Chairman of Ho Chi Minh City People's Committee informed about some key projects behind schedule

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that a number of slow-progressing projects are being dealt with decisively, including the Rach Chiec Sports Complex, which will begin construction on December 19.

On November 14, at the 5th session of the 10th term of the Ho Chi Minh City People's Council, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc answered the City People's Council delegates about a number of projects behind schedule such as: the 10,000 billion VND flood prevention project, the Rach Chiec Sports Complex project, and the Thu Thiem - Long Thanh railway line.

In which, delegate Tran Thanh Trong asked the Ho Chi Minh City People's Committee to inform about the progress of the Rach Chiec Sports Complex. Delegate Tran Hoang Danh asked to inform about the current progress of the 10,000 billion VND flood prevention project.

Responding to issues of concern to delegates, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the flood prevention project has been implemented for a long time and has received attention from the Central leaders and assigned Ho Chi Minh City to promptly resolve the problem.

Ho Chi Minh City People's Committee has held many meetings and has so far implemented BT contract payments to investors in accordance with regulations.

Regarding the Rach Chiec Sports Complex Project, the Chairman of the Ho Chi Minh City People's Committee said that the City has completed the planning and is in the process of calling for investment under the BT Contract.

"In the immediate future, the city will reclaim 5 hectares. If nothing changes, the project will start on December 19," Mr. Duoc informed.

The head of the Ho Chi Minh City government believes that when completed, the Rach Chiec Sports Complex will be capable of hosting international sporting events.

Regarding the traffic system connecting to Long Thanh Airport, the Chairman of the Ho Chi Minh City People's Committee said that recently, Ho Chi Minh City and Dong Nai held a meeting between the two localities to agree on investment plans for the projects.

In the immediate future, the two localities will focus on investing in the Suoi Tien - Long Thanh Airport railway route, implemented by Dong Nai as the competent authority, and the Thu Thiem - Long Thanh Airport railway route, implemented by Ho Chi Minh City.

In addition, the two localities have agreed to invest in three connecting bridges, which will be implemented in 2026.

Ho Chi Minh City stops compensation and site clearance project for Rach Chiec Sports Complex

On November 14, at the 5th session, the 10th Ho Chi Minh City People's Council, term 2021-2026, approved the policy of stopping the implementation of the Compensation and Site Clearance Project for the Rach Chiec National Sports Complex to suit the new investment form of the project.
The compensation and site clearance project for Rach Chiec National Sports Complex was approved in principle by the Ho Chi Minh City People's Council in March 2018 with a total investment of more than VND 8,000 billion in Resolution No. 03.

However, up to now, the project is only in the investment preparation stage and has used nearly 1.4 billion VND for survey and mapping work.

Due to slow implementation, the total compensation cost of the project increased from more than VND 8,000 billion to more than VND 18,800 billion.

According to the 2019 Law on Public Investment, the site clearance compensation project can only be separated in the Investment Policy Decision, while for the construction and installation part, Ho Chi Minh City has a policy of investing in the form of PPP or selecting investors using land (not using public investment capital).

Therefore, the policy of stopping the land clearance for the Rach Chiec National Sports Complex Project using public investment capital is to ensure consistency with new legal regulations on public investment and investment under the public-private partnership method.
