Sharing specific solutions to overcome existing problems and remove obstacles and difficulties, the Chairman of the Provincial People's Committee expressed his determination to run the province according to the motto: strictly implementing the leadership of the Party, the Standing Committee of the Provincial Party Committee, and legal regulations, with the motto "serving the people and businesses as the center", policy problems need to be resolved immediately in the spirit of the direction of General Secretary To Lam . Currently, the Provincial People's Committee is determined to resolve problems in order to "overcome difficulties, rise up with the country, enter a new era - the era of national growth". Regarding the existing problems, limitations and difficulties mentioned by the delegates, the Chairman of the Provincial People's Committee completely agreed and accepted the responsibility of the head of the Provincial People's Committee.

On behalf of the Provincial People's Committee, comrade Tran Hong Thai reported, explained, and clarified the limitations, shortcomings, and difficulties in socio -economic development and newly arising issues under the responsibility of the Provincial People's Committee to the forum at the Provincial People's Council meeting at the end of 2024, to delegates, voters, and the People. Brief information on the reasons why investors love Lam Dong and Da Lat so much but have not invested yet, mostly due to overlapping planning, forest planning is very large, slow, and late, and overlapping land use right certificates are still issued... At the working session this afternoon, the People's Council will vote to unanimously pass many important resolutions and detailed regulations to remove difficulties in the fields of natural resources, environment, construction, investment, social security, etc.

In the coming time, especially from now until January 31, 2025, the Provincial People's Committee will continue to resolutely direct the acceleration of public investment disbursement in accordance with the direction of the Government and the Provincial Party Committee; strive to disburse over 95% of the plan. In particular, focusing on removing difficulties and obstacles for projects with large investment capital but have not completed compensation and site clearance (highway, Ta Hoet lake, Dong Thanh lake, Kazam lake); focusing on improving the quality of project investment preparation, ensuring greater feasibility and efficiency; promptly transferring capital from slow-disbursement projects to well-disbursed projects, in need of additional capital (in 2024, the Provincial People's Committee submitted to the Provincial People's Council an adjustment to reduce the capital of more than 1,000 billion VND from slow-progressing projects to allocate to projects with good disbursement progress); Strengthen supervision, inspection, urging, discipline, order associated with reviewing the responsibility of leaders...

Regarding investment in key projects and works: The Resolution of the 11th Provincial Party Congress identified 14 key projects and works to be implemented in the period of 2021-2025; on that basis, the Provincial People's Committee has resolutely directed the implementation, the Working Groups headed by the Vice Chairmen of the Provincial People's Committee periodically held monthly meetings, inspected, directed, urged, and removed difficulties to speed up the implementation progress. At the same time, the Prime Minister and Deputy Prime Minister Tran Hong Ha paid attention to and directed the removal of difficulties and obstacles related to the implementation of the expressway project, the Tan Phu - Bao Loc section and the Bao Loc - Lien Khuong section, so the progress of the implementation of key projects and works has changed a lot (up to now, there are 5 projects under construction; 9 projects are carrying out investment preparation procedures).

Overview of the meeting

However, objectively, many key projects and works are still behind schedule; the implementation is facing many difficulties and problems with documents, procedures, and legal issues, especially the Tan Phu - Bao Loc expressway project, which is awaiting the appraisal opinion of the Central Inter-sectoral Appraisal Council (to date, 10/13 Ministries and branches have given their appraisal opinions); many projects are stuck in the planning process; the Ta Hoet reservoir project has not completed site clearance to hand over the construction site; the Dong Thanh reservoir project - currently suspended due to landslides, is evaluating the project to propose solutions; some National Highway projects (27, 27C, 55) have not received capital from the Central Government for implementation, etc.

At this meeting, the Provincial People's Committee reported on the implementation of Resolution No. 305/NQ-HDND dated July 12, 2024 of the Provincial People's Council on the results of thematic supervision of "the organization and implementation of key projects in the province in the period of 2020-2025". In particular, the Provincial People's Committee assigned specific tasks to agencies and units for implementation and will organize a review and clarify the responsibilities of organizations and individuals assigned but not completing the tasks.

To improve the investment environment in the coming time, the Provincial People's Committee will focus on directing the overcoming of existing projects according to the conclusion of the Central Inspection Committee; directing the resolute handling of projects that are behind schedule, including terminating operations and revoking them according to regulations. At the same time, directing the review of non-budgetary investment projects to remove difficulties and obstacles for key investment projects, large-scale but unable to be implemented or not implemented on schedule and projects expected to attract investment but not yet qualified, investment attraction procedures, etc., so that from there, the organization can select potential and capable investors to participate in investment according to regulations; and the province's viewpoint is that the provincial leaders, departments, branches, sectors, and localities create the most favorable conditions for businesses to learn about and propose investment projects in the province, especially to welcome large, reputable domestic and foreign investors.

Continue to closely follow the 3 strategic breakthroughs, 6 key tasks and 12 groups of tasks and solutions set out in the Resolution of the 13th National Party Congress, the Resolution of the 11th Provincial Party Congress, Resolution No. 23-NQ/TW dated October 6, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045 and the Resolutions of the National Assembly, the Government, the Provincial Party Committee, and the Provincial People's Council on socio-economic development in 2025, associated with the theme identified by the Provincial Party Committee, which is "Agile; dynamic; innovative, breakthrough; accelerated, developed".

Determined to achieve the 7 targets for 2025 assigned by the Provincial Party Committee Standing Committee, in which we strive to increase growth from 5.3% to 9-10%, with this important task we cannot rely on the will of each individual, but need the unified support of the entire political system to achieve this "aspirational" goal; the first thing Lam Dong wants to take off is related to the Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressway projects... with high determination, great efforts, there is hope, the documents related to the Tan Phu - Bao Loc, Bao Loc - Lien Khuong expressway projects have been completed, with the sharing and urging from the Central Ministries, from the Prime Minister, we believe that by January 2025 we can implement and create opportunities for Lam Dong to take off.
