With the aim of gathering small traders in the commune to operate in a centralized location, convenient for business, exchange of goods and management of sales activities, in 2007, with local budget sources, Lieu Xa commune built a concentrated people's market in Lieu Trung village with a total area of about 1 thousand ^m2 . The market was poured with cement, designed to be built in 3 rows; of which, 2 rows of sheds were covered with corrugated iron roofs, 1 row was held outdoors... The total cost of building the market at that time was over 200 million VND.

To attract small traders to operate, the commune does not collect any service fees.

Mr. Pham Dinh Phuc, Chairman of Lieu Xa Commune People's Committee informed: The commune chose to build a traditional market in Lieu Trung because this is the village with the highest population density in the commune (accounting for about 50% of the total population of the commune). After the construction was completed, the commune mobilized small traders to do business and trade in the market. At that time, Lieu Xa market had about 20 - 30 small traders selling the following items: dried goods, clothes, fresh food, vegetables, tubers, fruits, etc.

In 2007, Lieu Xa market was built spaciously and cleanly . However, the market only operated for about 2 years because the traders moved to the area along the traffic road to do business.

About 1km from the Lieu Xa communal market, trading activities at the "toad" market of Lieu Trung village located next to the traffic road are bustling. Some households living near the road who do not have the need to trade have rented out "space" in front of their houses to traders who previously did business in the market to sell goods.

Ms. Do Thi Cuc, a businesswoman in Lieu Trung village, said: In the past, many small traders and I used to operate in the market but only for a short time because the market was not convenient for traffic, so sales were not effective. Meanwhile, people have the mentality of buying wherever is convenient, so sales points near the road give higher income...

According to Ms. Nguyen Thi Nhung in Lieu Xa commune: In the past, it was difficult to go to the local market to buy goods because the road was small and inconvenient. Later, I often bought food and vegetables at the nearby market because it was convenient, but I also encountered many inconveniences because of the cars stopping and parking to buy goods, causing traffic jams.

Lesson in planning, construction of commercial infrastructure

Currently, after many years of abandonment, the Lieu Xa communal market has deteriorated, the corrugated iron roofs are broken, leaky, and the iron bars are rusty.

According to the reporter's observation, the market of Lieu Xa commune is located in the middle of a residential area in Lieu Trung village, surrounded by high-rise buildings. The narrow entrances are only enough for one-way cars or two motorbikes to pass each other.

To avoid wasting land resources and market construction costs, in recent years, Lieu Xa commune has repeatedly organized campaigns to clear spontaneous market locations; mobilized traders to move into the market to do business. However, due to the fact that the planning and construction of the market has not met the buying and selling needs of the people, business at the market is ineffective ; the clearance of "toad" market locations is not resolute... According to Chairman of Lieu Xa Commune People's Committee Pham Dinh Phuc: Previously, the commune encountered many difficulties in choosing a location to plan and build a market because the local land fund was reserved for early industrial development. To overcome the situation waste of land resources , the commune has a direction to carry out procedures to convert the planning of the people's market to build a kindergarten in Lieu Trung village. Currently, the commune no longer has land to plan to build a centralized market to meet the requirements. Therefore, in the immediate future, the locality will strengthen propaganda and mobilize households to display goods neatly within the family's use area, not encroach on the roadway or sidewalk to make a business location, causing traffic obstruction and disturbing local security and order...

Reality shows that the construction of the market is not suitable and the market has been abandoned for the past 16 years, the responsibility belongs to the leaders of Lieu Xa commune through the periods. The half-hearted clearance of "toad" markets while there is no effective solution to bring traders back to the market is the responsibility of the current government.
