Accordingly, relevant departments, branches and sectors and People's Committees of coastal districts, towns and cities are required to concentrate resources and synchronously deploy solutions in coordination with functional forces in the province to prevent and not allow local fishing vessels to continue to illegally exploit seafood in foreign waters. If this continues, affecting efforts to remove the "yellow card" warning, the Government must be responsible before the Secretariat, the Government and the Prime Minister.
In addition, continue to strictly review and manage the fishing fleet, not allowing more fishing vessels to arise; strictly implement regulations on buying, selling, transferring, and changing ownership of fishing vessels. Urgently complete the registration, inspection, and issuance of fishing licenses for fishing vessels according to regulations, and fully update fishing vessel data on the National Fisheries Database (VNFishbase).

At the same time, make a list to monitor, strictly manage, and resolutely not allow fishing vessels that do not meet the conditions to participate in fishing activities (fishing vessels that are not registered, have not been granted or have expired licenses, fishing vessels that have not installed VMS, etc.); organize 24/7 on-duty via the fishing vessel monitoring system (VMS), closely monitor fishing vessels operating at sea. Make a list of high-risk subjects violating foreign waters (ship owners, captains who have been arrested by foreign countries, have lost VMS connection at sea many times; brokers who bring fishing vessels and fishermen to violate foreign waters, etc.) in communes and wards where fishing vessels and fishermen have violated foreign waters, to apply measures and techniques to monitor, supervise, detect and promptly prevent acts of bringing fishing vessels and fishermen to violate foreign waters.

Continue to strictly implement regulations on confirmation and certification of traceability of exploited aquatic products to ensure that shipments exported to the European market do not violate IUU fishing. Strictly control seafood raw materials in stock at enterprises to ensure that they are not used in violation of regulations. Direct local border guards, local police, and state management agencies on fisheries to focus on implementing a peak period of law enforcement, investigating, verifying, and strictly handling violations of regulations on VMS disconnection, exceeding permitted fishing boundaries at sea, and violating illegal fishing in foreign waters.
In particular, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai also requested the Department of Agriculture and Environment to advise the Provincial People's Committee on the plan and content of preparation for working with the EC Inspection Delegation in the locality; in which, carefully prepare relevant documents and files, compare data between agencies and functions; arrange resources to welcome and work with the EC Inspection Delegation.
