Lao Cai - Hanoi - Hai Phong railway project worth over 8 billion USD has been started

TPO - The Government requires the organization to select contractors for the project implementation phase by appointment, sign contracts and ensure conditions to start construction in December this year.

The Government has just issued Resolution No. 127 to implement Resolution No. 187 of the National Assembly on investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project.

This is a project that the National Assembly has allowed to apply many specific mechanisms and policies, especially similar to the high-speed railway on the North-South axis.

The Ministry of Construction is the governing body, coordinating with relevant ministries, branches and localities to organize the preparation and submission to the Prime Minister for approval of the project and organize its implementation to meet the required schedule.

The Lao Cai - Hanoi - Hai Phong railway will start construction in December this year.

The People's Committees of localities shall preside over the implementation of land acquisition, compensation and resettlement support based on the partial records in the site clearance plan handed over by the Investor.

The Chairman of the People's Committee of each locality decides on investment or assigns the head of the local affiliated agency to decide on investment in related projects in site clearance, resettlement, and relocation of technical infrastructure serving the project without having to establish an investment policy.

Provinces and cities proactively advance local budget capital to carry out compensation, support and resettlement work for the project.

Regarding implementation progress, the Government requires completing procedures for approving technical assistance projects, selecting consulting contractors to conduct surveys, prepare feasibility study reports and carry out related work in May 2025.

Survey, prepare and approve technical design, overall technical design (including estimates) from June and complete some bidding packages in September 2025.

Organize the selection of contractors for the project implementation phase by means of designated bidding, sign contracts and ensure conditions for construction commencement in December.

The Government requires the implementation of construction, procurement, and installation of equipment, striving to complete the project by 2030 at the latest. The Ministry of Construction is responsible for reviewing and registering capital needs; the Ministry of Finance is in charge of advising the Government to balance and allocate sufficient capital for implementation.

In addition, the Government also requires the organization to establish and approve land exploitation projects according to the TOD model at railway stations; arrange local budget capital to implement compensation, support, resettlement and development of surrounding areas.

The Lao Cai - Hanoi - Hai Phong railway line is proposed to be invested with a total length of more than 403 km, passing through 9 provinces and cities, including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. Preliminary calculations show that the project has a total investment of nearly 195,000 billion VND (equivalent to more than 8 billion USD).
