In order to ensure accommodation for workers, laborers, and low-income earners to stabilize their lives and stay in the province for a long time, and to implement the Government's direction on implementing the Project to invest in building 1 million social housing apartments..., Quang Ninh has developed a Social Housing Development Project with a total of 18 projects, planned on an area of up to more than 660 hectares of land.
In particular, the Bank Hill Residential Area, Ha Long City is the first social housing project of the province, invested in construction on an area of 25,900m2 , specifically the construction area is nearly 13,000m2 , technical infrastructure is nearly 9,000m2 , the remaining area is landscape, green campus with a total investment of nearly 1,400 billion VND from capital contributions of 2 enterprises bid, selected according to the provisions of law. The project designs and constructs 3 apartment buildings, of which 2 buildings are 19 floors high (G1, G2); the remaining building is 17 floors high (G3), with a total construction floor area of over 125,000m2 , planned to be completed in the first quarter of 2026, meeting the housing needs of about 4,000 people.
Up to now, after more than 2 years of construction, the project has basically completed the main investment items including: Rough construction of 2 19-storey buildings (G1, G2); interior finishing work such as tiling, painting, installation of sanitary equipment and wooden floors reaching about 95%; Fire protection equipment has been accepted by the Ministry of Construction on May 20, 2025 and is expected to complete all construction items, ensuring conditions for handover to the people in mid-June 2025. Particularly, the items outside the building such as sidewalks, flower beds, and landscape have only been constructed over 80%, contractors are continuing to speed up the progress, completing synchronously in June 2025 for synchronous handover with other items. At the 17-storey commercial building (G3), the entire main structure of the building has been completed. Contractors are carrying out finishing works such as installing electricity, water in the walls, fire protection equipment and plastering the walls.
According to the investor representative, based on the regulations and the purchase target approved by the Department of Construction, at the end of June, the investor will begin handing over houses to people. The number of units handed over in the first phase is expected to be about 100 units and the next phases will continue to be handed over in July 2025, completing the investment and construction of the project 9 months ahead of schedule.
The commercial building will be completed by the end of this year and handed over to customers in early 2026. To ensure this progress, in parallel with completing the installation, infrastructure and interior construction items according to the design, the investor is closely coordinating with related units to carry out the acceptance and testing of equipment, ensuring the best conditions and most effective operation for residents when receiving the house and living.
Thus, this will be the first social housing project of the province to be completed and handed over to the people, which is of special importance in meeting the housing needs of low-income people and industrial park workers according to the provisions of law; concretizing the policies and directions of the Provincial Party Committee and Provincial People's Council on implementing the development of social housing and housing for low-income people in the province.
It is known that in the period up to 2030, Quang Ninh will continue to prioritize and diversify housing types. In particular, it will promote attracting investment resources through public announcement of programs, projects, plans, and land funds for investors to pay attention to, research, and accompany the province in implementing social housing projects. The province will also support people to access loans according to Resolution 33/NQ-CP (credit package of 120,000 billion VND) of the Government ; promote administrative reform, simplify and shorten procedures, reduce appraisal time, approve projects, subjects, conditions, house prices...; choose solutions for planning, design, use of construction materials, and reasonable investment phases to reduce house prices, in order to increase people's accessibility...
With the province's proactiveness and positivity, the goals of housing development for low-income earners and workers in the province will soon be realized, meeting the aspirations of tens of thousands of workers and laborers in the province.
