Spend over 125,000 billion VND on health care and population programs

The Government needs to clearly identify capital sources, ensure adequate allocation of minimum capital, and ensure reasonable capital balance in implementing two important goals: health care, population and development.

On the morning of November 25, continuing the 10th Session, the National Assembly listened to the presentation of the Submission and Report on the Investment Policy of the National Target Program on Health Care, Population and Development for the 2026-2035 period.

Total capital for the entire period 2026-2035 is over 125,000 billion VND

Briefing the Report, Minister of Health Dao Hong Lan said that the program has a general goal of improving people's physical and mental health, stature, longevity and quality of life; ensuring that all people are managed and provided with quality primary health care; people proactively take care of themselves and improve their health; limit diseases, and prevent diseases early, remotely, right at the grassroots level; address priority population issues, proactively adapt to aging, improve population quality; strengthen care for vulnerable groups, and contribute to building a healthy and prosperous Vietnam in the new era.

The program sets out 10 specific goals, including contributing to increasing the rate of communes, wards, and special zones meeting the National Criteria on Commune Health to 90% by 2030 and 95% by 2035; the rate of people with electronic health records and life-cycle health management to 100% by 2030 and maintained until 2035.

The rate of disease control centers (CDC) in provinces and cities with the capacity to test for agents, antigens, and antibodies of dangerous infectious diseases, clean water quality, and school sanitation by 2030 will reach 100%. The rate of commune, ward, and special zone health stations nationwide implementing prevention, management, and treatment of a number of non-communicable diseases in full accordance with the guided process by 2030 will reach 100% and be maintained until 2035.

The rate of stunting in children under 5 years old will be reduced to below 15% by 2030 and below 13% by 2035. The rate of people with access to at least one official mass media channel on primary health care, disease prevention, and health promotion will reach 50% by 2030 and 80% by 2035...

The rate of male and female couples receiving pre-marital health consultation and examination will reach 90% by 2030 and 95% by 2035; 70% of pregnant women will be screened for at least 4 of the most common congenital diseases by 2030 and 90% by 2035; 90% of newborns will be screened for at least 5 of the most common congenital diseases by 2030 and 95% by 2035; the number of disadvantaged and vulnerable people accessing and using services at social care facilities will increase by 70% by 2030 compared to 2025 and by 2035 by 90% compared to 2030.

The total capital for the entire period of 2026-2035 is 125,478 billion VND. The implementation period is 10 years, from 2026 to the end of 2035, divided into 2 phases (2026-2030 and 2031-2035).

Presenting the review report, Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh said that the Committee agreed with the need to develop a Program to institutionalize the Party's policy to improve the quality of people's health care and effectively carry out population and development work. The Committee basically agreed with the name, beneficiaries, total investment for the 2026-2035 period, goals and component projects of the Program as proposed by the Government. In addition, the Committee requested the Government to pay attention to a number of contents.

Regarding the beneficiaries of the Program, research to add priority subjects for people with disabilities; at the same time, revise regulations on priority subjects in the direction that the Government stipulates in detail to ensure full institutionalization in the spirit of Resolution No. 72-NQ/TW and facilitate implementation.

Regarding the total capital for implementing the Program, the Committee recommends that the Government clearly identify the capital source, ensure the allocation of sufficient minimum capital; ensure a reasonable capital balance in implementing the two important goals of the Program: health care, population and development (the investment level for population and development contents is expected to account for only 15.5% compared to the total investment level for the period 2026-2030); closely assess the ability to mobilize local budget capital and calculate and propose a more appropriate local budget capital allocation level in accordance with the practical situation, especially for localities with difficulties in allocating counterpart capital; continue to evaluate and have solutions to mobilize socialized resources, reducing pressure on the state budget.

Regarding the program's projects, the Committee recommends reviewing and selecting core and important contents to avoid spreading and wasting resources. The objectives, tasks and solutions of the sub-projects must ensure consistency between general objectives, specific objectives and operational contents.

Focus on program feasibility

After listening to the Report and the Review Report of the National Target Program on Health Care, Population and Development for the 2026-2035 period, the National Assembly discussed this content in the Group.

Providing more information at the Discussion Group, Minister Dao Hong Lan emphasized that this is an important task assigned by the Government to the Ministry of Health to preside over, in order to implement Conclusion 149 and Resolution 72 of the Politburo on breakthrough solutions to improve people's health in the coming period. The development of this program is very timely and synchronous.

The Party Resolution has been issued, requiring specific resources to put policies into practice. In addition to institutionalizing policies, the National Target Program will create corridors and financial resources to effectively implement goals of caring for and improving people's health as well as solving issues related to population and development.

Minister Dao Hong Lan emphasized that this is a national target program with a large scope and far-reaching impact... During the development process, the Ministry of Health paid special attention to feasibility.

"The Prime Minister requested to focus on key contents and avoid spreading out. Therefore, this program targets the most practical target group, which has a direct impact on people's health," said the Minister.

One of the key issues prioritized by the Ministry of Health is to perfect the organizational model of commune health stations - the direct beneficiaries of the program after being approved by the National Assembly. The Ministry has promptly issued regulations on the functions and tasks of commune health stations, as a basis for localities to prepare conditions in terms of human resources, equipment and facilities.

The program's objectives are clearly defined, focusing on preventive medicine and primary health care - two core areas that need to be strongly strengthened in the new context. This focus is determined based on the summary of previously implemented programs such as the recovery program related to preventive medicine, public investment sources in previous stages or ODA projects in the health sector...

Along with determining the scope of content, the Ministry of Health also closely coordinates with the Ministry of Finance to calculate the scale and resource allocation plan./.
