On May 21, the Provincial People's Committee issued Document No. 1487/UBND-NC on implementing the task of improving and enhancing the provincial PAR INDEX, SIPAS, and PAPI indexes by 2025.
According to the announcement of central ministries, branches and relevant organizations, the indexes reflecting the administrative system of Hung Yen province in 2024 achieved the following results: The Public Administration Performance Index (PAPI) ranked 19/63 provinces/cities, down 07 places compared to 2023; The Public Administration Reform Index (PAR INDEX) ranked 14/63 provinces and cities, up 12 places compared to 2023; The People's Satisfaction Index with the Service of State Administrative Agencies (SIPAS) ranked 8/63 provinces and cities, down 01 place compared to 2023.
After reviewing the reports of the Department of Home Affairs, in order to overcome the shortcomings and limitations in administrative reform (PAR), improve the effectiveness of governance and public administration, meet people's satisfaction with the services of state administrative agencies in the province, thereby improving and enhancing the PAR INDEX, SIPAS, and PAPI indicators of the province in 2025, the Provincial People's Committee requests the provincial departments, branches, and sectors; District and Commune People's Committees to implement the following key tasks:
Regarding the PAR INDEX, continue to promote the role and enhance the responsibility of leaders in leading and directing the implementation of administrative reform tasks; strengthen the work of urging, monitoring, evaluating, inspecting, examining, and disseminating administrative reform to effectively implement the directive documents of the Provincial Party Committee and the Provincial People's Committee on administrative reform, ensuring the completion of 100% of assigned tasks in the 2025 Provincial Administrative Reform Plan. Departments, branches, sectors, district and commune People's Committees assigned to preside over the implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee must proactively perform assigned tasks; urge and inspect the implementation of tasks assigned by the Provincial People's Committee and the Chairman of the Provincial People's Committee within their agencies and related agencies within the scope of state management according to the assigned sectors and fields; promptly detect, correct, and overcome difficulties and errors within their authority; ensure the implementation of tasks with quality, efficiency, and on schedule. Accelerate the implementation of the tasks assigned by the Provincial People's Committee on the main tasks and solutions for reforming administrative procedures, reducing business regulations, comprehensively innovating the handling of administrative procedures, providing online public services, modernizing the methods of directing and operating to serve people and businesses; the task of controlling administrative procedures, handling administrative procedures when rearranging the organization of specialized agencies under the Provincial People's Committee; tasks on digitalization in the process of receiving and handling administrative procedures under the direction of the Government and the Steering Committee for Science , Technology Development, Innovation, Digital Transformation and Project 06 provinces. Continue to implement and complete the tasks assigned by the Provincial Party Committee and the Provincial People's Committee on rearranging and reorganizing administrative units; rearranging the apparatus, improving the effectiveness and efficiency of agencies, units and localities; Implement policies and regimes for cadres, civil servants, public employees and workers in the implementation of organizational restructuring, administrative unit arrangement, staff streamlining, restructuring and improving the quality of cadres, civil servants and public employees under the management of the province according to the provisions of Decree No. 178/2024/NDCP, Decree No. 67/2025/ND-CP of the Government. Focus on directing, leading, operating, implementing drastically, synchronously, promptly and effectively key tasks and solutions to promote disbursement of public investment capital according to the direction of the Provincial Party Committee and the Provincial People's Committee. Speed up the completion of tasks of rearranging and handling state-owned houses and land in the province. Focus on checking and reviewing outstanding and unimplemented contents in the inspection conclusions and recommendations of the State Audit; classify, determine a specific roadmap and have drastic organizational solutions to completely resolve outstanding and prolonged conclusions and recommendations. Continue to implement and complete the goals, ensure the quality and progress of the tasks assigned by the Provincial People's Committee in the 2025 Plans on digital transformation; apply information technology in the operations of state agencies, develop digital government and ensure network information security; deploy and implement the project "Developing applications of population data, identification and electronic authentication to serve national digital transformation; implementing the transformation of operations, direction and administration of Hung Yen provincial government agencies to the digital environment...
Regarding the index of people's satisfaction with the service of state administrative agencies (SIPAS), develop and organize the implementation of a plan to improve people's satisfaction with the service of state administrative agencies. Use the results of measuring people's satisfaction, focusing on the contents that people assess as unsatisfied; identify subjective and objective causes of existing problems and propose appropriate solutions to improve the quality of policy development, organization and implementation and provision of public administrative services, thereby improving the level of people's satisfaction with administrative services. Organize and implement activities to raise awareness and actions of cadres, civil servants and public employees in the direction of taking people as the center, directing affiliated and subordinate agencies and units to build a public service culture taking people as the center in the entire industry, field and locality. Regularly survey the satisfaction of people and organizations at the One-Stop Department, online on public services to grasp the thoughts and aspirations of people, promptly overcome limitations, contributing to improving the satisfaction of people and organizations. Strengthen training, fostering, and coaching for the team of cadres, civil servants, and public employees performing tasks of resolving work for people; strictly handle civil servants and public employees with negative behavior and harassment in performing public duties. Timely organize and deploy information and propaganda activities to ensure that all cadres, civil servants, and public employees under the management scope and local people have full and accurate awareness of the activities, implementation results of measuring people's satisfaction and plans, implementation results to improve the quality of service to people, improve people's satisfaction...
The provincial information and communication agencies promptly and fully inform and propagate the implementation of annual measurement of people's satisfaction and the People's Satisfaction Index on administrative services in 2024 to the people. Regularly inform and propagate about administrative reform activities and results, improve the quality of service to the people, and improve people's satisfaction. Increase reporting on good people, good deeds as well as negative cases and violations in handling work and serving the people by cadres, civil servants and public employees. Ensure appropriate forms and contents of information and propaganda for people of all components to access, contributing to raising people's awareness and understanding of their rights and responsibilities and promoting people's participation in monitoring and responding to opinions on the quality of service of state administrative agencies.
Provincial People's Committee proposes The Vietnam Fatherland Front Committee of the province propagates and mobilizes people to actively participate in monitoring and providing feedback to the government on the development and implementation of policies, the quality of public administrative service provision, and the quality of service of state administrative agencies.
Regarding the Public Administration Performance Index (PAPI), provincial departments, branches, and People's Committees at district and commune levels continue to thoroughly grasp and seriously implement the assigned tasks in the Plan. Plan No. 191/KH-UBND, dated December 17, 2024 of the Provincial People's Committee on improving the effectiveness of governance and public administration by 2025. Raising awareness of cadres, civil servants, and public employees, especially leaders and deputy leaders in directing and performing tasks, contributing to improving the province's PAPI Index.
Regarding the content of "Participation of people at the grassroots level", the People's Committees at the district and commune levels organize propaganda and dissemination of the content of the PAPI Index. Propaganda, dissemination and full implementation of the provisions of the Law on Access to Information; Law on Anti-Corruption; Law on Implementation of Democracy at the Grassroots Level; Law on Election of National Assembly Deputies and People's Council Deputies; Law on Electronic Transactions... Regarding the content of "Publicity and transparency", the People's Committees at district and commune levels shall properly implement the contents and forms of publicity according to the Law. Local authorities actively and proactively implement the Law on Complaints, the Law on Denunciations, and the Law on Citizen Reception; organize regular and periodic citizen receptions according to regulations; focus on promptly and legally resolving people's reflections, recommendations, complaints, and denunciations to avoid causing resentment and creating negative public opinion among the people. Strengthen the dissemination of laws on complaints, denunciations, and mediation at the grassroots level in the area, and promote the legal aid model. Continue to train and improve the quality of village chiefs, heads of residential groups, officials of the People's Committees at the commune level, representatives of mass organizations, and delegates of the People's Councils at the commune level.
For the content “Controlling corruption in the public sector”, The People's Committees at district and commune levels shall effectively deploy and implement anti-corruption work in all management areas, especially those related to land management, health care, education, administrative procedure settlement, financial work... in accordance with the provisions of law... Regarding the content of "Public administrative procedures", the People's Committees at district and commune levels shall promptly, fully, publicly and transparently update administrative procedures in many forms (at the One-stop Department, Portal/Electronic information page, etc.); post the fees and charges to be paid, creating favorable conditions for people to find information in handling administrative procedures. Provide full instructions on the implementation of administrative procedures to ensure that people do not have to go back and forth many times to perform administrative procedures; increase the rate of files resolved on time; promptly receive and handle feedback and recommendations from people and organizations. Apply information technology in handling administrative procedures, increase the rate of online public services, digitize the results of handling administrative procedures to ensure that people's information databases are reused when performing other administrative procedures...
