The Government has just issued Decision 1277/QD-TTg approving national mineral reserve areas. Accordingly, 93 national mineral reserve areas for 10 types of minerals are approved, specifically as follows: Energy coal: 2 areas; Apatite ore: 2 areas; Lead-zinc ore: 1 area; Chromite ore: 3 areas; Titanium ore: 14 areas; Bauxite ore: 23 areas; Iron-laterite ore: 14 areas; White marble: 17 areas; White sand: 15 areas; Rare earth ore: 2 areas. Along with an appendix detailing the coordinates, area, depth, resources, reserves and reserve time of each national mineral reserve area.

During the reserve period of the national mineral reserve areas mentioned in Article 1 of this Decision, the management and protection of unexploited minerals; the implementation of investment projects in the national mineral reserve areas must comply with the provisions of Decree No. 51/2021/ND-CP dated April 1, 2021 of the Government on mineral management in national mineral reserve areas, provisions of the law on minerals and regulations such as: on Mineral exploration licenses, Mineral exploitation licenses that have been granted by competent authorities before the date of issuance of this Decision but are not part of the reserve minerals mentioned in Article 1 of this Decision, they shall continue to be implemented.
Areas with minerals that are not the types of mineral reserves specified in Article 1 of this Decision that have been included in the relevant mineral planning but have not been licensed for exploration and exploitation or have not been included in the relevant mineral planning shall be planned and licensed for exploration and exploitation in accordance with the provisions of the law on minerals but must not affect the minerals that have been demarcated as national mineral reserve areas.
The Government also assigned the Ministry of Natural Resources and Environment to preside over and coordinate with the People's Committees of relevant provinces and centrally run cities to publicize the approved national mineral reserve areas mentioned in Article 1 of this Decision and hand over the dossier on delimitation of national mineral reserve areas to the People's Committees of provinces and centrally run cities where the national mineral reserve areas are located for management and protection according to regulations as well as to take full responsibility for reports, data and proposals on delimitation of mineral reserve areas.
The People's Committees of provinces and centrally run cities where national mineral reserve areas are located shall be responsible for receiving and managing dossiers on delimitation of national mineral reserve areas handed over by the Ministry of Natural Resources and Environment according to regulations. Updating relevant information and documents on national mineral reserve areas in the plan for protection of unexploited minerals in the local area; organizing the management and protection of unexploited minerals within the scope of national mineral reserve areas according to the provisions of Article 2 of this Decision, including areas with resources and reserves that have been subject to basic geological surveys of minerals and mineral exploration but not delimited as national mineral reserve areas identified in dossiers on delimitation of national mineral reserve areas; updating, supplementing, adjusting land use planning, plans and related mineral planning in the area for submission to competent authorities for approval./.
