National Assembly Chairman Vuong Dinh Hue receives US Congressional Delegation

On the morning of March 27, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue received a delegation of US congressmen led by Senator Kirsten Gillibrand, Chairwoman of the Emerging Threats Subcommittee, US Senate Armed Services Committee, who are on a working visit to Vietnam.

Strengthening understanding and trust between the two National Assemblies and two countries

At the meeting, National Assembly Chairman Vuong Dinh Hue welcomed Senator Kirsten Gillibrand and the delegation to visit and work in Vietnam; highly appreciated the diverse composition of the delegation with the participation of senators, congressmen, representatives of the Democratic Party, the Republican Party, and states of the United States.

Informing that this is the second visit of US congressmen to Vietnam in 2024 after the two countries upgraded their relationship to a Comprehensive Strategic Partnership, the National Assembly Chairman believes that the visit will contribute to enhancing mutual understanding and trust, bringing the relationship between the two parliaments as well as cooperation between the two countries to develop more deeply and substantially.

On behalf of the US Congressional Delegation, Senator Kirsten Gillibrand sincerely thanked National Assembly Chairman Vuong Dinh Hue for the warm welcome; expressed her great joy that the two countries had upgraded their relationship to a Comprehensive Strategic Partnership, demonstrating that Vietnam is the leading partner of the United States in the Indo-Pacific region; and affirmed that the United States will continue to cooperate with Vietnam for prosperous development.

The US congressmen expressed their impression of Vietnam's development in recent times; saying that the delegation visiting and working in Vietnam this time also expressed their desire to promote the relationship between the two countries. The congressmen said that through the visit, they saw many opportunities for cooperation between the two countries, especially in the fields of energy, LNG, clean fuel, renewable energy, energy conversion, local cooperation, and future-oriented fields...

National Assembly Chairman Vuong Dinh Hue thanked the US congressmen for their good feelings towards the country and people of Vietnam and their support for promoting bilateral relations; and welcomed the opinions that suggested many areas of cooperation between the two countries in the coming time.

The National Assembly Chairman affirmed that Vietnam considers the United States a partner of strategic importance and highly appreciates the United States' consistent policy of supporting a strong, independent, self-reliant and prosperous Vietnam. Vietnam is ready to work with the United States to promote the Comprehensive Strategic Partnership in an increasingly substantive, in-depth and stable manner on the basis of respecting each other's independence, sovereignty, territorial integrity and political institutions, in accordance with the interests of the two peoples and contributing to peace, stability, cooperation and development in the region.

Recalling the event that US President Joe Biden had a very successful visit to Vietnam in 2023 and visited the Vietnamese National Assembly, the National Assembly Chairman stated that the decision of the two countries' leaders to upgrade the relationship to a Comprehensive Strategic Partnership has created momentum and opened up new space to strengthen cooperation on all channels of the Party, State, National Assembly and People and in all fields, including breakthrough fields such as innovation, artificial intelligence, human resource training, semiconductor cooperation, supply chain, energy conversion, high-performance sports, people-to-people exchange, etc.

The National Assembly Chairman stated that Vietnam welcomes the United States to enhance responsible cooperation with the Asia-Pacific region; hopes that the United States, through the Indo-Pacific Strategy and regional initiatives, will continue to strongly demonstrate its commitment to supporting ASEAN's central role, the ASEAN-US Comprehensive Strategic Partnership and the Mekong-US Partnership, making positive contributions to peace, stability, cooperation and development in the region.

Senator Kirsten Gillibrand thanked Vietnam for its cooperation with the United States in resolving the consequences of war, searching for the remains of American soldiers and Vietnamese martyrs, supporting people with disabilities, etc.; affirmed that the recent achievements in this field are a testament to the power of people-to-people diplomacy and reconciliation; and said that the United States has made commitments and will continue to fulfill these commitments to contribute to overcoming the consequences of war.

Senator Kirsten Gillibrand hopes that the two countries will promote cooperation in areas of mutual benefit, especially in areas where the United States has strengths such as AI, semiconductors, priority development areas of Vietnam, and strengthen educational cooperation and people-to-people exchange.

Discussing specific areas of cooperation, National Assembly Chairman Vuong Dinh Hue thanked and appreciated the bipartisan support in the US Congress and the congressmen in the delegation in promoting relations between the two countries.

The two sides have actively implemented the Comprehensive Strategic Partnership and achieved many concrete results: regular and substantive delegation exchanges; maintaining annual dialogue mechanisms and exchanges to establish new dialogue mechanisms. The two sides continue to promote cooperation in the fields of overcoming the consequences of war, humanitarian cooperation, capacity building; and enhancing coordination in implementing the MOC on semiconductors.

Cooperation between the two countries' parliaments plays an important role in the overall Vietnam-US relationship with many vibrant activities. The two sides actively exchange delegations at all levels, contributing to enhancing mutual understanding and trust, while strengthening the interest and support within the US for the development of bilateral relations.

Strengthening parliamentary cooperation commensurate with the Vietnam - US Comprehensive Strategic Partnership

Regarding cooperation in the coming time, the National Assembly Chairman hopes that the parliamentarians will continue to contribute more to deepening the relationship between the two countries and the two National Assemblies in the coming time. Emphasizing that parliamentary cooperation is an important pillar in promoting the relationship between the two countries, the National Assembly Chairman suggested strengthening cooperation between the legislative bodies of the two countries commensurate with the comprehensive strategic partnership between the two countries.

Accordingly, the two National Assemblies need to increase the exchange of delegations at all levels, especially high-level delegations between the two National Assemblies. The National Assembly Chairman respectfully invites the President of the Senate and the Speaker of the House of Representatives of the United States to visit Vietnam at an appropriate time. The two sides will study the establishment of regular dialogue mechanisms, exchange and coordination mechanisms between the two National Assemblies and their agencies; expand cooperation in various forms to help US and Vietnamese congressmen better understand the situation in each country, especially between young congressmen and congressional assistants... Promote the establishment of the Group of US Congressmen Friendly to Vietnam, playing an important role as a bridge to promote and support the US Government in strengthening cooperation with Vietnam in accordance with the conditions of the two countries.

Regarding cooperation in overcoming the consequences of war, the National Assembly Chairman said that this continues to be a bright spot in the relationship between the two countries, contributing significantly to the process of reconciliation, healing and building trust between the two peoples and opening up more opportunities for cooperation in other important areas. Thereby, he proposed that the US Congress continue to give high priority to cooperation in overcoming the consequences of war; increase the budget for overcoming dioxin hotspots; clear bombs and mines, support people with disabilities and search for and identify the remains of Vietnamese martyrs. The Vietnamese side will continue to cooperate fully, with the highest responsibility, with the US side in inventorying the MIA issue as it has done over the past 50 years, both through joint and unilateral activities.

Regarding economic, trade and investment cooperation, the National Assembly Chairman stated that Vietnam has now become one of the 7 largest trade partners of the United States and an important part of the regional supply chain. The United States is Vietnam's second largest trade partner and largest export market.

The National Assembly Chairman proposed that the US Congress support the maintenance of stable and long-term trade relations between the two countries and soon remove Vietnam from the list of 12 non-market economies to accurately reflect objective reality. Vietnam has currently participated in 19 free trade agreements with over 60 countries, including new-generation free trade agreements with very high standards, participating in many regional and global trade cooperation frameworks; hundreds of large US enterprises are operating and doing business effectively in Vietnam; many countries in the world have recognized Vietnam's market economy. The National Assembly Chairman hopes that US congressmen and the US Congress will prioritize promoting this issue because it is also the legitimate aspiration of businesses and people of the two countries.

Regarding the above proposal, US congressmen said that there have been 5 US Congressional delegations visiting Vietnam in 2023 and 2 delegations since the beginning of the year, showing that the US highly values its relationship with Vietnam. The US has also imported hundreds of billions of USD worth of goods from Vietnam. The number of US businesses doing business in Vietnam is increasing. These are specific examples showing the efforts of both countries in strengthening economic and trade relations.

Regarding security and defense cooperation, the National Assembly Chairman highly appreciated the maintenance of a pace of defense and security cooperation that is appropriate to the needs and desires of both sides, in line with the current international and regional context; suggested that both sides gradually expand cooperation in areas such as counter-terrorism, transnational crime, cyber security, etc.

The National Assembly Chairman thanked the United States for its support for the Vietnamese community in the United States; and asked the congressmen to continue to pay attention to creating conditions for the Vietnamese community in the United States to integrate, grow, and contribute to the relationship between the two countries.

Discussing regional and international issues, the National Assembly Chairman stated that Vietnam highly appreciates the US's support for Vietnam and ASEAN's stance regarding the East Sea, including ensuring freedom of navigation and aviation, peacefully resolving disputes on the basis of international law (UNCLOS 1982), not threatening or using force...

Vietnam highly appreciates the Mekong-US Partnership (MUSP), thanks the US for strengthening cooperation and supporting the region over the past years; emphasizes water security in response to climate change for the common interests of the region; hopes that the US Congress will continue to prioritize cooperation in the Mekong Subregion, and coordinate to contribute to the Mekong-US Partnership Action Plan for the 2024-2026 period.

Recalling the recent meeting and working session with the US-ASEAN Business Council High-Level Delegation, the National Assembly Chairman emphasized that with the spirit of "no business opinion is left unheard by the National Assembly", the Vietnamese National Assembly always listens to, acknowledges, and promptly considers within its authority the proposals and recommendations of the business community to continuously improve the business investment environment, enhance national competitiveness, and create the most favorable conditions for businesses.
