However, recently, the situation of fishing vessels showing signs of illegal fishing in foreign waters has become complicated, posing high risks, especially fishing vessels that regularly operate, stay, and depart from ports outside the province and fishing vessels under 15 meters in length that are not required to install VMS equipment, making it difficult to control and monitor. According to the Provincial Border Guard, recently, a fishing vessel under 15 meters in La Gi town was arrested by Malaysian authorities.
The Provincial People's Committee requested coastal districts, towns and cities to mobilize resources at peak times, closely coordinate with border guards, police, fisheries surveillance, and commune authorities to propagate, mobilize, monitor, supervise and promptly handle violations right from shore and at sea. Each high-risk vessel or group of vessels must have a responsible officer, directly supervising to propagate, mobilize, monitor, supervise, and prevent possible violations early and from afar. The list of high-risk fishing vessels and monitoring officers must be sent to the Department of Agriculture and Environment - Standing Agency of the Provincial IUU Steering Committee before May 31. At the same time, localities must strictly handle organizations and individuals who do not fulfill their tasks, especially in places where many fishing vessels violate.

Provincial Border Guard Command Directs Border Guard forces to strengthen the work of grasping the area, especially key areas with many fishing vessels at high risk of violating foreign waters (communes: Phuoc Hoi, Phuoc Loc, Tan Phuoc (La Gi); Tan Xuan commune (Ham Tan); communes of Phu Quy district, etc.), assigning officers to manage and closely monitor.
Border Guard Stations strictly control fishing vessels entering and leaving ports, paying special attention to fishing vessels that frequently move fishing grounds outside the province, and occupations with high risk of violations such as: fishing (including vessels under 15 meters), logistics services, diving, and net fishing. Resolutely do not allow them to leave ports and strictly handle violations against fishing vessels that do not meet the conditions for operation.
The Border Guard coordinates with relevant agencies inside and outside the province to verify information, consolidate records and resolutely and thoroughly handle fishing vessels of the province that violate the law and are arrested and processed by foreign countries. Strengthen management, inspection and control of fishing vessels of the province operating outside the province, fishing vessels of other provinces operating and anchoring in the province and fishing vessels regularly operating in areas bordering other countries...
The provincial police continue to investigate, verify, and strictly handle cases of fishing vessels and fishermen in the province violating illegal fishing in foreign waters. Closely monitor the subjects who are captains and fishermen who are arrested and returned by foreign countries to have strict monitoring measures and deterrence to prevent re-offending.
Direct local police to strengthen reconnaissance, apply technical and professional measures to monitor, control, detect, prevent, and handle ship owners, captains, brokers who bring fishing vessels and fishermen to violate foreign waters, remove and deposit VMS equipment, etc. according to the provisions of law; collect information on fishing vessels that regularly operate in bordering waters, fishing vessels that repeatedly lose VMS connection in offshore areas to determine the causes and signs of violations and promptly prevent IUU fishing in the province.
The Department of Agriculture and Environment seriously implements the inter-sectoral coordination mechanism in exchanging and processing information to prevent and eventually end the situation of fishing vessels violating regulations on combating IUU fishing in foreign waters. The Department of Fisheries and Islands reviews the operating conditions (registration, inspection, fishing license, installation of VMS equipment, etc.) of fishing vessels in all localities, providing information to localities for coordination in monitoring and management. Focus on implementing registration, inspection, granting fishing licenses, marking fishing vessels, and granting food safety certificates to fishing vessels.
The Fisheries Surveillance Force, the Provincial Fishing Port Management Board, the Fisheries Control Representative Office at fishing ports, and the Border Guard Force strictly control fishing vessels entering and leaving ports. Resolutely handle fishing vessels that do not meet the conditions for fishing.
The provincial fishing vessel monitoring center monitors and supervises 100% of fishing vessels operating at sea through the fishing vessel monitoring system; ensuring that when fishing vessels participate in aquatic exploitation, the VMS equipment must operate 24/24 hours from the time they leave the port until they arrive at the port.
