This requirement was mentioned in the conclusion of the Government Standing Committee at a recent meeting on the real estate market situation. This agency assessed that the real estate market has not yet developed commensurate with its potential due to many problems and long-standing obstacles.
Specifically, supply is still limited, not meeting market demand, while the product structure is not balanced, lacking suitable housing for workers and young people, but having an excess of villas and low-rise houses. Current real estate prices are also not suitable for the affordability of those with real needs. Speculation, price inflation, and market manipulation are still occurring in many areas, causing market instability.
Faced with this situation, the Government Standing Committee requested ministries, branches and localities to urgently clarify the factors that cause real estate prices to increase, including land prices, raw materials, loan interest rates, etc. From there, relevant agencies need to develop specific plans to reduce factors that increase prices, expand supply and improve housing access for people.
The Government also emphasized the need to strictly handle organizations and individuals who take advantage of auctions to push up land prices, causing congestion in project development activities. Planning work is required to be linked to actual needs, and to arrange land for production and business reasonably, avoiding suspended planning or unfeasible infrastructure.
The above request was made in the context of sharp increases in real estate prices in recent times. According to the Ministry of Construction , in the first quarter, prices of individual houses and land in many localities increased sharply, with some areas recording price increases of 20-40%. Housing prices increased due to many factors, including input costs such as materials, labor, and high interest rates; limited new supply due to legal issues; and investment psychology to anticipate planning and infrastructure.

In the long term, the Government directed the Ministry of Construction to coordinate with the Ministry of Agriculture and Environment to develop a project on the model of "Real Estate and Land Use Rights Transaction Center managed by the State". This model will integrate the entire real estate transaction process - from notarization, tax to land transaction registration - into the electronic environment, similar to the stock exchange. The goal is to make property information, purchase and sale prices transparent, limit tax losses and increase management efficiency, and submit to the Prime Minister in June.
In addition to the housing price issue, the Government requires the maximum reduction of cumbersome and unnecessary administrative procedures; the elimination of complicated paperwork and documentation requirements. The goal is to reduce at least 30% of the processing time and compliance costs for real estate projects.
In addition, the Government Standing Committee requested to study policies to support people in need of buying real housing and young people, helping them access housing more easily, ensuring the right to housing as prescribed by the Constitution.
Localities are also assigned to research models for developing diverse housing segments, arranging full technical and social infrastructure in functional areas so that people have more options suitable to their financial capacity.
