Consider 12 important points
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man stated that, based on the 2024 Work Program, the National Assembly Standing Committee held the 36th regular session for 4 days from August 19 to 22, reviewing 12 important contents and conducting questions and answers for Ministers and heads of sectors.
Firstly, regarding legislative work, the National Assembly Chairman stated that the National Assembly Standing Committee gave its initial opinions on three draft laws: the Electricity Law (amended); the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; and the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
Regarding the draft Law on Electricity (amended) and the draft Law on amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army to be submitted to the National Assembly, if the Government prepares well, the reviewing agencies agree with the drafting agency, and the full-time National Assembly deputies have high consensus, they can be submitted to the National Assembly for consideration and approval at the upcoming Eighth Session according to the shortened process at one session.
The National Assembly Standing Committee will also give opinions on the explanation, acceptance and revision of the draft Law on People's Air Defense. Based on the opinions of National Assembly deputies at the recent Seventh Session and this Session of the National Assembly Standing Committee, the agencies will continue to complete and submit to the Conference of specialized National Assembly deputies, seek opinions from National Assembly delegations and agencies, and submit to the National Assembly at the Eighth Session.
The National Assembly Standing Committee considered the Government's proposal to add two draft laws to the Law and Ordinance Development Program, including: Law amending and supplementing a number of articles of the Law on Health Insurance and the Law on Disease Prevention.
Up to now, the workload of the draft laws submitted to the National Assembly at the Eighth and Ninth Sessions has been very large, therefore, the National Assembly Chairman suggested that, from this point on, it is necessary to consider and calculate the addition of draft laws appropriately. Once added to the Law and Ordinance Development Program, the drafting agency must prepare carefully, and the reviewing agency must also review closely, following the correct procedures; issues that are "ripe and clear" should be included in the law, and issues that are "unripe and unclear" and have not been tested and proven in practice should continue to be studied, and not skip the steps prescribed by the Law on Promulgation of Legal Normative Documents because of the urgent time.
“If there are any loopholes in the recent law-making process or any steps that have not been done thoroughly, we must seriously learn from them. The 15th National Assembly only has three sessions left: the 8th, 9th and 10th sessions, so we must do it thoroughly and firmly. Any law that is issued must have a “longevity” and be of high quality,” the National Assembly Chairman emphasized.
Conduct questioning and answering questions for 9 field groups
Second, regarding supervision work, the National Assembly Chairman stated that the National Assembly Standing Committee will spend 1.5 days (all day of August 21 and the morning of August 22, 2024) on questioning activities, thereby comprehensively and overall assessing the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023 related to 9 areas.
Specifically, the first group of fields is the socio-economic group led by Vice Chairman of the National Assembly Nguyen Duc Hai, related to 3 fields: industry and trade; culture, sports and tourism; agriculture and rural development.
The second group of fields belongs to the internal affairs group, led by Vice Chairman of the National Assembly Nguyen Khac Dinh, and is related to 6 fields: justice; internal affairs; security, order, and social safety; inspection; court; and prosecution.
The National Assembly Chairman said that the question-and-answer session will be broadcast live on television and radio for voters and people nationwide to follow. The National Assembly Standing Committee will vote to pass a Resolution on question-and-answer activities to serve as a basis for agencies to implement and for the National Assembly Standing Committee, National Assembly agencies, National Assembly delegations, and National Assembly deputies to monitor and supervise.
In addition, according to the 2024 Supervision Program, the National Assembly Standing Committee will review the report of the Supervision Delegation and approve the National Assembly Standing Committee's thematic supervision resolution on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018-2023"; review the National Assembly's July 2024 People's Petition Work Report as usual.
The National Assembly Standing Committee will also comment on the draft Supervision Plan and the outline of the Report of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".
At the same time, the National Assembly Standing Committee gave its opinion on organizing the National Assembly Forum on supervisory activities. “This is a new initiative, organized for the first time to meet the requirements of continuing innovation to improve the quality and effectiveness of the National Assembly's supervisory activities.” Emphasizing this, the National Assembly Chairman stated that at the 35th Session, the National Assembly Standing Committee gave its opinion on the policy of organizing this activity. Thereby, it is requested that the National Assembly Standing Committee continue to give specific opinions so that the preparation and organization of the Forum is practical, thoughtful, practicing thrift, fighting waste, and achieving the highest efficiency.
Third, the National Assembly Standing Committee gave opinions and decided on contents within its authority, including: approving the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; supplementing the 2024 state budget estimate of the Ministry of Health.
At the same time, consider and approve the Resolution of the National Assembly Standing Committee stipulating a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the period of 2023-2030 to implement the arrangement of urban administrative units in the period of 2023-2025. According to the National Assembly Chairman, this is a key task in 2024 so that in early 2025, we can focus on Party Congresses at all levels towards the National Party Congress as well as the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
At this session, the National Assembly Standing Committee will consider and pass a resolution to generally handle a number of issues arising in the implementation of administrative unit arrangement. “For specific arrangements of localities, when the Government sends the dossier, the National Assembly Standing Committee will arrange time to review them in a concentrated manner, each time considering the arrangement of 10 to 20 localities, avoiding too much dispersion and scattering,” said the National Assembly Chairman.
Emphasizing that the workload of this session is huge and the time is only 4 days, the National Assembly Chairman requested that the agencies report briefly, concisely, clearly, and speak directly to the issue. The Government directed ministries and branches to ensure the progress of preparing draft laws in accordance with the correct order and procedures, avoiding registering for the program but not preparing in time; closely following the program, proactively preparing content to be ready to attend.
