Chairman of the Provincial People's Committee Le Van Dung requested Duy Xuyen to urgently issue a "red book" to Mr. Nguyen Tan Mai.

(QNO) - This morning, May 21, at the provincial citizen reception office, Chairman of the Provincial People's Committee Le Van Dung chaired the regular citizen reception in May.

Mr. Nguyen Tan Mai's family (born in 1961, residing in Duy Hai commune, Duy Xuyen district) reported that the family was granted a Land Use Right Certificate E0461391 (February 17, 1995) by the State, at plot 109 with an area of ​​1,026m2 , residential land type in village 1, Duy Hai commune.

In 1997, the land plot was located in an area at risk of landslides and had to be relocated and was arranged by the People's Committee of Duy Xuyen district into a resettlement area according to Decision No. 191 dated December 6, 2000, Land Use Rights Certificate Q190895, area 200m2 .

In 2000, Duy Xuyen district revoked Land Use Right Certificate E0461391 of land plot 109, did not organize compensation and did not have a decision to reclaim the land.

In 2006, the old land area of ​​Mr. Mai in village 1 (plot number 109) was built by the State with a solid and stable concrete embankment and road, no longer in the erosion area. There are many people living and doing business along the riverbank nearby.

Currently, 16 households have had their land use rights re-recognized by the Duy Xuyen District People's Committee. The remaining 4 households, including Mr. Mai (along with households Le Thi Ba, Nguyen Thi Cuu, Le Thi Thu, all residing in Hamlet 1, Duy Hai Commune) have land affected similarly to the 16 households mentioned above but have not been resolved by the Duy Xuyen District People's Committee.

“I have written many petitions to the Provincial People’s Committee and relevant departments and agencies requesting that the case be resolved. However, the Duy Xuyen District People’s Committee has not resolved the matter satisfactorily, has shirked responsibility, and lacked transparency and fairness,” said a representative of Mr. Mai’s family.

The representative of Duy Xuyen District People's Committee said that they have resolved the issue for 16 households after petitioning and following instructions from superiors. As for 4 cases, including Mr. Mai's household, the district is studying the resolution.

“The whole district has 397 cases of landslide evacuation like Mr. Mai’s case, so it is slow. According to the province’s direction, the district will separate them to ensure the rights of the people,” said a representative of Duy Xuyen District People’s Committee.

Deputy Director of the Department of Agriculture and Environment Trinh Thi Thanh Hai added that not only now but since 2018, citizens have sent petitions to the province, departments, branches, and the Provincial Land Registration Office has issued documents guiding the resolution. This shows that Duy Xuyen district has not fulfilled its responsibilities in this matter.

A representative of the provincial Land Registration Office said that according to regulations, land in the previous landslide area is no longer at risk of landslides, so it creates conditions for people to continue using it and carry out land adjustments and changes according to citizens' requests; at the same time, collect land use fees at resettlement areas.

Concluding the meeting, Chairman of the Provincial People's Committee Le Van Dung emphasized that the citizens' petition was completely legitimate. The district had already resolved the issue for 16 households, so there was no reason not to resolve the issue for the remaining 4 households.

“We request Duy Xuyen district to urgently resolve the issue for Mr. Nguyen Tan Mai’s household, with a deadline of June 10. After that, continue to consider and resolve the remaining 3 households. If there are any problems, they must be promptly reported directly to the province and relevant agencies for early handling,” Mr. Dung noted.
