On December 29, 2024, the Ministry of Information and Communications (MIC) held a Conference to summarize the year 2024 and deploy tasks for 2025. At the Conference, the MIC provided notable information on the situation of National Digital Transformation in the past year.
Speaking at the Conference, Minister of Information and Communications Nguyen Manh Hung said that 5 years ago, the application of information technology was popular, digital transformation was very new. Digital transformation is new not only to Vietnam but also to the world, for new things, the spirit of daring to explore is the most important. The Government issued the National Digital Transformation Program in 2020 as a strong and pioneering decision. The past 5 years have been a journey of both working and exploring, and it is this spirit of daring to explore that has put Vietnam in the group of countries with the fastest growth rate in digital economy , e-commerce, digital government, online public services and digital transformation in general in the region and in the world.
Vietnam's efforts in the digital transformation process mentioned above by Minister Nguyen Manh Hung have been reflected in the results achieved in 2024.
Specifically, according to the United Nations' assessment, last year, Vietnam's E- Government Index (EGDI) ranked 71/193, up 15 places compared to 2022. This is the first time Vietnam has been ranked in the EGDI group at a very high level and has the highest ranking since it began participating in the United Nations' EGDI assessment in 2003. In Southeast Asia, Vietnam ranked 5/11 countries in e-Government, up 1 place compared to 2022. The Ministry of Information and Communications assessed that the high E-Government Index contributes to improving the country's position, thereby promoting administrative reform, transparency in the activities of state agencies, and better attracting investment.

The national digital transformation level (DTI) score in 2023 is 0.7326, an increase of 3% compared to 2022 (0.7111) and an increase of 50.8% compared to 2020 (0.4858). The total number of transactions conducted through the National Data Integration and Sharing Platform (NDXP) is estimated to be 1.031 billion transactions by the end of December 2024 (an increase of 56% compared to 2023). Transactions through the NDXP Platform in 2024. In 2024 alone, the number of transactions through the NDXP platform is equal to half of the total number of transactions in the previous 4 years. The rate of eligible public services is estimated to reach 100%.
In 2024, the Prime Minister chaired the plenary sessions and thematic sessions of the National Committee on Digital Transformation. By November 2024, it was organized. At the sessions, the Chairman of the National Committee on Digital Transformation affirmed that digital transformation has become a movement, an irreversible trend, an objective requirement and a strategic choice, a top priority with the spirit of "only discuss and do, no matter how difficult, it must be done". In the period of 2021-2024, digital transformation will be promoted in the direction of the whole people, comprehensively, inclusively, consistently, with real results, contributing positively to the socio-economic development of the country.
Regarding the implementation of goals related to building a digital government, according to the latest data, 83/83 ministries and provinces have issued a list of full-process public services (DVCTT), partly according to Decree No. 42/2022/ND-CP. The rate of full-process online records nationwide by the end of December 2024 reached 45.8% (2024 target: 50%), of which the ministry block reached 63.47% (2024 target: 70%), the province block reached 18.54% (2024 target: 30%). The rate of open data provision by state agencies reached 87%. The rate of ministries, branches and localities issuing a list of shared databases reached 90%.

The digital economy has also recorded progress, the proportion of digital economy in GDP is estimated to reach 18.3% in 2024, an increase of 20% compared to 2023. The program to support small and medium enterprises (SMEs) in digital transformation, the number of enterprises accessing the Program reached over 1.3 million. The number of SME enterprises using the Program's platform exceeded 400,000 enterprises, accounting for 43.5% of the total number of enterprises nationwide. The rate of monthly active users (MAU) of Vietnamese digital platforms compared to foreign digital platforms on mobile applications in 2024 is 25.25%. The total number of new downloads of applications to mobile devices ranked 11th worldwide. Vietnam has 07 mobile applications with over 10 million users (Zalo, Zing Mp3, Vi MoMo, Bao Moi, VnEID, MB Bank, Vietcombank and My Viettel, ...). Following this group, the application segment with the number of active accounts reaching 5 - 10 million currently has over 10 applications developed by Vietnamese businesses and individuals.
In 2024, the Ministry of Information and Communications announced the list of national digital platforms deployed by ministries and branches nationwide for localities to exploit and avoid duplicate deployment. The Ministry also organized an assessment and announced the level of digital transformation (DTI) of ministries, branches and localities in 2023. Determining DTI at the ministerial, provincial and national levels to monitor and evaluate in a substantial, objective and fair manner the annual digital transformation results of ministries, ministerial-level agencies, government agencies (ministerial level), provinces and centrally run cities (provincial level) and the country in the process of implementing the National Digital Transformation Program to 2025, with a vision to 2030; Strategy for e-Government development towards digital Government for the 2021-2025 period, with a vision to 2030, and National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030.
The Ministry of Information and Communications has reviewed and announced more than 150 digital platforms from ministries, branches and localities to optimize investment, avoid overlap and waste. In 2024, artificial intelligence (AI) and virtual assistants will be promoted for application, aiming to provide AI as a service. Regarding the implementation of Community Digital Technology Teams (CNSCĐ): As of December 15, 2024, 63/63 localities nationwide have established 93,524 Teams with about 457,820 Team members at the commune, ward, village, hamlet, street and quarter levels.
Last year, Vietnam also organized many notable events to promote comprehensive digital transformation. On October 12, 2024, the Ministry of Information and Communications coordinated with the Government Office to organize the program to welcome the National Digital Transformation Day 2024 chaired by the Prime Minister at the Government headquarters, with the theme "Universalizing digital infrastructure and innovating digital applications to develop the digital economy - New driving force for economic growth and labor productivity". This is the third consecutive year that the National Digital Transformation Day Program has been organized and is an important event demonstrating the determination of the Party, State, political system, business community and people nationwide to join hands in national digital transformation, develop the digital economy, digital society, digital citizens and convey the message of the Government's determination to pursue the digital transformation revolution in a profound, comprehensive, substantive and effective manner to promote rapid and sustainable socio-economic development, improve the material and spiritual life of the people and modernize national governance, bringing benefits to all people and the country.
