Cashless payment of benefits: Effective and practical

In recent times, Thai Nguyen has effectively implemented the payment of non-cash social security benefits to meritorious people (NCC) and their relatives. This is the result of the efforts of all levels and functional branches, especially the active participation of the Department of Home Affairs.

Vo Tranh is one of the localities that effectively implements the payment of non-cash subsidies to the beneficiaries and their relatives. Merged from the communes of Tuc Tranh, Co Lung, Vo Tranh and Phu Do, after the merger, in Vo Tranh commune there are 292 beneficiaries and their relatives receiving subsidies.

Mr. Bui Phuong Thao, Vice Chairman of the Commune People's Committee, said: Up to now, cashless payment activities for the above cases have been carried out in a systematic and quick manner, while creating more favorable conditions for local officials.

Not only Vo Tranh, up to now, although less than half a year after the merger, the number of employees and their relatives receiving non-cash subsidies in the province has increased rapidly. Up to this point, out of a total of 20,852 employees and their relatives, 19,111 people have received non-cash subsidies. Accordingly, 51 communes and wards have paid monthly subsidies to 100% of employees and their relatives in a non-cash manner.

Deployed since 2023, the payment of non-cash social security benefits to beneficiaries and their relatives has been effectively implemented in Thai Nguyen . The payment ensures timeliness, speed, accuracy, publicity, transparency and administrative savings in the policy payment process. Thereby, contributing to improving access to electronic payment services for policy beneficiaries.

To effectively implement this program, all levels and functional branches in the province have stepped up propaganda work on the purpose and significance of cashless payment of regimes and policies for workers and their relatives.

Tich Luong Ward always pays attention to implementing well policies for beneficiaries and policy families, including gift giving activities and non-cash subsidy payments (reaching 100%).

Mr. Vu Van Yen, Deputy Director of the Department of Home Affairs, said: Localities have also made great efforts to organize many propaganda and mobilization groups to each family of the disabled and their relatives to clearly explain the implementation and payment of subsidies through bank accounts instead of receiving cash as before. Through propaganda and mobilization, the disabled and their relatives understand the benefits and respond to the implementation.

Along with that, the province has done a good job of reviewing, updating, and adding information such as citizen identification, phone number, and changes in the subject's situation to the system, extracting and sending it to the service provider to pay for the subject.

Although positive results have been achieved, the payment of non-cash subsidies still has limitations as some localities have not actively participated, and many beneficiaries and their relatives still receive subsidies in cash.

Payment of non-cash social security benefits to the beneficiaries and their relatives is necessary, in line with the increasingly strong digital transformation trend. Therefore, in the coming time, localities with a low number of people receiving non-cash benefits need to resolutely take action, step up propaganda and support people more effectively to basically ensure that beneficiaries and their relatives in the province can receive benefits through bank accounts...
