Speaking at the opening of the meeting, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi assessed: After nearly a month of implementing the two-level local government, we have basically completed the socio -economic tasks well. However, the socio -economic situation of the province in July and the last 5 months of the year still has many very important goals; in which, there are many tasks decided by the Department of Finance.
This is a very important meeting, because the Department of Finance is the agency responsible for three important indicators of socio-economic development, which are growth, disbursement of public investment capital and budget collection. These are indicators that Lam Dong has not achieved, although leaders and civil servants have worked very hard (including on holidays)... The Chairman of the Provincial People's Committee requested that responsibilities be clarified to overcome shortcomings and clear up stagnation...
The report of the Department of Finance presented by Director Phan The Hanh said: The Department of Finance has 193 civil servants. According to Appointment decision of the Chairman of the Provincial People's Committee, the Department has 1 Director and 11 Deputy Directors. The number of civil servants expected to continue working is 166/193 people, the number of civil servants wishing to retire from the 178 regime is 27/193 officer.
The Department has developed a plan to temporarily arrange 11 department heads and 35 deputy department heads to promptly carry out assigned tasks.
The Department also plans to arrange a number of transaction officers in Gia Nghia and Phan Thiet (from 5 to 7 officers), the rest will be transferred to the headquarters to perform the task.
Up to now, the arrangement has been basically completed, basically ensuring that cadres can perform their tasks, on the principle of inheritance between fields and areas.
However, due to the number of officers and civil servants of the Department who have been transferred and have requested to retire 178, requested to be transferred to the commune level, due to health conditions, family, etc., the number of civil servants expected to be lacking after the merger is 91. civil servants (not counting the 178 approved civil servants who requested leave); if we deduct the 20% reduction, there are still 40 officers short...
The Director of the Department of Finance also reported on the implementation of the Department's key tasks on: Economic growth; budget revenue and expenditure management; review and proposal to handle difficulties of projects; plan to arrange and handle public assets (offices of agencies and units) after administrative unit arrangement; current status, management and use of villas for rent in the old Da Lat area; review and update of the Provincial Planning after the merger; financial operations when implementing 2-level local government; expected list of medium-term public investment and key projects and works for the period 2026 - 2030; and other related contents...
At the meeting, the Deputy Directors of the Department of Finance also explained 3 contents that did not meet the target, analyzed the causes and proposed solutions.
In particular, the causes are related to personnel arrangement, lack of staff; not yet consolidating data of the 3 provinces before the merger, regulations on decentralization of planning after the merger...
Regarding the management and use of public assets after the arrangement, the report of the Department of Finance said that the whole province has more than 4,600 headquarters, the total surplus real estate facilities are 909; with surplus assets without a decision on handling is 415 facilities.
These surplus assets are mainly in communes. In addition, many departments’ headquarters still have employees so they cannot recover surplus assets…

Speaking at the meeting, comrade Nguyen Ngoc Phuc - Vice Chairman of the Provincial People's Committee, proposed: There should be a quick weekly report so that provincial leaders can grasp the situation and promptly give instructions for handling.
The Vice Chairman also proposed establishing a special working group to remove difficulties in the field of non-budgetary investment, backlogged projects, and legal problems, to promote private investment; merge provincial planning, zoning planning, and mineral planning into a unified, overlapping, and non-overlapping one; assign responsibility for site clearance to a competent provincial unit...
Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep suggested: Identify growth targets in each sector for each stage and each growth pillar; remove difficulties for electricity and energy projects; manage budget revenue and expenditure with specific targets according to each time frame, assign specific revenue tasks to each locality, according to the roadmap; review and handle difficulties of projects (due to duplication, legal institutions, capacity of enterprises, state agencies); need to approve plans for management and use of surplus assets after rearrangement; agree on adjustment policies without waiting for planning.

Concluding the meeting, Chairman of the Provincial People's Committee Ho Van Muoi sympathized with the difficulties of the Department of Finance as well as other departments and branches. He emphasized that the most important thing at this time is to look in the same direction, accompany each other, and walk together. The contents of the organization of the Department of Finance are according to the implementation regulations.
Regarding the three important tasks of promoting growth, Chairman of the Provincial People's Committee Ho Van Muoi requested the Department of Finance: From now until August 20, report on the review of projects in the area, identify difficulties and propose solutions to all levels, with the spirit of solving problems for businesses, being responsible for the capital of businesses... The Department of Finance must report to the office every week on the contents implemented during the week.
Regarding public assets, the Chairman of the Provincial People's Committee requested to evaluate statistics, report by August 15 the number of officials staying in Lam Dong Blue Sea and Lam Dong Great Forest, identify redundant working headquarters; all redundant headquarters that have been recovered must be sealed and protected...
