On September 27, 2023, the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue issued Official Dispatch No. 39/BCH-VP to provincial departments, branches, and People's Committees of districts and cities on "Proactively responding to heavy rain, floods, inundation, and landslide risks".
According to the bulletin of the Ninh Binh Province Hydrometeorological Station, this morning (September 27), Ninh Binh province had heavy to very heavy rain and thunderstorms; Rainfall from 7:00 a.m. on September 27 to 1:00 p.m. on September 27 was generally from 30-80 mm, with larger areas such as: Cuc Phuong 86 mm, Nho Quan 93.2 mm.
Forecast of heavy rain in the next 24 to 48 hours: From now (September 27) to tomorrow morning, September 28, Ninh Binh province will have moderate rain, heavy rain, some places will have very heavy rain and thunderstorms. From noon tomorrow, September 28, the rain will gradually decrease. The amount of rain in 48 hours is generally from 40 - 80 mm in some places, some places are larger than 100 mm. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
From September 27 to September 29, there is a possibility of a flood on rivers in Ninh Binh province, with a flood amplitude of 0.5-2.0 m. During this flood, the peak water level on Hoang Long River at Ben De and on Day River at Ninh Binh is likely to be below BĐ1.
To proactively respond and minimize damage caused by heavy rain, floods, landslides, the Provincial Steering Committee for Natural Disaster Prevention and Control requests units based on their functions and tasks to implement the following contents:
1. Closely monitor weather developments, promptly and fully inform authorities and people at all levels to proactively prevent and respond. Prepare forces, materials, and means to deploy response plans for heavy rain, floods, inundation, and landslides when required to minimize damage.
2. Deploy forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding and landslides.
3. Organize forces to control and guide traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
4. Implement measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.
5. Direct the inspection, review, and implementation of operation plans and ensure the safety of reservoirs and downstream areas, especially important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.
6. Organize on-duty shifts seriously and regularly report to the Provincial Steering Committee for Disaster Prevention and Control.
