Speaking at the 8th group discussion session, Prime Minister Pham Minh Chinh emphasized that, along with specific policies, it is necessary to add special mechanisms for science and technology activities.

Group 8 includes National Assembly delegates from the National Assembly delegations of Vinh Long, Dien Bien, Kon Tum provinces and Can Tho City .

Participating in the discussion, National Assembly deputies basically agreed with the necessity of issuing a Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities with political , legal and practical bases and viewpoints and goals stated in the Government's Submission.

Opinions also expressed hope that, after being approved by the National Assembly, the implementation of the Resolution will contribute to accelerating the progress of implementing tasks to achieve the GDP growth target of 8% or more in 2025 and double-digit growth in the 2026-2030 period.

In addition, the delegates also said that the draft Resolution basically met the requirements of the Law on Promulgation of Legal Documents. However, many contents in the Policy Impact Assessment Report are not quantitative while many policies proposed for pilot implementation are related to the fields of finance and investment. The drafting agency is requested to promptly supplement the information.

Along with that, there are opinions suggesting to narrow the scope of the Resolution, specifically only regulating the controlled testing mechanism for a certain type of technology, not general regulations like Article 1 of the draft Resolution; suggesting to only focus on 03 contents: financial resources, processes, procedures and people; other opinions say that the fund mechanism, commercialization and venture capital are 03 groups of policies that are very necessary to be regulated in the draft Resolution.

Speaking at the group discussion session, Prime Minister Pham Minh Chinh emphasized that Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation has been vigorously implemented. The Government, the National Assembly Standing Committee and National Assembly agencies have made efforts in a short time to draft a resolution to submit to the National Assembly for consideration and decision according to their authority.

Affirming that rapid and sustainable development requires relying on science and technology, innovation, and digital transformation, the Prime Minister stated that it is necessary to first remove institutional obstacles to immediately resolve some difficulties and obstacles so that Resolution 57 can be implemented immediately. Next, it is necessary to amend a series of laws related to the budget, taxes, enterprises, science and technology, etc.

In addition, the Prime Minister said that along with specific policies, special mechanisms need to be added. First of all, a special mechanism for the development of science and technology infrastructure, innovation and digital transformation because this infrastructure is currently very weak. The resources needed are very large, so there must be a mechanism to mobilize resources from public-private partnerships, businesses, society and people.

Along with that, there needs to be a special mechanism for management, specifically: public investment, private management (the State invests in science and technology infrastructure but assigns management to the private sector); public leadership, private administration (the State designs policies, laws, monitoring and inspection tools, while administration is assigned to businesses)... In addition, there needs to be a special mechanism for scientists and commercialized scientific works. Decentralization and delegation of authority can be to provinces, cities, ministries, and even to relevant entities. Eliminate the request-grant mechanism, reduce administrative procedures for overall effective management.

The new draft mentions exemption from liability for policy drafters, but the implementation stage is difficult and weak. Therefore, the Prime Minister believes that if there is no special mechanism to protect implementers, it will lead to fear of responsibility, shirking responsibility, and unwillingness to do things. It is necessary to design an additional mechanism to exempt liability when risks occur for implementers, not just for policy designers, only then will it be comprehensive.

Another special mechanism mentioned by the Prime Minister is the mechanism for attracting human resources. Such as attracting human resources to develop private enterprises in science and technology; attracting human resources from outside to Vietnam, to Vietnam to contribute to promoting the development of science and technology, through policies on taxes, fees, housing, land, visas, labor contracts, etc.

Participating in the discussion at the meeting, delegate Pham Dinh Thanh, National Assembly Delegation of Kon Tum province proposed to add clause 1, Article 7 of the draft Resolution with the content: prioritizing funding from the State budget to invest in and build high-quality human resources in science and technology. The delegate said that, along with the policy of using experts and scientists, it is necessary to prioritize funding to train experts, even send people to study abroad to serve the cause of developing science and technology of the country in both the immediate and long-term periods.

Regarding the autonomy and self-responsibility mechanism of public science and technology organizations, the delegate said that the draft Decree has given many proactive rights to these organizations, especially proactively establishing organizational structures, and leaders are proactive in recruiting and using human resources. The delegate said that there should be a mechanism to ensure that people employed and assigned to work in public science and technology organizations meet the requirements, achieve work efficiency, and are suitable for the assigned job positions.

Speaking at the discussion, delegate Nguyen Thanh Phuong, National Assembly Delegation of Can Tho City, said that the draft Resolution has provisions on applying the budget allocation in implementing scientific and technological tasks using the state budget, including the following content: The host organization is autonomous and responsible for using funds from labor to hire experts when necessary, the level of hiring experts is decided by the host organization and ensures efficiency.

The delegate said that there are areas that need the participation of foreign experts, so Clause 1, Article 8 should clearly state “domestic and foreign experts”, to have a basis for resolving problems related to procedures such as visas, work permits, etc., thereby ensuring the mobilization of intellectual resources to serve the development of national science and technology./.
