Established in 1949, Ehime University is the largest university in the Shikoku region, with 7 undergraduate faculties, 6 graduate schools, and 2 interdisciplinary departments with over 9,000 students. In addition, the University is affiliated with schools from kindergarten to high school and affiliated hospitals.
Mr. Hiroshige Nishina, President of Ehime University, sincerely thanked the delegation for visiting and working here. Mr. Hiroshige Nishina further emphasized that the goal of Ehime University is to become a university that trains human resources with an international vision, which can attract students from all over the world . Currently, the school is accepting about 200 international students, including students from Vietnam. In terms of research, Ehime University is promoting leading-edge research and producing results, especially in the field of marine science and coastal environment.
Speaking at the meeting, Ambassador Pham Quang Hieu said he was honored to join the delegation of Ben Tre province to visit and work in Ehime province. Over the two working days, Ehime province and Ben Tre province had many practical exchanges to promote cooperation between the two provinces and the content of this cooperation is not only limited to the field of trade and investment, but has been expanded to human resource development and this is considered a very important field of cooperation in the current period.

The Ambassador highly appreciated the university's human resource training work, and he was very pleased that there are 4 Vietnamese students studying for master's degrees and 2 students studying for doctoral degrees at the university. Ehime University is cooperating with 2 major research institutes in Vietnam. Although the number is not large, it has contributed to promoting the cooperative relationship between the two countries.
It is estimated that in the coming time, the number of Vietnamese students studying in Japan will increase in terms of composition and structure every day. The Ambassador realized that the number of Vietnamese students receiving Japanese scholarships compared to the number of self-funded students is still quite modest. With his assigned role, the Ambassador recommended that the Japanese Government consider further increasing the number of scholarships for Vietnamese students studying in Japan, especially at Ehime University. At the same time, the Ambassador suggested that the school continue to create favorable conditions for Vietnamese students studying at the school to successfully complete their training programs; work with the Ministry of Education and major scholarship funds to receive qualified Vietnamese students to study at the school; pay attention to training Vietnamese students in general and Ben Tre students in particular, and further promote research links between Ehime University and Vietnamese universities. The Vietnamese Embassy in Japan will always be ready to share and provide information on connecting educational activities at the request of schools to cooperate and promote educational development between the two countries.

The Chairman of the Provincial People's Committee affirmed that: Human resource training is a very important task, greatly affecting the development of each country and each locality; therefore, in the working program with Ehime province, Ben Tre always wishes to visit and exchange with Ehime University.
After listening to the general report, the Chairman of the Provincial People's Committee highly appreciated the school's human resource training work, especially the implementation of connections with many levels of education as well as creating favorable conditions for foreign students to study at the school. In particular, with the major of marine science training, the coastal environment is very close to the natural conditions of Ben Tre province. Therefore, the Chairman of the Provincial People's Committee hopes that through this working session, the cooperation, connection, coordination, and consensus will be further strengthened to bring Vietnamese students in general and Ben Tre in particular to study at the school and 1,000 Vietnamese workers with intermediate and college degrees to research and study in Ehime province at the request of the General Director of Sovico Group.
Following the working session with Ehime University, Ambassador Pham Quang Hieu, Chairman of Ben Tre Provincial People's Committee and the Ben Tre Provincial delegation visited and worked with Tact Noda Company, specializing in manufacturing garment products. The delegation was welcomed by Mr. Minoru Noda, Director of the Company.

Here, the delegation listened to the Director report on the company's formation and development process; the work of receiving foreign trainees; the company's production and business activities in Vietnam and information on the company's strategic plan for the period 2022 - 2029. In particular, thanks to the cooperation between Ehime province and Ben Tre through the signing of the MOU, the company is promoting the implementation of procedures according to regulations to build a factory in Phu Thuan Industrial Park. Thereby, Mr. Minoru Noda expressed his wish to receive help and support from the Vietnamese Embassy in Japan and the leaders of Ben Tre province so that the company can soon further expand its market to Vietnam in general and Ben Tre province in particular.
Speaking at the meeting, Mr. Pham Quang Hieu, Deputy Minister of Foreign Affairs, Ambassador of Vietnam to Japan congratulated the Company on its growth through each period and assessed that the Company is also one of the typical examples of investment cooperation between Vietnam and Japan, especially the Company has established an investment plan in Vietnam, specifically in Ben Tre province in the near future. With its responsibility, the Embassy of Vietnam in Japan will always accompany the Company in the investment process in Vietnam. The Ambassador expressed his hope that the Company will continue to pay attention and ensure policies to improve the quality of life for interns working at the Company; continue to accept more Vietnamese interns; pay attention to treating foreign interns equally and basically on par with Japanese people; create favorable conditions for highly skilled and qualified workers in Vietnam to go to Japan for training to return to manage companies in Vietnam. At the same time, with the use of advanced, environmentally friendly technology, high-quality labor and the attention of the leaders of Ben Tre Provincial People's Committee, the Ambassador is confident that the company's project in Ben Tre will be a successful project.

Speaking at the meeting, the Chairman of the People's Committee of Ben Tre province said that the signing of the cooperation agreement in August 2022 between Ehime province and Ben Tre province has initially had specific results, demonstrated by the fact that Tact Noda Company has promoted the procedures to register for production and business in Phu Thuan Industrial Park. The Chairman of the Provincial People's Committee believes that with the process of formation, development and investment orientation from modern technology, environmental protection, the investment efficiency of the company in Ben Tre province will achieve many good results. On the local side, the Chairman of the Provincial People's Committee pledged to always support, help, and create the most favorable conditions for the company to feel secure in investing in the province. At the end of the meeting, the Chairman of the Provincial People's Committee expressed his thanks to the company's leaders, wishing the company to always develop sustainably, especially to grow stronger in Ben Tre province.
On the same morning, the provincial delegation and Ambassador Pham Quang Hieu visited Matsuyama Castle, one of the 12 original ancient castles of Japan built in 1603; and visited Dogo Onsen hot spring, one of the oldest hot springs in the country with a history of more than 3,000 years. These are architectural works of profound historical significance to Ehime province in particular and Japan, a country rich in cultural traditions, in general.
