The fourth session of the National Election Council took place against the backdrop of the entire country looking forward to the 14th National Congress of the Party, the 11th National Emulation Congress, the 80th anniversary of the first General Election to elect the Vietnamese National Assembly, and the Tenth Session - the final session of the 15th National Assembly, which had just concluded successfully.

Speaking at the session, National Assembly Chairman Tran Thanh Man stated that, unlike previous elections, this election is taking place in the context of implementing a two-tiered local government model, a model of urban government organization, and a local government system that has been reformed, perfected, and will begin operating from July 1, 2025. This places very high demands on the preparation for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2030 term.

Based on the Politburo's directives and conclusions on leading the election, and the very early involvement of the National Assembly, the Standing Committee of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, and other agencies, the Chairman of the National Assembly assessed that, to date, election preparations have been implemented very actively, urgently, and systematically, in accordance with the Central Committee's guidelines.

The Speaker of the National Assembly highlighted several positive aspects of the recent election preparations, such as: the synchronized and active involvement from the central to local levels; the rapid and solid progress in preparation, especially in finalizing documents, developing organizational plans, and drafting resolutions on electoral units; the early, careful, and proper preparation of personnel matters, which is a very important new point compared to the previous election; security preparations based on a "proactive approach from afar"; and the significant progress in the application of information technology, synchronized with population data...

The Speaker of the National Assembly noted that there is not much time left to prepare for the election, and the workload ahead is enormous, requiring the National Election Council to work decisively and scientifically, while also being extremely cautious and thorough in every decision.

At the meeting, the National Election Council considered and commented on the following issues: the progress of election preparation work since the 3rd meeting of the National Election Council and some key tasks in the coming period; the plan for monitoring and inspecting election work; and the adoption of several resolutions on election work.
