Private cars, not registered for transportation business, manufactured up to 7 years, have an initial inspection cycle of 36 months, and a periodic inspection cycle of 24 months.
Regarding this issue, a representative of a vehicle inspection center in Hanoi said: Circular 08/2023 (amending and supplementing Circular 02/2023 and Circular 16/2021 regulating motor vehicle inspection) clearly stipulates the inspection cycle for each type of vehicle.
For passenger cars (cars carrying up to 9 people) depending on the purpose of use for transportation business or not (also known as personal cars), there are different inspection cycles.
Specifically, for private cars, not used for transportation business, with a production period of up to 7 years, the first inspection cycle is 36 months. The car owner is exempted from the first inspection if the year of manufacture of the car to the year of submitting the application for the first inspection certificate is less than 3 years, that is, the year of manufacture plus 2 years.
After 3 years, the periodic inspection cycle until the end of the 7th year is 24 months.
When the production time is over 7 years to 20 years, the personal car has a periodic inspection cycle of 12 months and when the production time is over 20 years, the car will have a periodic inspection cycle of 6 months/time. In particular, personal cars do not have a usage period.
For passenger cars used for transportation business, with a production period of up to 5 years, the first inspection cycle is 24 months. Similar to personal vehicles, vehicle owners are exempted from the first inspection if the year of manufacture of the car to the year of submitting the application for the first Inspection Certificate is less than 3 years (year of manufacture plus 2 years).
After the first inspection cycle, from the 3rd year onwards to the end of the 5th year, the periodic inspection cycle is 12 months. And for vehicles manufactured over 5 years, the periodic inspection cycle is 6 months/time.
For passenger cars used for transportation business (taxi or passenger transport business under contract), the life span will not exceed 12 years (calculated from the year of manufacture).
For passenger cars used for transportation but modified, the initial inspection cycle will be 12 months. After this cycle (ie after 1 year), the periodic inspection cycle will be every 6 months.
However, cars are considered modified in this case, only cars that have undergone functional conversion or have changed one of the following systems: steering, braking (except in the case of installing an additional brake pedal).
Recently, the Ministry of Natural Resources and Environment has drafted a Decision on the disposal of vehicles for public comment. According to this draft, although personal cars do not have an expiry date, after a long period of use, the vehicle no longer meets the technical safety and environmental protection standards for motor vehicles as prescribed by law, the vehicle owner is responsible for disposal by transferring it to a facility licensed to receive discarded vehicles.
