor the production situation, weather and disease developments, assess production capacity and supply sources of agricultural products and essential foods for the market at the end of the year and during the Lunar New Year. Strengthen quality management and ensure food safety for agricultural, forestry and fishery products. Coordinate with relevant agencies to implement measures to strictly control the supply, illegal trading and transportation of livestock, poultry and related products, especially at border gates, trails and openings in border areas.

c) Proactively inspect and direct the work of ensuring the safety of irrigation works, reservoirs, river dykes, and sea dykes after the rainy and stormy season; operate irrigation reservoirs reasonably and effectively, have plans to ensure water sources for winter-spring crop cultivation and water sources for daily life, production, and hydropower; strengthen measures to prevent and combat drought, cold, forest fires, and prevent and combat diseases for crops and livestock, creating a safe and stable supply of goods during Tet; direct functional units to strengthen inspection of the implementation of urgent measures to prevent and fight forest fires according to the direction of the Chairman of the Provincial People's Committee in relevant documents.

3. The Department of Culture, Sports and Tourism presides over and coordinates with relevant departments, branches, localities and units:

a) Advise and propose to organize fireworks displays to celebrate the New Year 2025 and the Lunar New Year of At Ty in accordance with actual conditions and situations, ensuring safety, savings, and not using the state budget.

b) Direct and guide localities to develop plans and proactively prepare necessary conditions to serve tourists during the Lunar New Year; strengthen management and control of the quality of tourism services and tourist service facilities, promptly and strictly handle violations. Strengthen information and promotion of tourism, historical and cultural relics, scenic spots, festivals and good traditional cultural values ​​of Thanh people to domestic and international tourists and friends.

c) Strengthen inspection and supervision of the organization of cultural, sports, tourism and festival activities before, during and after the Lunar New Year, ensuring that people can celebrate the New Year happily, healthily and safely, in accordance with the civilized lifestyle, customs, practices and good cultural traditions of each locality; promptly prevent and strictly handle negative manifestations, taking advantage of cultural and festival activities to engage in superstitious activities and make illegal profits.

4. The Department of Labor, War Invalids and Social Affairs presides over and coordinates with relevant departments, branches, localities and units:

a) Focus on reviewing and understanding the living conditions of policy beneficiaries and people in difficult circumstances (poor households, near-poor households, ethnic minority communities in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people, etc.) to pay attention, take care of, and promptly have appropriate support policies, ensuring that everyone and every family can enjoy Spring and celebrate Tet. Carefully organize visits, New Year greetings, and encouragement for policy beneficiaries, armed forces units, Tet duty units, treatment areas, intellectuals, artists, outstanding religious dignitaries, etc., ensuring the right subjects, the right regime, publicity, transparency, avoiding duplication and overlap, not allowing exploitation or profiteering of policies, ensuring that all policy beneficiaries have results and receive results before Tet.

b) Coordinate with the Management Board of Nghi Son Economic Zone and industrial parks, the Provincial Federation of Labor, the People's Committees of districts, towns and cities to implement solutions to maintain the human resource supply chain, promptly meet the labor needs of enterprises before and after the Lunar New Year; strengthen inspection and implementation of measures to ensure labor safety and hygiene, ensure that civil servants, public employees and workers are fully paid their salaries and bonuses and are arranged for Tet holidays according to regulations; proactively implement preventive measures, promptly resolve disputes and conflicts, prevent illegal strikes and work stoppages, affecting production and business and disrupting security and order in the area, ensuring that all workers have conditions to enjoy the Spring and celebrate Tet.

c) Strengthen inspection and supervision of the implementation of child abuse prevention, accident and injury prevention, and gender-based violence prevention and response; ensure that all children have a safe, happy, warm and healthy Tet holiday, especially children in special circumstances and children in particularly disadvantaged communes in ethnic minority and mountainous areas.

d) Regularly monitor and inspect the operations of drug rehabilitation facilities, absolutely do not allow students to escape en masse, destroy property and facilities, and cause instability in the local political and social situation during the Lunar New Year.

d) Prepare necessary conditions for provincial leaders to visit, encourage, and give gifts to policy families, social protection beneficiaries, cadres, soldiers, poor patients, and workers on duty during Tet.

5. The Department of Health presides over and coordinates with departments, branches, localities and units to:

a) Directing the strengthening of measures to prevent and control epidemics, especially measles, dengue fever, epidemics that are at risk of breaking out in the winter - spring, new dangerous epidemics that are likely to enter our country, being ready to respond to possible situations; monitoring and supervising to detect early and promptly and thoroughly handle outbreaks of infectious diseases, not allowing them to spread widely and cause prolonged outbreaks in the community; promoting communication in disease prevention and control and vaccination.

b) Direct medical facilities to organize medical examination and treatment well, and be on duty 24/7. Proactively develop plans to ensure the availability of human resources, medicines, blood, infusion fluids, supplies, chemicals, medical equipment, and medical oxygen; prepare emergency plans for events with large crowds; arrange hospital beds and vehicles to be ready to respond to and serve treatment and emergency work, especially emergency care for traffic accidents, fires, injuries, food poisoning, and treatment of patients with infectious diseases during Tet.

c) Strengthen the implementation of risk monitoring, prevention and containment of food safety incidents; promptly inform and warn of food poisoning risks. Strengthen the dissemination of legal regulations and knowledge on food safety to raise public awareness and consciousness; coordinate with relevant departments and branches to organize inter-sectoral inspections of food production, trading and processing establishments according to plan; strengthen rapid inspections of food production and trading establishments at tourist sites, historical and cultural relic sites, and scenic spots; strictly handle violations and publicize inspection and examination results on the food safety website and mass media.

d) Direct units to develop plans to stockpile enough medicines, supplies, chemicals, equipment, and means to ensure that they meet the requirements for disease prevention, control, and medical examination and treatment, and to prevent drug shortages, especially those for treating diseases that commonly occur in the winter and spring seasons. Strengthen inspection and examination of drug trading establishments, detect and strictly handle the trading of counterfeit drugs, poor quality drugs, and drugs not permitted for circulation; prevent speculation, hoarding, and sudden price increases; and strictly handle violations.

6. The Department of Finance shall preside over and coordinate with relevant departments, branches, localities and units to strengthen inspection of production and business establishments in compliance with regulations on registration, declaration, price posting and sales at listed prices, focusing on items subject to price stabilization, especially in markets, supermarkets, shopping malls, entertainment areas, tourist attractions, etc.; strictly handle cases of violations of the law on prices; strengthen management and use of the state budget, ensuring efficiency, economy and compliance with prescribed policies and regulations, strengthen thrift practices and combat waste. Coordinate with the Provincial Tax Department to advise on promoting state budget collection, especially collection through electronic invoices from items such as gasoline, food services. Strictly control state budget collection, public debt and public assets.

7. The Department of Transport shall preside over and coordinate with relevant departments, branches, localities and units:

a) Strengthen the regulation and strict management of transportation activities to serve people's travel needs during Tet, to prevent people from returning home late for Tet due to lack of means of transportation; strengthen inspection of the implementation of declaration and posting of transportation fares, train and bus ticket prices according to regulations; organize smooth transportation of goods before, during and after Tet, especially in remote areas, remote areas and ethnic minority areas.

b) Coordinate with the police force and relevant units, strengthen inspection and control of the quality and technical safety of vehicles participating in traffic, strictly handle vehicles carrying oversized and overloaded goods, due to violating the size of the cargo box, exceeding the expiry date, and not ensuring technical safety when participating in traffic. Require transport units to comply with traffic rules, prevent accidents on steep mountain passes, at railway crossings, regularly check and prevent drivers from violating alcohol and drug concentrations; at the same time, strictly handle transport businesses and vehicle owners who do not comply with regulations on vehicle registration and inspection, soliciting, carrying too many people and picking up and dropping off passengers at the wrong place; take measures to prevent the illegal transportation of flammable and explosive goods, dangerous goods, products, livestock, poultry of unknown origin and without veterinary hygiene and quarantine certificates on transport vehicles.

c) Synchronously and effectively implement measures to control and minimize traffic accidents and overcome traffic congestion; promptly review and supplement traffic signs at locations with potential traffic safety risks, focus on directing the maintenance and repair of degraded and damaged road sections according to management levels, ensuring convenience and safety for people and vehicles participating in traffic before, during and after Tet.

d) Coordinate with media agencies to propagate the plan for serving Tet transportation; publicly announce the plan for serving people's travel needs and the hotline numbers of relevant agencies and units in the transport sector to receive and handle feedback from passengers and people.

d) Strictly implement the Prime Minister's direction in Official Dispatch No. 132/CD-TTg dated December 12, 2024 on improving the effectiveness of ensuring traffic order and safety.

8. Provincial Military Command, Provincial Border Guard Command: Proactively grasp the situation in the air, at sea, at the border, inland, peripheral, and cyberspace, strictly implement the regime of command and combat readiness, ready forces and means to participate in preventing and combating natural disasters, epidemics, incidents, environmental pollution, and search and rescue; regularly patrol, control, and protect the safety of military and defense targets and bases in the province; grasp the local situation, proactively handle situations, avoid being passive and surprised in any situation, strengthen coordination with relevant forces to patrol, control, and fight against crimes, especially drugs and smuggling; resolutely prevent illegal entry and exit through borders, border gates, and seaports.

9. The Provincial Market Management Department - Standing Agency of the Provincial Steering Committee 389 coordinates with relevant units to strengthen market inspection and control, promptly detect, prevent and strictly handle smuggling, transport of prohibited goods, smuggled goods, production and trading of counterfeit goods, poor quality goods, goods of unknown origin, for violating food safety regulations, focusing on some items with high demand during Tet such as: alcohol, beer, cigarettes, food; promptly detect, prevent and strictly handle acts of fraud in measurement, packaging, unreasonable price increases for illegal profits, causing market instability.

10. The Provincial Police presides over and coordinates with relevant departments, branches, localities and units:

a) Deploy plans and measures to protect and maintain political security and social order and safety for people to enjoy Tet and welcome Spring.

b) Proactively grasp the situation related to national security, interests, social order and safety, avoid being passive or surprised in any situation, take measures to prevent, detect, and effectively combat plots and sabotage activities of hostile forces and reactionary elements inside and outside the country, ensure information security and network safety; ensure citizen security, promptly resolve complicated complaints and lawsuits, avoid forming "hot spots" of security and order; strengthen measures to prevent and combat illegal entry and exit.

c) Organize attacks and suppress crimes before, during and after the Lunar New Year, focusing on fighting and destroying criminal networks and gangs, especially crimes using firearms, crimes that commit particularly serious crimes, smuggling, trade fraud, counterfeit goods production, crimes in the fields of transportation, banking, high-tech crimes, cyber fraud, drug crimes, detecting and strictly handling social evils.

d) Strictly inspect, control, promptly detect, prevent and strictly handle cases of illegal production, storage, transportation, purchase, sale and use of weapons, explosives, supporting tools, fireworks and dangerous toys; do not allow illegal fireworks to be set off during the Lunar New Year, especially on New Year's Eve. Conduct inspections and checks on fire prevention, firefighting and rescue safety throughout the province.

d) Strengthen the work of ensuring traffic order and safety, fire and explosion prevention; minimize traffic congestion and fire and explosion before, during and after Tet. Closely coordinate with the transport sector to have plans to organize, regulate, divert and guide traffic, avoid traffic congestion, be ready to promptly clear and rescue when incidents and traffic accidents occur; strengthen patrols, control, ensure traffic safety, strictly handle violations of the law on traffic order and safety, public order, and resisting law enforcement officers, especially those related to the use of beer, alcohol and prohibited substances while driving.

e) Continue to strengthen immigration management and residence management of citizens and foreigners.

11. The Department of Information and Communications presides over and coordinates with relevant departments, branches, localities and units:

a) Directing telecommunications and information technology service businesses to organize the implementation of plans to absolutely ensure the safety of telecommunications and internet networks, ensure smooth and safe information, meet the information needs of the people and well serve the leadership, direction and administration of Party agencies and authorities at all levels during Tet; fully, accurately and promptly inform the State's policies and regulations on production, business, circulation of goods, markets, supply sources, food prices, and stabilized goods to serve people during Tet; strictly control information related to production and business, prevent false information from occurring, causing confusion for consumers; detect and propagate online scams to people before, during and after Tet.

b) Direct postal service providers to synchronously implement solutions to enhance network capacity, labor, exploitation areas, means of transportation, ensure safety and security of goods; arrange enough human resources to support and take care of customers 24/7 to promptly release postal items, avoid backlogs, loss of goods, and customer complaints during peak periods, and best serve people's needs before, during and after the Lunar New Year.

c) Direct and guide media agencies and grassroots information systems to promote timely information and propaganda on the directions of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee; inform and propagate on the socio-economic situation, production and business, circulation of goods, markets, prices, and food safety; strengthen reporting on activities to celebrate the Party, celebrate Spring, and achievements of the country and the province, creating consensus in society so that people can enjoy Spring and celebrate Tet.

d) Direct and guide media agencies to continue promoting information, propaganda and promotion of the national image, traditional beauty and humanistic values ​​of Vietnam to foreigners coming to Vietnam and overseas Vietnamese returning to Vietnam for Tet; direct publishers and distribution establishments to organize propaganda activities, introduce and sell publications with ideological, cultural and artistic values ​​and cultural products, paintings, photos and calendars to serve the people during Tet in many diverse, rich and attractive forms.

12. The Department of Natural Resources and Environment shall preside over and coordinate with relevant departments, branches, localities and units to strengthen the monitoring, forecasting and warning of hydrometeorology to serve people's lives and production and business activities; closely control and supervise projects and facilities with high risks of causing environmental pollution, take timely response measures to arising environmental incidents, and direct the collection and thorough treatment of domestic solid waste according to regulations.

13. Sở Khoa học và Công nghệ chủ trì, phối hợp với các sở, ngành, địa phương, đơn vị liên quan, tăng cường phối hợp thanh tra, kiểm tra về tiêu chuẩn, đo lường, chất lượng sản phẩm, hàng hóa đối với các cơ sở sản xuất, kinh doanh, nhập khẩu để kịp thời phát hiện, ngăn chặn và xử lý nghiêm hành vi vi phạm; chủ động phối hợp với các cơ quan liên quan kiểm soát, ngăn ngừa hàng hóa sản xuất, nhập khẩu và lưu thông trên thị trường không đáp ứng về đo lường, chất lượng, có nguy cơ gây hại đến sức khỏe cộng đồng, môi trường, góp phần bình ổn thị trường dịp trước, trong và sau Tết Nguyên đán.

14. Sở Nội vụ chủ trì, phối hợp với các sở, ngành, địa phương, đơn vị liên quan, tăng cường kiểm tra công vụ đối với cán bộ, công chức, viên chức và người lao động trong việc thực hiện các quy định về văn hóa công vụ, kỷ luật, kỷ cương hành chính; tăng cường công tác quản lý nhà nước về tín ngưỡng, tôn giáo, hướng dẫn các tổ chức tôn giáo, cơ sở tín ngưỡng thực hiện tốt các quy định của pháp luật, tổ chức các hoạt động tín ngưỡng, tôn giáo bảo đảm an ninh trật tự, an toàn, tiết kiệm, phù hợp với nếp sống văn minh, truyền thống văn hóa của dân tộc và phong tục tập quán tốt đẹp của từng địa phương; không để xảy ra các hoạt động mê tín dị đoan, trục lợi về tâm linh tại các cơ sở tôn giáo, cơ sở tín ngưỡng, không để các đối tượng lợi dụng, tuyên truyền, kích động tụ tập đông người, gây phức tạp về an ninh trật tự.

15. Sở Ngoại vụ chủ trì, phối hợp với các sở, ngành, địa phương, đơn vị liên quan, theo dõi sát tình hình, chủ động tham mưu các biện pháp xử lý, phối hợp kịp thời trong các tình huống đột xuất liên quan đến hoạt động đối ngoại, chủ động thực hiện tốt công tác bảo hộ công dân, công tác người Thanh Hóa ở nước ngoài, chuẩn bị tốt các hoạt động đối ngoại cấp cao giữa tỉnh Thanh Hóa và tỉnh Hủa Phăn (Lào) dự kiến diễn ra trước, trong và sau Tết Nguyên đán.

16. Sở Giáo dục và Đào tạo chủ trì, phối hợp với các sở, ngành, địa phương, đơn vị liên quan, tăng cường tuyên truyền, giáo dục học sinh, sinh viên thực hiện nếp sống văn minh, giữ gìn trật tự an toàn xã hội, an toàn giao thông, thực hiện nghiêm các quy định về quản lý và sử dụng pháo; nâng cao kỹ năng về phòng chống tai nạn, thương tích, phòng tránh các tệ nạn xã hội, bảo đảm an toàn, nhất là trên không gian mạng; hướng dẫn cơ sở giáo dục thực hiện nghiêm việc phân công trực và bảo vệ cơ quan, trường học dịp nghỉ Tết, có giải pháp bảo đảm kế hoạch nhiệm vụ năm học 2024 - 2025 sau kỳ nghỉ Tết Nguyên đán, phối hợp chặt chẽ với cơ quan chức năng bảo đảm an toàn tuyệt đối cơ sở vật chất, trang thiết bị, phòng, chống cháy nổ.

17. Thanh tra tỉnh, Ban Tiếp Công dân tỉnh và các sở, ngành, địa phương, đơn vị liên quan tổ chức tốt việc tiếp công dân, giải quyết kịp thời, đúng pháp luật các vụ việc khiếu nại, tố cáo thuộc thẩm quyền; tập trung giải quyết dứt điểm các vụ việc đông người, phức tạp, tồn đọng kéo dài, tuyên truyền, vận động và có biện pháp phù hợp, không đề công dân khiếu nại, tố cáo tập trung trong những ngày Tết Nguyên đán; thực hiện bảo đảm ổn định tình hình an ninh, trật tự theo chỉ đạo của Chủ tịch UBND tỉnh tại Chỉ thị số 21/CT-UBND ngày 12/12/2024.

18. Ngân hàng Nhà nước Chi nhánh Thanh Hóa chỉ đạo các tổ chức tin dụng thực hiện tốt các chính sách tiền tệ, tín dụng của Trung ương trên địa bàn; triển khai các chính sách hỗ trợ cho các doanh nghiệp tham gia chương trình bình ổn thị trường trong dịch Tết Nguyên đán với lãi suất ưu đãi, tạo điều kiện cho các doanh nghiệp về nguồn vốn kinh doanh để tăng nguồn hàng dự trữ, góp phần bình ổn thị trường; bảo đảm việc cung ứng dịch vụ thanh toán điện tử, đáp ứng nhu cầu thanh toán cao vào cuối năm; tổ chức các dịch vụ ngoại hối, thu đổi ngoại tệ phục vụ khách du lịch; phối hợp với các cơ quan chức năng tăng cường kiểm tra, kịp thời xử lý vi phạm trong hoạt động mua, bán ngoại tệ, vàng và dịch vụ đồi tiền mặt mệnh giá nhỏ không đúng quy định của pháp luật; đảm bảo các hệ thống thanh toán hoạt động ổn định, thông suốt; tăng cường giám sát an ninh mạng và triển khai các biện pháp kỹ thuật, bố trí nhân sự cần thiết để đảm bảo an toàn hoạt động của các hệ thống thanh toán và các hệ thống liên quan.

19. Bảo hiểm xã hội tỉnh chủ trì, phối hợp với các ngành, địa phương, đơn vị liên quan, thực hiện tốt công tác giải quyết và chi trả các chế độ về bảo hiểm xã hội, bảo hiểm thất nghiệp bảo đảm đầy đủ, kịp thời cho người hưởng, thực hiện chỉ trả gộp hai tháng lương hưu và trợ cấp bảo hiểm xã hội (tháng 01 và tháng 02 năm 2025) vào kỳ chi trả tháng 01 năm 2025 nhằm tạo điều kiện cho người thụ hưởng chính sách vui xuân, đón Tết.

20. Báo Thanh Hóa, Đài Phát thanh và Truyền hình tỉnh và các cơ quan thông tấn, báo chí, hệ thống truyền thanh cơ sở trên địa bàn tỉnh đẩy mạnh thông tin, tuyên truyền các phong trào thi đua, tạo khí thế vui tươi, phấn khởi trong lao động, sản xuất, công tác, học tập. Xây dựng các chuyên trang, chuyên mục, chương trình phản ánh kịp thời không khí vui Xuân, đón Tết của Nhân dân các dân tộc trong tỉnh và của người Thanh Hóa trên mọi miền của Tổ quốc; thông tin đầy đủ, kịp thời về việc thực hiện các chính sách an sinh xã hội, hoạt động thăm hỏi, chăm lo, chúc Tết, sự chia sẻ của cộng đồng dành cho các đối tượng chính sách, người có hoàn cảnh khó khăn, đồng bào bị ảnh hưởng thiên tai, dịch bệnh, đặc biệt là sự quan tâm của các cơ quan, tổ chức và niềm vui của người dân được dọn về nhà mới được xây dựng trong chương trình “Xóa nhà tạm, nhà dột nát"; cập nhật kịp thời thông tin thị trường, giá hàng hóa, dịch vụ thiết yếu đáp ứng nhu cầu tiêu dùng dịp Tết, công tác quản lý thị trường, các biện pháp bảo đảm an ninh, an toàn giao thông, công tác phòng, chống cháy nổ trong các ngày trước, trong và sau Tết, cập nhật diễn biến thời tiết, cảnh báo thiên tai ảnh hưởng đến sản xuất và đời sống; chủ động đấu tranh phản bác các luận điệu sai trái thù địch; tuyên truyền các giá trị truyền thống văn hóa tốt đẹp, các thành tựu của đất nước, của tỉnh và các hoạt động mừng Đảng, mừng Xuân, hoạt động văn hóa, thể thao, lễ hội trong dịp Tết; đề cao lối sống tốt đẹp của Nhân dân.

21. Cục Thuế tỉnh chủ trì, tăng cường các biện pháp thanh tra, kiểm tra, đôn đốc thu thuế, chống thất thu, gian lận thuế; đôn đốc các đối tượng trong việc kê khai, nộp thuế, thực hiện nghĩa vụ tài chính với Nhà nước; công khai trên phương tiện thông tin đại chúng các doanh nghiệp, tổ chức cá nhân nợ đọng thuế; kịp thời trao đổi thông tin, phối hợp chặt chẽ với lực lượng chức năng trong công tác điều tra, xác minh, xử lý các đối tượng buôn lậu, gian lận thương mại, hàng giả liên quan đến công tác quản lý thuế.

22. Văn phòng UBND tỉnh chủ trì, phối hợp với các sở, ngành, địa phương, đơn vị liên quan:

a) Đôn đốc các sở, ngành, địa phương, đơn vị liên quan tổ chức, phân công trực Tết.

b) Theo dõi sát tỉnh hình trong dịp Tết Nguyên đán, kịp thời phối hợp với các sở, ngành, địa phương, đơn vị liên quan tham mưu, báo cáo Chủ tịch UBND tỉnh, các Phó Chủ tịch UBND tỉnh những vấn đề phát sinh; tổng hợp báo cáo nhanh tỉnh hình trước Tết và báo cáo đầy đủ tình hình trước, trong và sau Tết theo quy định; chuẩn bị nội dung văn bản chỉ đạo của Chủ tịch UBND tỉnh về việc triển khai thực hiện nhiệm vụ sau Tết.

23. Các sở, ban, ngành cấp tỉnh, UBND các huyện, thị xã, thành phố, các cơ quan, đơn vị:

a) Quán triệt và tổ chức thực hiện nghiêm Chỉ thị số 40-CT/TW ngày 11/12/2024 của Ban Bí thư Trung ương, Chỉ thị số 45/CT-TTg ngày 18/12/2024 của Thủ tướng Chính phủ, Chỉ thị số 27-CT/TU ngày 20/12/2024 của Ban Thường vụ Tỉnh ủy và Chỉ thị này; đề cao trách nhiệm của người đứng đầu, sẵn sàng ứng phó mọi tình huống; tạo điều kiện cho doanh nghiệp ổn định và duy trì hoạt động sản xuất kinh doanh, phấn đấu đạt mức cao nhất các mục tiêu, chỉ tiêu đã đề ra, kiểm tra, giám sát chặt chẽ, bảo đảm an toàn thực phẩm, vệ sinh môi trưởng, phòng, chống dịch bệnh...; tổ chức, phân công trực Tết, chỉ đạo cơ quan, đơn vị, tổ chức và doanh nghiệp trên địa bàn chủ động bố trí kế hoạch sản xuất, kinh doanh, thực hiện nghiêm chế độ báo cáo và trực Tết để bảo đảm các hoạt động thông suốt trong dịp Tết Nguyên đán. Tiếp tục thực hiện nghiêm công tác quản lý và tổ chức lễ hội theo quy định, bảo đảm các hoạt động lễ hội, vui xuân, kỷ niệm ngày truyền thống, tổng kết năm, gặp mặt, hội nghị, Tết trồng cây... thiết thực, an toàn, tiết kiệm, không lãng phí, phù hợp với truyền thống văn hóa của dân tộc và phong tục tập quán của từng địa phương.

b) Tổ chức tốt các hoạt động kỷ niệm 95 năm ngày thành lập Đảng gần với các hoạt động vui Xuân, đón Tết, tạo không khí vui tươi, phấn khởi, tin tưởng, tự hào trong toàn xã hội. Tập trung lãnh đạo, chỉ đạo, triển khai thực hiện quyết liệt, đồng bộ, hiệu quả phong trào thi đua “Chung tay xóa nhà tạm, nhà dột nát trên phạm vi cả nước trong năm 2025"; Cuộc vận động hỗ trợ xây dựng nhà ở cho hộ nghèo, hộ gia đình chính sách, hộ còn khó khăn về nhà ở trên địa bàn tỉnh trong 02 năm 2024 - 2025. Thực hiện tốt chính sách an sinh xã hội, phát huy truyền thống đại đoàn kết, tinh thần “tương thân, tương ái” của dân tộc, chủ động, tích cực chăm lo chu đáo đời sống vật chất, tinh thần của Nhân dân, bảo đảm mọi người, mọi nhà đều có điều kiện vui Xuân, đón Tết. Tổ chức tốt việc thâm hỏi, chúc Tết thương binh, gia đình liệt sỹ, gia đình có công với nước, cán bộ lão thành cách mạng, Mẹ Việt Nam Anh hùng, nhân sĩ, trí thức, người có uy tin trong đồng bào dân tộc thiểu số, chức sắc tôn giáo tiêu biểu, các đơn vị lực hượng vũ trang, lực lượng thường trực làm nhiệm vụ trong ngày Tết, nhất là ở biên giới, hải đảo, vùng khó khăn, địa bàn phức tạp về an ninh chính trị, trật tự an toàn xã hội, gia đình thiệt hại do thiên tai.

c) Phát động phong trào Tết trồng cây đời đời nhớ ơn Bác Hồ năm 2025 bảo đảm thiết thực, hiệu quả và các phong trào thi đua yêu nước trong cán bộ, công chức, viên chức, người lao động và Nhân dân với các nội dung, hình thức phù hợp, tạo khí thể sôi nổi mừng Đảng, mừng Xuân, phấn đấu đạt thành tích cao trong thực hiện mục tiêu phát triển kinh tế - xã hội năm 2025 ngay từ những ngày đầu, tháng đầu, quỷ đầu của năm.

d) Tăng cường kiểm tra, xử lý nghiêm các trường hợp lấn chiếm lòng, lề đường, vỉa hè, hành lang an toàn giao thông, nhất là tại khu vực trung tâm thương mại, siêu thị, chợ, điểm dừng đỗ xe, khu vui chơi, giải trí; thực hiện tốt công tác thu gom, xử lý rác thải, đảm bảo môi trường xanh, sạch, đẹp trong những ngày Tết.

đ) Tổ chức tổng kết năm 2024 và triển khai nhiệm vụ năm 2025 đảm bảo tiết kiệm, tránh hình thức, thành phần gọn nhẹ, tập trung vào các vấn đề trọng tâm, thiết thực, nhất là các biện pháp, giải pháp thực hiện nhiệm vụ năm 2025. Thực hiện nghiêm việc không tổ chức đi thăm, chúc Tết cấp trên và lãnh đạo các cấp, dành thời gian nghỉ Tết chủ yếu cho gia đình, người thân; nghiêm cấm biểu, tặng quà Tết cho lãnh đạo các cấp dưới mọi hình thức; không dự các lễ chùa, lễ hội trong giờ hành chính nếu không được phân công, không tham gia các hoạt động mê tín dị đoan; không sử dụng ngân sách nhà nước, phương tiện, tài sản công trái quy định.

e) Ngay sau kỳ nghỉ Tết, các sở, ngành, địa phương, cơ quan, đơn vị khẩn trương tập trung giải quyết, xử lý công việc, không để chậm trễ gây ảnh hưởng đến hoạt động sản xuất, kinh doanh và giao dịch của Nhân dân.

f) Chỉ đạo cơ quan, đơn vị trực thuộc tổ chức trực Tết, bảo vệ an toàn cơ quan, đơn vị, xây dựng kế hoạch và danh sách trực Tết nguyên đán, gửi về Văn phòng UBND tỉnh chậm nhất vào ngày 21/01/2025 (tức ngày 22 tháng Chạp năm Giáp Thìn); tổng hợp tỉnh hình trước Tết của sở, ngành, địa phương, đơn vị, báo cáo nhanh UBND tỉnh (qua Văn phòng UBND tỉnh) trước ngày 25/01/2025 (tức ngày 22 tháng Chạp năm Giáp Thìn) và báo cáo đầy đủ tỉnh hình trước, trong và sau Tết (lần 1 vào ngày 30/01/2025 (ngày 02 tháng giêng năm Ất Tỵ), lần 2 vào ngày 31/01/2025 (ngày 03 tháng giêng năm Ất Tỵ); đồng thời, gửi qua địa chỉ thư điện tử: sontd@thanhhoa.gov.vn. Khi có tình huống đột xuất, sự cố bất ngờ, phải báo cáo kịp thời qua số điện thoại: 0237.3852.246; fax: 0237.3851.255 hoặc thông tin cho đồng chí Chánh Văn phòng UBND tỉnh.

24. Đề nghị Ủy ban Mặt trận Tổ quốc Việt Nam tỉnh và các tổ chức chính trị - xã hội cấp tỉnh tích cực tuyên truyền, vận động hội viên, đoàn viên và Nhân dân tổ chức vui Xuân, đón Tết vui tươi, đầm ấm, lành mạnh, an toàn, tiết kiệm và nghĩa tỉnh; sản xuất và sử dụng thực phẩm an toàn, nói không với thực phẩm bẩn, không tham gia sản xuất, buôn bán, vận chuyển, tàng trữ, sử dụng pháo, thuốc nổ trái phép và thả đèn trời trong Đêm Giao thừa.

Yêu cầu Giám đốc các sở, Trưởng các ban, ngành, đơn vị cấp tỉnh, Chủ tịch UBND các huyện, thị xã, thành phố tổ chức triển khai thực hiện tốt Chỉ thị này và chịu trách nhiệm toàn diện trước pháp luật và trước UBND tỉnh, Chủ tịch UBND tỉnh nếu để xảy ra tình trạng vi phạm pháp luật trên địa bàn, lĩnh vực do mình phụ trách...
