National Assembly Chairman Tran Thanh Man: Continuously innovate coordination mechanisms, taking the satisfaction of voters and people as a measure

Appreciating the fact that many ministries and sectors have seriously received, actively considered and handled the opinions and recommendations of voters and people, National Assembly Chairman Tran Thanh Man emphasized that this spirit needs to continue to be promoted, constantly innovating the coordination mechanism between ministries, sectors and localities, and there needs to be stronger solutions, taking the satisfaction of voters and people as a measure.

This morning, April 14, continuing the 44th session, under the direction of Vice Chairman of the National Assembly , Senior Lieutenant General Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the Report on the results of supervising the settlement and response to voters' petitions sent to the 8th Session of the 15th National Assembly; reviewing the report on the National Assembly's petition work in March 2025.

96.1% of petitions are resolved and responded to

Briefly presenting the Report on the results of monitoring the settlement and response to voters' petitions sent to the Eighth Session of the 15th National Assembly, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh stated that through the National Assembly deputies' meetings with voters, 2,033 petitions were compiled and sent to competent agencies for settlement, of which 1,953 petitions were settled and responded to, reaching 96.1%.

Of which, the National Assembly and its agencies have responded to 38/38 petitions. In response to voters' petitions, the National Assembly's activities have undergone many improvements and innovations, especially continuing to immediately remove institutional difficulties and obstacles, considering and deciding on many urgent issues to serve the revolution of streamlining and streamlining the organizational apparatus, meeting the country's requirements to enter a new era...

The Government, Central Ministries and Branches have resolved and responded to 1,867/1,947 petitions. Accordingly, the Government, Central Ministries and Branches have actively and focused on directing the resolution and response to a large number of petitions from voters. The Ministries and Branches have seriously received, thoroughly studied and proposed practical solutions to thoroughly handle and satisfactorily answer the issues of concern to voters. Thereby, they have contributed to removing difficulties and obstacles at the grassroots level, stabilizing the situation and improving people's lives. Some specific petitions have been proposed by the Ministries and Branches with practical solutions to resolve or fully answer, meeting the aspirations of voters.

However, some National Assembly delegations have not submitted their reports on the summary of voters' petitions on time; petitions under the jurisdiction of local authorities have still been collected and requested to be resolved by central agencies. Therefore, the Committee on People's Aspirations and Supervision recommends that National Assembly delegations further improve the quality of summarizing voters' petitions.

Voters and people agree and support the streamlining of the organizational apparatus.

In a summary report on the National Assembly's petition work in March 2025, the Chairman of the Petition and Supervision Committee stated that voters and people highly appreciated the results achieved in the first 3 months of 2025, the socio-economic situation continued to develop compared to the same period last year, creating motivation and momentum to continue promoting the completion of the set goals.

Voters and people are very interested in the contents of the Ninth Session agenda, especially the National Assembly's consideration of amending and supplementing a number of articles of the 2013 Constitution and amending laws related to amending the Constitution to serve the arrangement and streamlining of the apparatus in the spirit of Resolution 18; expecting the National Assembly to continue to have many policies to remove difficulties, contribute to developing the country's economy, stabilizing and improving people's lives.

Voters and people are interested in, agree with, and support the work of streamlining the organization and apparatus of the political system, which is being directed to be implemented drastically and urgently, achieving important initial results. However, voters and people are worried about fake and untrue information spreading on social networks about the policy of streamlining the organization of Party and State agencies and rearranging administrative units.

In addition, voters and people are particularly worried about the fire and explosion situation occurring in many places; medical examination and treatment activities disguised as doctors in large hospitals, without medical practice certificates; erratic and dry weather conditions, which pose a risk of epidemics affecting production and livestock farming; the rapid outbreak of measles; the US announcement of the decision to impose reciprocal tariffs on Vietnamese export goods, which is likely to have a significant impact on domestic production and employment, especially for export enterprises...

Regarding the National Assembly's citizen reception work, agencies received 377 people coming to complain, denounce, petition, and reflect on 376 cases and there were 15 large delegations.

The agencies have received and processed 1,708 complaints, denunciations, recommendations and reflections sent by citizens; of which 423 were eligible for processing, 1,285 were not eligible for processing and were archived according to regulations.

The Standing Committee of the People's Aspirations and Supervision Committee recommends that the National Assembly Standing Committee request the Government and the Prime Minister to continue directing ministries, branches and localities to step up propaganda work on the Party and State's guidelines and policies on streamlining the Party and State apparatus, and rearranging administrative units to create high unity in leadership, direction and mobilization of the combined strength of the entire Party, the entire political system and forces from the central to grassroots levels.

At the same time, direct relevant agencies to continue to coordinate and exchange with the US side in a constructive and cooperative spirit to find practical solutions, contributing to the stable and sustainable development of bilateral economic relations, meeting the interests of the people and businesses of the two countries.

The Government Inspectorate further strengthens the inspection of the implementation of citizen reception, complaint and denunciation settlement; focuses on reviewing and directing the final settlement of 226 complicated complaints and petitions that are regularly brought to the Central Government.

Determine responsibilities, implementation time, and post-audit of previous monitoring recommendations.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man stated that the results of monitoring the settlement of voters' petitions sent to the 8th Session of the 15th National Assembly are extremely important.

According to the National Assembly Chairman, from December 2024 to now, the apparatus of the Party, Government, National Assembly, ministries, branches to localities has been reorganized. The next phase is to prepare to amend the Constitution, end the activities of the district level, and merge provincial-level administrative units. The official press has published a list of 28 provinces and 6 centrally-run cities after being reorganized according to the Resolution of the Central Executive Committee to submit to the National Assembly. Such publicity is also a method of collecting public opinions and public opinion, and the upcoming amendment of the Constitution must also collect public opinions.

The National Assembly Chairman highly appreciated many ministries for proactively responding to voters’ petitions sent to the Eighth Session ahead of schedule. Several petitions related to people’s rights have been seriously received and actively considered for handling by ministries and branches.

Some recommendations of the National Assembly Standing Committee stated in the Supervisory Reports of previous sessions have received timely direction from relevant agencies, especially the Government has issued documents directing ministries and branches.

“The written responses have been better, voters are satisfied, not roundabout, general, formal. Many complaints have been focused on by ministries and branches in the time between the two sessions; some ministries and branches have resolved many complaints from voters,” the National Assembly Chairman noted.

In the coming time, the National Assembly Chairman emphasized that it is necessary to continue promoting the above results, constantly innovating the coordination mechanism between ministries, branches and localities; solutions need to be stronger, taking the satisfaction of voters and people as a measure.

“The collection of voters' petitions sent to the National Assembly session by a number of National Assembly delegations ensures that they are submitted within the prescribed time. The Committee for Petitions and Supervision continues to urge and remind.” Noting this issue, the National Assembly Chairman also requested that the report include an assessment of the causes, limitations and clarification of solutions to overcome the situation where petitions are under the jurisdiction of localities but are still collected and requested to be resolved by central agencies.

Regarding the Government, ministries and branches, the National Assembly Chairman said that the "promises" of the Ministry of Education and Training need to create trust for voters, and that some preferential policies of the State, although issued, have not been implemented in practice due to slow issuance by ministries and branches.

Stating that the 8th Session of the 15th National Assembly passed 18 laws and many important resolutions, the National Assembly Chairman requested the Government to make arrangements and review whether the Government's, ministries' and branches' instructions have reached localities or not and how localities have provided instructions in order to promptly remind them. In addition, at the 9th Extraordinary Session, the National Assembly passed 6 resolutions related to socio-economic direction and management. The Ministry of Justice needs to carefully review the documents guiding these resolutions.

Regarding some issues that voters have proposed but have not been promptly resolved, causing difficulties for localities, agencies and units in implementation, the National Assembly Chairman requested that they be classified and researched for thorough handling and resolution.

At the same time, continue to review a number of legal documents that are no longer appropriate, especially those related to recommendations from voters and local people.

"The monitoring report needs to be strongly strengthened in terms of viewpoints, proposed directions, identifying responsibilities and implementation time, post-checking previous monitoring recommendations, creating trust among voters and people in the National Assembly, Government, Vietnam Fatherland Front and organizations. The report needs to be concise, focused, and key, addressing specific issues that people are interested in," the National Assembly Chairman emphasized.

Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee basically agreed with the content of the reports of the People's Aspirations and Supervision Committee. The reports were relatively comprehensive, with specific, appropriate, and well-founded recommendations.

The National Assembly Standing Committee also acknowledged the efforts of the Government, ministries and branches to resolve voters' and people's petitions, complaints and denunciations.

The Vice Chairman of the National Assembly suggested that from now until the opening of the Ninth Session, the Committee for People's Aspirations and Supervision should review and complete the work to report to the National Assembly at the opening session. This is an extremely important task in the current context, requiring close monitoring, grasping the situation, and fully synthesizing voters' opinions and recommendations, especially at meetings with voters before the Ninth Session. At the same time, remind localities not to let the situation of "localities waiting for the Central Government" happen.
