Accordingly, on May 27, 2025, the Provincial People's Committee issued Document No. 1069/UBND-NCVX to the Ministry of Home Affairs reporting on the arrangement and use of team members of the 500 Young Intellectuals Project and proposing solutions to remove difficulties in recruitment. The Provincial People's Committee said that Quang Binh has currently arranged 3 team members to work long-term, 1 person has resigned and 11/15 team members of the 500 Young Intellectuals Project have not been recruited into the civil service. These team members were previously assigned to 5 districts: Minh Hoa, Quang Trach, Bo Trach, Quang Ninh and Le Thuy to work in particularly difficult communes under the 500 Young Intellectuals Project.
Although Resolution No. 136/NQ-CP dated November 1, 2021 of the Government on arrangement solutions for members of the 500 Young Intellectuals Project requires the completion of the arrangement and recruitment of members of the Project before December 31, 2025. Along with that, every year, the province has deployed a number of key tasks in state management of youth. In particular, it is recommended that districts base on the number of existing members of the 500 Young Intellectuals Project to proactively develop recruitment plans and carry out recruitment for members of the Project. However, the province is facing many difficulties, so it has not yet implemented the arrangement and assignment of the remaining members of the 500 Young Intellectuals Project according to Resolution No. 136/NQ-CP dated November 1, 2021 of the Government.
Specifically: According to the provisions of Point c, Clause 5, Article 1, Decision No. 1758/QD-TTg, dated September 30, 2013 of the Prime Minister : "After completing the tasks for team members at the commune within 5 years (60 months), based on professional capacity, moral qualities and results of performing tasks, the competent authority shall consider and evaluate, if qualified, the team member shall be considered for transfer to become a commune-level cadre, civil servant or civil servant from the district level or higher". However, through reviewing the provisions of the law on considering transfer to become a district-level civil servant; considering transfer to become a commune-level cadre, civil servant, team members of the Project 500 young intellectuals are not subject to special recruitment (received without examination or selection).
In addition, the lack of staff in recent years has been one of the major difficulties for localities in the province in arranging the recruitment of members of the Project 500 Young Intellectuals into the civil service and public employee payroll. From 2019 to now, the province has reorganized administrative units and streamlined the apparatus three times, leading to a surplus of cadres and civil servants. Due to the lack of staff, localities have not had a plan to arrange and recruit the remaining 11 members of the Project 500 Young Intellectuals. In 2025, the province will continue to arrange administrative units and build a 2-level local government organization model. The number of cadres and civil servants in the whole province will continue to be in surplus, making the arrangement of staff for the remaining members of the Project 500 Young Intellectuals even more difficult.
In the coming time, to ensure the rights of the team members of the 500 Young Intellectuals Project who have worked and contributed and not interrupt the working time of these team members, the Provincial People's Committee recommends that the Government and the Prime Minister allow the team members to continue their work contracts in new communes when implementing the 2-level local government until more staff are arranged for recruitment. |
According to the assessment of the Provincial People's Committee, during their work, the team members of the 500 Young Intellectuals Project have always performed well in their advisory role to the Party Committee and the Government in their assigned fields; actively and proactively proposed to the Party Committee and the Government to develop and implement socio-economic development tasks, contributing to hunger eradication, poverty reduction, administrative reform, and new rural construction... During their work, 11 team members have been admitted to the Party; many team members have been commended and recognized as grassroots emulation fighters; some team members have had their salaries raised ahead of schedule. Currently, the age of the team members of the 500 Young Intellectuals Project is from 33 to 38 years old, with 10 years of experience working in communes in remote, isolated, and disadvantaged areas. Therefore, if they quit their jobs at this age, they will face difficulties in career transition.
Faced with the above reality, to ensure proper implementation of the provisions of Resolution No. 136/NQ-CP dated November 1, 2021 of the Government, the Provincial People's Committee has proposed that the Government and the Prime Minister consider allocating additional staff to recruit members of the Project 500 Young Intellectuals into civil servants and public employees after implementing the organization of a 2-level local government.
