(HBĐT) - Since its establishment, our Party has always identified ethnic issues, ethnic work and ethnic solidarity as extremely important in the revolutionary cause. Caring for ethnic minorities is the responsibility, obligation and precious traditional morality of the Vietnamese people. With the policies and guidelines of the Party and State implemented in recent years, ethnic minority and mountainous areas have been changing significantly in many areas.

Hoa Binh province has a history of thousands of years, is the land of the epic "Birth of the Earth, Birth of the Water" with the famous Hoa Binh culture, home to the main ethnic groups of Muong, Kinh, Dao, Tay, Thai, Mong... Each ethnic group has its own unique and beautiful cultural identity, but they all have in common the virtues of diligence, hard work, compassion, solidarity and absolute trust in the leadership of the Party.
In recent years, with the attention and support of the Central Government, the Party Committee, the government and the people of all ethnic groups in the province have promoted the spirit of solidarity, strived to overcome many difficulties and challenges, determined to eliminate the old backwardness to build the new progressive and civilized, step by step bringing Hoa Binh province to achieve many important achievements in socio-economics , national defense and security. In particular, the life of ethnic minorities has been constantly improved. Specifically, up to now, the poverty rate in the whole province has decreased to 12.99%; average income per capita has reached over 55 million VND/person; 100% of communes have car roads to the commune center; 100% of children in communes go to school at the right age and people are guaranteed access to health services; the whole province has 73 communes meeting new rural standards...
To achieve such proud results, we must mention the outstanding efforts of the team of ethnic workers in the province. Over 20 years of construction and development, the team of cadres and civil servants working in ethnic work have constantly strived, studied, and gradually improved their leadership, management, and operational capacity to thoroughly resolve socio-economic, defense, and security issues in ethnic minority areas. The propaganda and mobilization work of the Ethnic Sector has had many innovations with rich and vivid content and forms, suitable to the level of awareness, psychology, customs, and culture of ethnic minorities. The socio-economic development programs and projects in ethnic minority areas have been implemented by the Provincial Ethnic Committee in a methodical, practical, effective, and focused manner. Thanks to that, more and more communes with large ethnic minority populations in remote and isolated areas have escaped the category of particularly difficult. The work of helping communes in particularly difficult areas continues to receive attention. The mobilization of resources from participating organizations and individuals helps activities take place in many fields, helping the rural areas in remote and isolated areas to develop more and more. Patriotic emulation movements in ethnic minority areas have a strong spread, truly becoming a vibrant and widespread mass movement. Thereby contributing to promoting patriotism and strengthening the trust of ethnic minorities in the Party committee and government.
In the coming time, the task of implementing the Resolution of the 17th Provincial Party Congress, term 2020 - 2025 is very heavy, requiring the Party Committee, army and people of the province to make more efforts. Our province has set a target that by 2025, the number of communes with especially difficult socio-economic conditions will be less than 30% of the total number of communes, wards and towns in the province; the average income per capita of especially difficult communes will reach over 25 million VND/year. This is a task that requires the efforts of the entire political system, all levels and sectors, in which the Ethnic Minority sector plays a very important role.
To thoroughly grasp the Party's guidelines on ethnic issues and ethnic work and to contribute to the successful implementation of the province's political tasks, the Ethnic Affairs sector needs to focus on performing well the following tasks:
Firstly, continue to thoroughly grasp and effectively implement the viewpoints, guidelines, lines and policies of the Party and the State on ethnic affairs. Concretize them through programs and projects to focus on building ethnic and mountainous areas in the province to develop rapidly in economy, culture, society, and be strong in national defense and security. Improve the intellectual level of the people, train and foster ethnic minority cadres, provide vocational training, create jobs, ensure social security; preserve and promote the fine traditional cultural identity of each ethnic group.
Second, focus on investing in socio-economic development in communes in particularly difficult areas and areas with high poverty rates. The focus is on effectively implementing three national target programs: the socio-economic development program for ethnic minorities and mountainous areas, the sustainable poverty reduction program, and the new rural development program. Promote the application of science and technology in the production and processing of agricultural and forestry products to help people stabilize their livelihoods and improve their quality of life.
Third, strengthen the political system, build and maintain the great national unity bloc. Implement well the democratic regulations at the grassroots level, promote the role of village elders, hamlet chiefs, clan chiefs, and prestigious people in the ethnic communities.
Fourth, continue to effectively implement cultural and educational development programs. Implement well the policies on recruiting and training ethnic minority children so that they can return to their localities to work; improve the quality and expand the scale of vocational training associated with job creation for ethnic minority youth. Do a good job of researching, collecting, preserving and promoting the fine traditional cultural values of ethnic minorities. Further improve the health care work for people in ethnic minority areas.
Fifth, ensure political security and social order and safety; effectively implement policies on beliefs and religions; promptly fight, prevent and foil plots of sabotage and division of national unity by hostile forces.
With the efforts, will and determination of the Ethnic Sector in the past 20 years, we believe that in the coming time, cadres and civil servants of the Ethnic Sector in the province will try their best to successfully implement the set targets and resolutions, contributing to building the ethnic minority region to increasingly develop economically, diversify culturally, ensure social security, maintain national defense and security and firmly consolidate the great national unity bloc.
