The Government urges to promote disbursement of public investment capital.

Chaired by Deputy Prime Minister Tran Hong Ha, on the morning of August 30, the Government held an online meeting with a number of ministries, agencies and localities on inspection, urging, removing difficulties and obstacles, and promoting disbursement of public investment capital in 2024. According to the report of the Ministry of Planning and Investment, by the end of July 2024, 29 units (including 10 ministries, 6 central agencies and 13 localities) under the Government's Working Group No. 2 had disbursed over VND 87,000 billion, reaching 37.59% (higher than the national average of 34.68%). The disbursement rate was also uneven among ministries, branches and localities. Of which, 8 agencies had high disbursement rates; 21 agencies had disbursement rates lower than the national average and 5 agencies had low disbursement rates, having to implement the capital adjustment plan for 2024. Nghe An ranked 3rd out of 29 units, after Thanh Hoa and the Ministry of Transport. The total public investment capital plan assigned by the Prime Minister to Nghe An since the beginning of the year is over VND 9,076 billion.

By August 20, the whole province had disbursed nearly 50.05%; some sources of disbursement achieved quite well such as the national target program on new rural construction, foreign capital, local budget... Reports from some ministries and provinces, difficulties in disbursing public investment capital here are mainly site clearance, obstacles in completing investment procedures; national target programs have too many implementation guidance documents, large number of projects...

Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to review and classify the causes of delays and responsibilities for each specific project; make specific commitments on the progress of capital disbursement and send reports before September 15 to the Ministry of Planning and Investment. Advise on plans to adjust, transfer capital and allocate additional public investment capital. Review legal regulations to promptly propose solutions to obstacles. For agencies that have not yet met the requirements for disbursement, it is recommended to seriously learn from experience, focus on closely following the implementation of projects to promptly report to competent authorities to remove difficulties and obstacles and speed up the construction progress of projects, making up for the slow progress from the beginning of the year. Ministries, branches and localities with high disbursement rates need to continue to promote and maintain high disbursement rates, ensuring the disbursement of all capital plans for 2024 assigned by the Prime Minister./.
