On the morning of February 12, after listening to the presentation at the opening session of the 9th extraordinary session, the National Assembly held a meeting to discuss the law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and the Law on Promulgation of Legal Documents.

Speaking at the Ho Chi Minh City delegation, President Luong Cuong shared that this was the first time he had participated in activities with the Ho Chi Minh City National Assembly Delegation.
The President said that at the opening session, National Assembly Chairman Tran Thanh Man made a speech stating that the law-making process was done very strictly and according to procedures. During this term - a very special term, the National Assembly held many extraordinary meetings but it was necessary because it had to resolve and handle difficult and stuck issues with the goal of developing the country.
President Luong Cuong stated that Resolution 18 on streamlining the organizational apparatus has been issued for 8 years (since 2017), and has been reviewed, but the implementation results have not been as expected.
"The Politburo and the Secretariat have met and reported to the Party Central Committee that the goal of streamlining must be effective and efficient. Reorganizing, whatever is done, the new apparatus must be better than the old one," said the President.
However, the President said that when reviewing the implementation of Resolution 18, he found that there were more than 5,000 laws and legal documents of all kinds "entangled", of which 200 laws needed to be amended and supplemented.
Accordingly, there are many issues but the most important is to focus on 4 laws: the law amending and supplementing a number of articles of the Law on Organization of the National Assembly; the Law on Organization of the Government; the Law on Organization of Local Government; the Law on Promulgation of Legal Documents.
In addition, there are 5 resolutions related to the implementation of Resolution 18 that were also considered and amended by the National Assembly this time regarding the streamlining of the apparatus. The Politburo and the Secretariat held many meetings with high consensus on "many issues, but to be determined to implement them, all levels, all sectors, and all people in the entire political system must make efforts" - as General Secretary To Lam affirmed "running and lining up at the same time".

People's lives must be improved.
President Luong Cuong affirmed the importance of the "3 breakthroughs" that determine development: institutions, human resources and infrastructure; the most bottlenecks are in institutions. "The viewpoint is that wherever there are obstacles and difficulties that we can do, we will try to do them. That's why there is the 9th extraordinary meeting...", the President said.
The President asked National Assembly deputies with rich expertise, work experience and practical experience to discuss amending laws to make them "better and stronger".
Regarding the economic growth target of 8% or more in 2025 and from 2026 at a double-digit level, the President expressed "how to overcome" to achieve this target.
He expects Ho Chi Minh City, one of the country's major economic centers, an important driving force for development, "with a very large economic scale, if the city grows by just 1%, it will be equal to other localities growing by tens of%".
The President asked what practical issues need to be resolved so that Ho Chi Minh City can "accelerate, break through, and take off", truly become an economic locomotive and develop dynamically. He also mentioned the country's goals for the 2030-2045 period, in addition to economic growth, there are many other issues.
"The average life expectancy must be 80 years or more, while it is currently just over 74 years old, along with other indicators... Whatever we do, people's lives must be stable and improved, not just the economy. In the past, we had enough to eat and wear warm clothes, now we have to eat well, dress well, and be fashionable...", the President expressed.
