To facilitate the management as well as communication, promotion and development of the value of the province's cultural heritages, the Department of Culture, Sports and Tourism has actively implemented solutions to digitize heritages, apply technology in management, organize events and promote tourism... Exploiting the application of digital platforms not only improves the effectiveness of State management in the fields of the industry, preserves and promotes traditional cultural values, creates new cultural values ​​but also expands public access, contributing to building the image of Nam Dinh as a dynamic, integrated and sustainable development in the digital age.

Implementing the leadership and direction of the Provincial Party Committee and the Provincial People's Committee, the Department of Culture, Sports and Tourism has made efforts to implement many digital transformation activities, achieving important results. The application of information technology in administrative management and internal operations of the Department of Culture, Sports and Tourism has had many positive changes. The document management and operation software system has been deployed to the departments and public service units under the Department, helping to reduce the use of paper documents, improve transparency and efficiency in work processing. Documents are circulated and approved quickly and promptly, integrating digital signatures according to regulations. The Provincial Library has deployed an electronic library system, digitized and classified research documents, serving the storage and search purposes, which is an important support tool for library staff in the process of organizing professional activities, diversifying forms of access to books and newspapers and improving the quality of reading culture in the community.

One of the "bright spots" in the digital transformation of the industry is the implementation of the task of digitizing data on tangible and intangible cultural heritage in the province such as: historical, cultural, architectural and artistic relics, traditional festivals and documents, images and artifacts at the Provincial Museum. Many key relics of the province such as: Phu Day (Vu Ban), Co Le Pagoda (Truc Ninh), Tran Temple - Thap Pagoda (Nam Dinh city) ... have been electronically profiled, videotaped and 3D modeled. Digital technology helps record the original state of the relics, from the overall architectural and artistic shape to the decorative motifs, serving the work of restoration, promotion, research andeducation . Many artifacts at the Provincial Museum have been digitized in the form of images, videos and detailed descriptive information, serving the research, study and learning needs of the people through available on-site technological equipment and the internet. This is the first step to form a digital museum model - where people can access Nam Dinh's rich historical and cultural archives anytime, anywhere. In addition, the provincial Department of Culture, Sports and Tourism has coordinated with a number of technology units and researchers to record audio and video of the province's unique traditional festivals such as Phu Day Festival, Vieng Market Festival, Tran Temple Opening Seal Festival and cultural heritages: Mother Goddess worship practice, Chau Van singing art... to serve the teaching and promotion work on digital platforms.

Currently, bringing cultural products to cyberspace has become a trend that has been organized by units: Provincial Cultural, Cinema and Exhibition Center, Traditional Art Theater, Provincial Museum, Provincial Library, Provincial Sports Training and Competition Center to establish and maintain official websites, Facebook fanpages, YouTube channels to provide information, introduce art performances, display exhibitions, guide reading books, promote online propaganda... Major cultural, artistic and sports events such as: festivals, mass art festivals, singing - dancing - music performances, sports tournaments on the occasion of holidays, New Year, major anniversaries of the locality, the country, book day, spring newspaper festival, culinary festival... have been recorded, broadcast online or communicated on digital platforms to help expand the audience, creating a widespread ripple effect in the community. Digital technology is also a tool to build smart tourism products, create new, attractive experiences and better interact with tourists.

In order to improve the quality of services for domestic and international tourists and build the brand, the Department of Culture, Sports and Tourism has implemented a number of activities to realize the smart tourism model: building and operating tourism websites, providing detailed information on destinations, routes, tours, accommodation, dining, entertainment, interactive maps, online contact... Some of the province's unique, potential and advantageous tourism products have been integrated with QR codes, helping tourists to look up information themselves using smartphones, a modern, economical and convenient form of access. In addition, the Department of Culture, Sports and Tourism is coordinating with businesses to deploy Nam Dinh tourism mobile applications, integrating GPS positioning technology, location identification, itinerary suggestions, and service evaluation.

In the process of comprehensive digital transformation of the culture, sports and tourism sector, digital transformation of the information and communication sector not only contributes to improving the effectiveness of information and propaganda, reducing operating costs, but also opens up a new direction in building e-government and digital government at the local level. The modernization of the grassroots broadcasting system, the development of information infrastructure and the promotion of the application of information technology have been helping to transmit the Party's guidelines and policies, the State's laws and policies, and information in the fields of politics, culture, and socio-economy to the people in a flexible, multi-dimensional, timely and accurate manner. The grassroots radio system has been gradually upgraded and modernized. The whole province has 73/175 communes, wards and towns (accounting for 41%) that have switched to using radio stations applying information technology - telecommunications with nearly 900 smart speaker clusters, capable of broadcasting remotely, automatically scheduling broadcasts, integrating many broadcast sources; 167/175 commune-level administrative units have electronic information pages, creating conditions for effective information connection between the government and the people.

In order to raise awareness and digital skills for cadres, civil servants and public employees in the whole sector, in 2025, the Department of Culture, Sports and Tourism organized a training conference on science - technology, innovation and digital transformation for more than 250 managers and specialists of the Department's state management departments; leaders and officials of public service units under the Department; leaders of the Department of Culture, Science and Information, the Center for Culture, Information and Sports, civil servants in charge of technology and information in districts and cities of Nam Dinh. At the conference, experts introduced virtual assistant software, skills in exploiting and using some artificial intelligence (AI) applications in handling work of cadres, civil servants and public employees of culture, information, sports and tourism; application of information technology in handling work in the network environment, instructions on using the GPT Chat application and some similar software; advanced word processing skills; Some issues on information security in the digital environment and some content related to digital transformation in the fields of culture, information and tourism.

Identifying digital transformation as not only a tool but also a "lever" for the development of the culture, sports and tourism sector, in the coming time, the provincial culture, sports and tourism sector will continue to promote propaganda work, raise awareness of the importance and benefits of digital transformation, change working habits from the traditional environment to the digital environment for cadres, civil servants and public employees in the whole sector, especially the heads of agencies and units. Promote the development of information technology infrastructure, modern digital technology equipment at agencies, units and establishments; apply and develop digital platforms to serve management, operation, implementation of professional tasks and tasks, and cultural promotion. Prioritize the development of digital tourism products and cultural services; Support organizations and individuals to create unique and attractive digital cultural products such as virtual tours, virtual reality cultural experiences, enhance applications, interact with heritage... Encourage online art performances, digital exhibitions... Build e-commerce platforms to promote, introduce and consume handicraft products, traditional cultural products...

With high determination and synchronous participation of the entire political system, the culture, sports and tourism sector is gradually affirming its pioneering role in digital transformation, contributing to preserving and promoting traditional cultural values ​​and promoting sustainable socio-economic development.
