On August 21, the Hanoi City National Assembly Delegation held a meeting with voters on the topic "Implementation of policies and laws on fire prevention and fighting (PCCC) in Hanoi". Deputy Head of the Hanoi City National Assembly Delegation Pham Thi Thanh Mai chaired the meeting.
The conference was held to listen to opinions from agencies and functional units on the current status of fire prevention and fighting work in sectors, localities, and units and to propose recommendations to competent agencies to improve fire prevention and fighting policies and laws.
Disseminate legal knowledge comprehensively, both in breadth and depth
In recent times, Hanoi City Police have always closely followed the directions of the Party, National Assembly, Government, Prime Minister ... proactively advising the City Party Committee, People's Council, and People's Committee to issue resolutions, directives, and plans on fire prevention and fighting and rescue work.
The City Police always coordinates closely with departments, branches, sectors, People's Committees of districts, towns, agencies, and mass organizations to synchronously, resolutely, and effectively implement fire prevention and fighting and search and rescue work in the area. Currently, the City Police has signed 17 coordination regulations with departments, branches, sectors, and 8 neighboring provinces related to fire prevention and fighting and search and rescue work.
In addition, Hanoi City Police regularly reviews legal regulations on fire prevention and fighting and search and rescue to promptly advise and report to the City People's Committee to issue and propose amendments to legal documents on this issue to suit the actual situation of Hanoi City.
In the work of propaganda, dissemination of knowledge, legal education and building a mass movement for fire prevention and fighting, Hanoi City Police Department guides and disseminates legal knowledge comprehensively, both in breadth and depth. Regularly innovates and creates content and methods of propaganda, ensuring that it can reach all classes of people in the area. Thereby, the awareness of all levels, sectors, localities as well as people in fire prevention and fighting and rescue work has had many positive and clear changes.
After propaganda and mobilization, 102,034 households combined production and business (reaching 94.1%) and 1,496,239 households (reaching 91.3%) opened "second escape routes"; 620,938 households equipped themselves with portable fire extinguishers with a total of nearly 1 million fire extinguishers; 784,161 households equipped themselves with rudimentary demolition tools with a total of 733,047 demolition tools of all kinds... At the same time, 7,313 inter-family fire safety teams have been established and maintained; 19,685 public fire stations have been built and installed. Notably, from May to August 2023, there were 35 incidents in which people used vehicles at public fire stations, 11 incidents in which inter-family teams extinguished fires...
Many suggestions related to mechanisms and policies
At the conference, the Hanoi Police also made a number of recommendations and proposals, including a recommendation to the National Assembly to direct units to review, promptly revise and complete legal regulations on fire prevention and fighting and search and rescue in accordance with reality. Strengthen inspection and supervision of the implementation of Resolution No. 99 dated November 27, 2019 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting.
At the same time, the Government is requested to direct ministries and branches to promptly advise on the development, amendment, supplementation and promulgation of regulations, standards and technical regulations related to fire prevention and fighting and search and rescue, especially regulations for some specific types of facilities. Supplement regulations on regimes and support policies for fire prevention and fighting and search and rescue forces commensurate with the nature and requirements of the task; have specific policies to encourage and motivate all classes of people to participate in fire prevention and fighting activities...

After listening to voters' opinions, recommendations and clarifications of some contents from representatives of some departments and branches, on behalf of the Hanoi National Assembly Delegation, Deputy Head of the Delegation Pham Thi Thanh Mai acknowledged the highly responsible opinions of voters, thereby conveying the difficulties and problems in practice, this is very useful information from the grassroots.
The opinions expressed focused on 8 groups of problems related to institutions, regulations, legal gaps when there are new types of businesses, the process of developing and using green energy has not been institutionalized; standards and criteria for good implementation, as well as the basis for inspection and supervision... Some voters' opinions raised the inadequacies in implementation when the instructions of each ministry and branch still have inadequacies; decentralization and delegation of authority in this field; regulations on the business system of gasoline, liquefied petroleum gas, electricity, markets, etc.
According to the Deputy Head of the Hanoi National Assembly Delegation, the workload in fire prevention and fighting in the capital is very large. The city is trying very hard to ensure conditions for fire prevention and fighting from policies to infrastructure investment, but it also needs the participation of all levels of sectors and the people.
With its responsibility, the Hanoi National Assembly Delegation will fully synthesize voters' opinions to convey to functional and professional agencies, and at the same time strengthen supervision to evaluate practices, synthesize to update and perfect laws to suit current practices.../.
