Regarding the orientation of strong and comprehensive development of Vietnamese culture, it is necessary to build a system of standard cultural values ​​of Vietnamese people, selectively absorbing the cultural quintessence of humanity. Relevant parties need to have measures to strictly manage entertainment culture and social culture to ensure good customs, especially in the current period of information technology explosion, it is necessary to tighten the management of social networks; at the same time, there must be sanctions strong enough to deter violations.

Regarding the orientation to continue to fundamentally and comprehensively innovate education and training, improve the quality of human resources, it is necessary to continue to innovate educational content in the direction of streamlining, modernity, practicality, suitable for age, level and profession; increase practice, apply knowledge into practice. People expect policies to improve the quality of grassroots healthcare, synchronous investment in facilities, equipment and medical staff to reduce the burden on upper-level hospitals and create conditions for people to receive health care right at their place of residence.

In particular, it is necessary to clearly state which causes belong to the policies, mechanisms, and implementation organization of each level, sector, and field so that in the coming term, there will be more effective measures and solutions to overcome them.
