Promote communication and substantive dialogue
This year's OSH Action Month will be implemented with many new points, focusing on the substance of communication and dialogue. According to Mr. Ho Dan, Deputy Director of the Department of Home Affairs, the unit is currently coordinating with the City Labor Federation, departments, branches and the People's Committee of Thuan Hoa District to develop a plan to organize the launching ceremony of this year's OSH Action Month and specialized activities, aiming to create a peak period of communication to raise awareness of compliance with OSH laws.
Not only stopping at launching the movement, this year's activities also aim to create a ripple effect, promoting real changes in the awareness and behavior of businesses and workers. Thematic activities are built around the content of improving compliance with occupational safety and health laws and preventing occupational accidents and diseases, with the expectation of not stopping at propaganda but going into the depth of action.
A notable highlight is the plan to organize 1 to 2 dialogues between relevant parties including employers, employees, trade unions and state management agencies. According to Mr. Ho Dan, this is an opportunity for the parties to “sit together”, not only to listen, but also to jointly resolve difficulties and obstacles in implementing occupational safety and health policies.
From the perspective of the trade union, Ms. Tran Thi Minh Nguyet, Permanent Vice President of the City Labor Federation, said: “During dialogue, workers will have the opportunity to express their wishes and aspirations for occupational safety protection through work practices. This not only helps reduce the risk of accidents but also increases their attachment to the enterprise.”
Specific action directions for businesses
To improve the effectiveness of occupational safety and health work, at the end of March, the Department of Home Affairs of Hue City issued an official dispatch on occupational safety and health work, emphasizing 10 key tasks that need to be implemented synchronously by enterprises and production facilities during the year.
Accordingly, units need to establish a specialized occupational safety and health department, develop an action plan that is close to actual production and business conditions, and maintain a network of safety and hygiene workers to promptly detect and handle risks in the workplace.
In addition, regular training on occupational safety and health for workers, inspection of equipment with strict safety requirements, as well as declaration of equipment use according to regulations are mandatory requirements to minimize the risk of unsafety during operation.
“Enterprises need to provide adequate personal protective equipment, organize regular health check-ups and monitor the working environment, ensure safe working conditions and comply with labor protection policies and regulations for employees,” emphasized Mr. Ho Dan, Deputy Director of the Department of Home Affairs.
Mr. Nguyen Tien Hau, Deputy General Director of Hue Textile and Garment Joint Stock Company said: “We are committed to strictly implementing the instructions of the Department of Home Affairs to ensure a safe working environment for employees. Recently, the company has coordinated with the Fire Prevention and Rescue Police Department, Hue City Police to organize a fire prevention and rescue drill to improve escape skills and how to respond and handle fire and explosion incidents according to legal regulations. At the same time, we have also organized periodic health check-ups for all officers and employees.”
Along with the action orientation, the Department of Home Affairs has strengthened inspection and supervision to limit the situation of “beating the drum and abandoning the stick”. Interdisciplinary teams will conduct inspections of compliance with occupational safety and health laws at a number of enterprises with high risks of occupational accidents. The inspections will focus on legal documents, training, equipment inspection, and policies for workers.
The month of action on occupational safety and health is an opportunity for the whole society to review, consolidate and innovate the approach to occupational safety and health in the new context. A safe working environment not only helps businesses stabilize production, but is also the foundation for developing high-quality human resources, maintaining harmonious and progressive labor relations.
2025 marks the first time the Department of Home Affairs takes on the role of the agency in charge of the Occupational Safety and Health Action Month, after merging with the Department of Labor, War Invalids and Social Affairs in early March. This is an important shift in the state management model towards streamlining and efficiency, reflecting the current trend of administrative reform. |
