Positive changes in ethnic minority and mountainous areas in Cam Pha

Thanks to the active participation of the government, businesses and people, the socio-economic situation in communes and ethnic minority and mountainous areas in Cam Pha City has had many positive changes, and people's lives have been increasingly improved.

Cam Pha High-Tech Shrimp Farming Cooperative (Hai Hoa Commune, Cam Pha City) invests in advanced shrimp farming infrastructure to change the face of the countryside and create jobs for people.

In recent years, Cam Pha City has focused on leading and directing the synchronous implementation of many solutions, incentive mechanisms, and support policies. In particular, the city has invested in synchronous infrastructure to sustainably develop the socio -economy in communes, villages, and hamlets in ethnic minority and mountainous areas. In the period of 2018-2023, Cam Pha has invested in new, renovated, and upgraded 31 projects and works in communes in the area with a total investment of over 50.6 billion VND (of which Cong Hoa commune has 13 works with a total investment of over 23 billion VND; Cam Hai commune has 8 works with a total investment of over 9 billion VND (Cong Hoa and Cam Hai communes have merged into Hai Hoa); Duong Huy commune has 10 works with a total investment of over 18.2 billion VND).

Currently, Cam Pha City has achieved remarkable results in investing and developing technical infrastructure; social infrastructure in communes of ethnic minority and mountainous areas. Regarding transportation, the roads are asphalted and concreted, ensuring convenient car travel; 100% of households have regular and safe access to the national grid; 100% of communes have adequate schools at all levels (preschool, primary school, secondary school), meeting the prescribed infrastructure standards; communes have medical stations to meet the initial medical examination and treatment needs of the people; the entire ethnic minority and mountainous areas of the city have been covered by radio, television, telecommunications and internet services, meeting the communication needs of the people; villages and neighborhoods have cultural houses and sports grounds to serve the cultural and sports needs of the people.

Regarding the new rural construction program, in the period of 2020-2024, Cam Pha City mobilized a total budget of 207.5 billion VND, of which the provincial budget was 46 billion VND; the city budget was 54 billion VND and the commune-level budget was over 6 billion VND. The remaining capital source was credit loans for production as well as capital mobilized from enterprises investing in production and business in the communes.

With the leadership and direction of local Party committees, authorities, sectors and organizations at all levels, we have focused on propagating and mobilizing people to contribute working days and donate land to build roads and welfare works in communes with a total cost of 25.5 billion VND. Thereby contributing to bringing 2/2 communes to the NTM finish line and achieving the model NTM standards. The 2 communes have had clear changes, becoming increasingly spacious and clean, gradually creating changes in people's awareness of eating, living, maintaining environmental hygiene, and developing production and business.

In order to effectively implement the Party's policies, the State's laws and policies, and the province's policies and mechanisms, in recent times, Cam Pha City has implemented the national poverty reduction target program. Cam Pha City has directed localities to reduce the poverty rate among ethnic minorities and mountainous areas by 3% per year. Specifically, in 2023, the total number of ethnic minority and mountainous households in the city is 2,402 and there are no more poor households; 2 near-poor households, accounting for 0.08%. In 2024, the total number of ethnic minority and mountainous households is 2,402 and the number of near-poor households is 1, accounting for 0.04%. By October 2024, there will be no more poor or near-poor households in Cam Pha City.

Regarding housing, ethnic minority and mountainous households in the city basically have stable land; no households still live in temporary or dilapidated houses; 100% of ethnic minority and mountainous households in the area have access to hygienic domestic water and clean water that meets national standards; all meritorious people, policy families, and social protection beneficiaries in communes and ethnic minority and mountainous areas in the area fully and promptly enjoy social assistance policies according to regulations.

Attention is paid to the work of preserving, conserving and promoting the unique cultural identity of ethnic minorities and mountainous areas in Cam Pha City; festivals and cultural days of ethnic groups bear the mark of each ethnic group. The role of village elders, village chiefs, and prestigious people in ethnic minority and mountainous areas in communes is given attention, focus and promotion, contributing to building the great national unity bloc.
