Proactively respond to storm No. 1 and floods

(QNO) - This afternoon, June 11, the Provincial People's Committee issued Official Dispatch No. 01 requesting proactive response to storm No. 1 and floods.

The Chairman of the Provincial People's Committee requested heads of departments, branches, sectors, Chairmen of People's Committees of districts, towns, cities and agencies and units to monitor and update developments of storm No. 1, rain and floods; promptly direct and deploy response work according to assigned functions and tasks.

In particular, seriously implement Official Dispatch No. 4745/UBND-KT dated June 2, 2025 of the Provincial People's Committee on focusing on responding to the risk of heavy rain, landslides, flash floods, proactively preventing natural disasters in the coming time and documents on responding to tropical depressions and floods that have been issued to ensure timeliness and effectiveness.

Closely monitor the developments of storms, floods and rains, proactively deploy appropriate responses to specific local situations. Focus on ensuring the safety of ships and vehicles at sea (including tourist boats). Proactively evacuate households in areas at high risk of landslides, flash floods and deep flooding to safe places. Ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities in low-lying areas.

The People's Committees of districts, towns and cities shall proactively direct the implementation of timely and effective responses, in accordance with the actual developments of storms and floods in the locality. Review plans, be ready to evacuate residents in dangerous areas, and promptly implement measures to ensure the safety of people's lives and property when storms and floods pose a direct risk.

Proactively review and inspect residential areas along rivers, streams, coasts, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively prevent situations when they occur.

Check and proactively deploy guards, checkpoints, and strictly prohibit people and vehicles from traveling on deeply flooded roads, fast-flowing, underground, overflowing roads, on rivers, streams, and reservoirs. Resolutely do not allow people and vehicles to pass through deeply flooded, dangerous areas, and areas prone to landslides. Check and be ready to deploy measures to drain water, protect production, and prevent flooding.

Check and proactively deploy to ensure the safety of dykes and dams. Prepare forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides. Arrange forces, materials, and equipment to overcome incidents and ensure smooth traffic on main traffic routes.

Prepare forces and means to promptly support people, rescue and overcome consequences of rain and flood.

The Provincial People's Committee requested the Provincial Border Guard Command, the Department of Agriculture and Environment, and the People's Committees of coastal districts, towns, and cities to continue to closely monitor the storm's developments and strictly manage vessels going out to sea.

Organize the counting and notify the owners of vehicles, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Strictly control ships going out to sea, ensure the safety of vehicles and boats still operating at sea and at anchorages and shelters.

Proactively organize a sea ban for fishing boats, passenger ships, and tourist boats entering and leaving seaports and beaches in the province until the weather at sea returns to normal.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police coordinated with relevant agencies and units to review response plans, proactively organize and deploy forces and vehicles to be ready to support localities in responding to storms and floods.

The Department of Industry and Trade and the Department of Construction, according to their functions and tasks, direct the assurance of safety for industrial production and safety of hydroelectric dams, especially for small hydroelectric dams. Provide traffic guidance and ensure traffic safety in flood-affected areas, promptly handle incidents and ensure smooth traffic.

The Department of Agriculture and Environment directs the safety of agricultural production activities, dykes, and irrigation dams. The Department of Education and Training, localities, schools, and educational institutions regularly monitor, update, and grasp information on storms, floods, and proactively ensure the safety of students and teachers.

Quang Nam Hydrometeorological Station issues forecasts and warnings on the situation and developments of storms, floods and collects and analyzes information and data to provide to the Provincial People's Committee, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, and relevant agencies and units to promptly serve the work of natural disaster prevention and control in the province.

Quang Nam Newspaper and Radio - Television, Quang Nam Electronic Information Portal and local radio stations increase reporting on developments of storms, floods and response work so that people know and proactively prevent and avoid.

The Provincial People's Committee also requested owners of irrigation and hydropower reservoirs to proactively calculate and organize operations in accordance with reservoir operation procedures approved by competent authorities. Ensure that sudden and abnormal flows do not directly threaten the lives and property of people in riverside areas downstream of the reservoir.

Coordinate with local authorities to inspect and assess the safety of construction works, especially at vulnerable locations, promptly detect unusual signs to immediately deploy handling measures. Review and update disaster response plans, respond to emergency situations appropriately, ensuring compliance with regulations.

Other relevant departments and branches, according to their assigned functions and tasks, proactively direct and coordinate with localities in the implementation of response to storms and floods.
