The National Assembly Chairman noted that during the verification process, it is necessary to express clear, specific, objective, and unevasive opinions and viewpoints of the committees on policies, especially sensitive contents.

On the morning of August 7, at the National Assembly House, National Assembly Chairman Tran Thanh Man chaired a meeting with the Economic Committee; the Finance and Budget Committee; and the Science, Technology and Environment Committee on the performance of the agencies since the beginning of the 15th term; and key directions and tasks from now until the end of the term.
Also attending was Vice Chairman of the National Assembly Nguyen Duc Hai.
Since the beginning of the term, the three committees have completed a huge amount of tasks, with high pressure on progress and quality, with many difficult and complicated contents, many unexpected and arising tasks in all areas of operation, from law making to supervision and decision on important issues of the country.
The committees have served the National Assembly in reviewing and deciding on many important issues that have a profound and comprehensive impact on the country's socio-economic life, such as: Land Law (amended), Law on Credit Institutions (amended), Law on Bidding (amended), Resolutions on socio-economic development plans, state budget estimates, annual central budget allocation, budget allocation from increased revenue sources; Resolution 43 on fiscal and monetary policies to support the socio-economic recovery and development program, Resolution on National Marine Spatial Planning; supreme supervision of the implementation of policies and laws on planning work, the implementation of policies and laws on thrift practice, and anti-wastefulness, etc.
To date, the agencies have completed 89/109 contents and tasks in the Action Program of the National Assembly Party Delegation (reaching 81.7%). The Economic Committee completed 19/19 tasks; the Finance and Budget Committee completed 11/11 tasks; the Science, Technology and Environment Committee completed 10/11 tasks. Of the 156 legislative tasks, the agencies have completed 131 tasks (reaching 83.97%). Of which, the Economic Committee completed 18/22 tasks; the Finance and Budget Committee completed 12/18 tasks; and the Science, Technology and Environment Committee completed 20/20 tasks.
On behalf of the National Assembly Party Delegation and the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man welcomed the active, urgent and highly responsible working spirit of the cadres, civil servants and public employees of the three Committees.
Basically agreeing with the difficulties and limitations mentioned in the reports of the three committees, the National Assembly Chairman requested the Committees to continue promoting the spirit of solidarity and responsibility, proactively deploying and completing well the tasks according to the program, plan, and unexpected and arising tasks.

Agencies continue to fundamentally innovate, improve the quality and effectiveness of legislative activities, ensure national governance by the Constitution and laws, meet the requirements of international integration; thoroughly implement Regulation 178-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.
In the immediate future, urgently explain, accept and revise draft laws in the assigned fields for approval at the 8th Session and review draft laws that are first submitted to the National Assembly for comments at the 8th Session. The National Assembly Chairman emphasized that this is an urgent task because the 8th Session is only 3 months away; therefore, careful and active preparation is required.
The National Assembly Chairman noted that during the review process, it is necessary to express clear, specific, objective, and non-evasive opinions and viewpoints of the committees on policies, especially sensitive issues that are prone to policy exploitation in the law-making process. In particular, in the coming time, it is necessary to continue to implement amendments to many important and complicated draft laws, such as draft laws on taxes, electricity, management and investment of state capital in enterprises, urban management and development, etc.
The National Assembly Chairman requested that the committees continue to conduct research to more clearly define the scope, objects, methods, and forms of the National Assembly's supreme supervision in accordance with reality; improve the quality of questioning, explaining, and supervising legal documents, and focus on monitoring and urging the implementation of recommendations after supervision.
At the key leadership meeting on August 6, General Secretary and President To Lam requested that for the task of socio-economic development, it is necessary to focus on removing difficulties, obstacles, and bottlenecks to create favorable mechanisms for businesses and entrepreneurs to have conditions for development, investment and business activities, promote effective production, and create an exciting atmosphere for people in production, business and daily life.
In that spirit, the National Assembly Chairman requested Vice Chairman Nguyen Duc Hai to direct the committees to proactively review and examine the areas under their responsibility to see if there are any problems or difficulties so that when the Government submits to the National Assembly, there will be enough basis for consideration and decision.
The National Assembly Chairman requested the Committee on Science, Technology and Environment to promptly develop and complete documents to deploy the activities of the National Assembly's Thematic Supervision Delegation in 2025 on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 comes into effect."
In 2025, the National Assembly will only conduct this one supervision topic. Although the National Assembly will only consider this content at the 10th Session, it must be implemented soon because the scope of the topic is quite wide and is of great interest to voters and people.

The Economic Committee urgently consults on completing the draft Report of the National Assembly's Thematic Supervision Delegation on "Implementation of policies and laws on real estate market management and housing development from 2015 to the end of 2023" and other related documents to submit to the National Assembly Standing Committee for comments at the 36th session (August 2024).
The National Assembly Chairman assigned the Finance and Budget Committee to continue to coordinate with the Government and relevant agencies to study and advise on innovating the decision-making process on the state budget to ensure substance, along with monitoring the implementation of the budget, gradually replacing the issuance of resolutions with laws on finance and budget according to Resolution No. 27-NQ/TW of the Party Central Committee; urging the completion of the system of legal documents and the roadmap for developing the State Financial Report from the fiscal year 2025, ensuring completeness, adequacy and comprehensiveness of information and data according to the provisions of the Accounting Law.
The National Assembly Chairman requested that the committees soon prepare plans for the content of evaluating the results of implementing the 5-year plans and the results of implementing the National Assembly's Resolutions on investment policies for a number of National Target Programs for the 2021-2025 period that were approved by the National Assembly at the beginning of the term.
The assessment needs to be close to the actual implementation process to have a basis for preparing for the development of 5-year plans for the next period. In particular, the Economic Committee; the Finance and Budget Committee are responsible for preparing for the 16th National Assembly to consider and approve at the first session the resolutions on the 5-year plan: socio-economic development for the period 2026-2030; national finance for the period 2026-2030.../.
