All public-private transactions, especially public administrative procedures (AP), are expected to be carried out entirely online. Instead of using paper and pen to sign, all parties involved in online transactions must authenticate with digital signatures (DSI).
CKS is a form of electronic signature, created by encrypting data with a personal security key. When signing digitally, information is not only authenticated but also ensures integrity and confidentiality, helping to confirm the identity of the signer as well as the accuracy of the document.
The Ho Chi Minh City People's Committee has deployed the application of digital signature in sending and receiving electronic documents and issuing electronic administrative procedure results to people and businesses in the area. The goal is that 100% of documents are digitally signed and results are returned entirely in the electronic environment.
For example, from October 25, 2025, the Business Registration Office under the Department of Finance will begin to return the results of handling administrative procedures in the fields of enterprise establishment and operation in the form of electronic copies from competent authorities. This electronic copy has the same legal value as the results of handling administrative procedures in paper documents. The convenience is that most CKS service providers have a free policy (usually for the first year) for citizens registering personal CKS. Citizens can register CKS for themselves right on the VNeID application. Currently, this utility allows registration from 8 major CKS certificate issuers. Users only need to log in to VNeID level 2, select Other Services, then select CKS Certificate and follow the instructions.
To ensure the security and integrity of documents, the agencies' electronic PDFs are locked, cannot be edited, and can only be printed or transferred to the right place. However, currently, most transactions and administrative procedures only support a few individual CKS services. This problem needs to be solved by expanding support for licensed service providers and exempting digital signatures when performing on public administrative portals. First of all, it is necessary to clearly notify people to avoid problems when signing digitally.
