Regarding the structure of power sources in 2025, low-cost hydropower sources can only supply about 25% of the total system output; the remaining 75% of the system output is provided by high-cost power sources such as coal, gas, oil, renewable energy, etc. For the additional power output of the system, it is basically necessary to mobilize from high-cost power sources such as: oil-fired thermal power sources, liquefied natural gas (LNG) turbine thermal power sources and imported coal-fired thermal power sources. In addition, in recent times, the foreign exchange rate (USD) has been unpredictable and increasing. This affects the cost of power generation, which accounts for about 83% of the cost of electricity production.
In the context of rising power generation costs in recent years, EVN and its member units have drastically implemented cost reduction and savings with the requirement that by 2025, regular and major repair costs must be saved at least 10% and that they closely coordinate with the National Power System and Electricity Market Operation Company Limited to optimally operate the power system and electricity market to ensure safe and continuous power supply.
Pursuant to the provisions of the Electricity Law No. 61/2024/QH15 dated November 30, 2024, Decree No. 72/2025/ND-CP dated March 28, 2025 of the Government stipulating the mechanism and time for adjusting the average retail electricity price and Circular No. 22/2025/TT-BCT dated April 26, 2025 of the Ministry of Industry and Trade stipulating the calculation of the average retail electricity price, with the spirit of minimizing the impact on the economy and people's lives and carefully assessing, in accordance with the practical situation, Vietnam Electricity Group has issued Decision No. 599/QD-EVN dated May 7, 2025 on adjusting the average retail electricity price, accordingly, the average retail electricity price after adjustment is VND 2,204.0655 /kWh (excluding value added tax) from May 10, 2025. 5 years 2025. This adjustment is equivalent to an increase of 4.8% compared to the current average retail electricity price.
The Ministry of Industry and Trade also issued Decision No. 1279/QD-BCT dated May 9, 2025 regulating electricity prices, including promulgating retail electricity prices for groups of electricity customers and retail electricity prices for electricity retailers.
Basically, this electricity price adjustment will ensure that poor households and policy families are not affected significantly. Poor households and social policy households will continue to receive support according to the provisions of Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister . In particular, poor households will receive monthly support equivalent to the amount of electricity used by 30 kWh/household/month, social policy households with the amount of electricity used not exceeding 50 kWh/month will receive monthly support equivalent to the amount of electricity used by 30 kWh/household/month according to the Government's policy.
