According to the National Strategy on Blockchain Technology Application and Development, with a vision to 2030, Vietnam aims to become one of the leading countries in the region, with an international position in the research, application, and exploitation of blockchain technology; and to have the capacity to master and apply blockchain technology.
Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1236/QD-TTg promulgating the National Strategy on the Application and Development of Blockchain Technology until 2025, with orientation to 2030 (the Strategy).
The specific objectives of the Strategy by 2025, establishing a foundation for blockchain technology development, include: Forming a Vietnamese blockchain infrastructure that ensures compliance with legal regulations on network security, cybersecurity, and personal data protection to support the development, deployment, operation, and maintenance of blockchain applications; supporting interoperability, integration, and sharing between blockchains; and supporting state management of blockchain application and development activities.
Promoting research and development of blockchain technology applications at 3 national innovation centers; building and upgrading 10 research and training facilities to develop a human resource development strategy for blockchain technology; incorporating blockchain technology into training programs at universities, colleges, vocational schools, and research institutions.
Promoting and strengthening the application of blockchain technology: Selecting and establishing at least one blockchain testing center/special zone/region to form a national blockchain network; prioritizing implementation in units that already have experience in deploying local blockchain networks.
The "Blockchain+" ecosystem will be formed through the application of blockchain technology in various sectors and fields such as finance and banking, transportation, healthcare, education and training, commerce, logistics, postal services, industrial production, energy, tourism, agriculture , public service provision, and other areas.
The goal by 2030 is to strengthen and expand the national blockchain infrastructure to provide services both domestically and internationally; and to issue standards for the application and development of blockchain in Vietnam.
Vietnam is among the leading countries in the region and the world in blockchain research, application, and development. It has built 20 reputable blockchain brands in the region, offering platforms, products, and services based on blockchain technology.
Maintain the operation of at least 3 blockchain technology pilot centers/zones in major cities to form a national blockchain network.
One institution is among the top 10 leading blockchain training and research institutions in the Asian region.
To achieve these goals, the Strategy outlines five actions: perfecting the legal environment; developing infrastructure and forming a blockchain industrial ecosystem; developing human resources for the blockchain sector; promoting blockchain development and application; and fostering research, innovation, and international cooperation.
Blockchain is a technology for storing and transmitting information using interconnected blocks that expand over time. Each block contains information about its creation time and is linked to previous blocks. It is designed to resist data tampering because information in a blockchain cannot be altered and can only be added with the consensus of all nodes in the system. Even if a part of the blockchain system collapses, other computers and nodes will continue to operate to protect the information. The most well-known applications of blockchain are finance and cryptocurrency; however, this technology is also offering significant economic potential in the entertainment, agriculture, logistics, education, healthcare, and manufacturing industries.
