Digital transformation is a key task and a breakthrough in implementing socio-economic development.

On the morning of April 24, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the 8th meeting of the Committee, focusing on discussing the digital economy. Attending the meeting were Deputy Prime Minister Tran Luu Quang, Permanent Vice Chairman of the National Committee on Digital Transformation (Committee); Minister of Information and Communications Nguyen Manh Hung, Vice Chairman of the Committee; ministers, leaders of ministries, branches, members of the Committee; leaders of localities, corporations, and large IT enterprises.

The meeting was held online nationwide at the Government Headquarters and headquarters of ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities.

Attending the Dak Lak bridge point were Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha, leaders of Departments, branches, and members of the Provincial Digital Transformation Steering Committee.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh, Chairman of the Committee, emphasized that 2024 - a breakthrough year in implementing the 5-year socio-economic development plan 2021-2025, focuses on promoting growth and economic restructuring, effectively exploiting traditional growth drivers and promoting new growth drivers, including developing green economy, circular economy, digital economy; promoting national digital transformation; developing digital government, digital economy, digital society, digital citizens. "Digital transformation has 'reached every alley, knocked on every door, checked every person', we must continue to promote digital transformation in all fields, levels, and industries, bringing practical benefits to people and businesses".

The whole country focuses on three strategic breakthroughs, including building and perfecting institutions, including institutions related to digital transformation; training human resources, especially high-quality human resources, focusing on human resources serving digital transformation; building infrastructure, including digital infrastructure; improving the effectiveness and efficiency of state budget revenue and expenditure management, especially promoting digital transformation in budget revenue and expenditure such as food and beverage business services, restaurants, e-commerce, and business on cross-border platforms; fully and promptly implementing and improving the effectiveness of policies for people with meritorious services, social assistance, and ensuring social security, including paying subsidies to policy beneficiaries without using cash...

“Digital transformation is a key task and a breakthrough in realizing socio-economic development goals; at the same time, it contributes to reducing inconvenience for people and businesses, and fighting corruption and negativity,” the Prime Minister affirmed.

Discussion points at the conference

The Prime Minister said that over the past time, the Government and the Prime Minister have always paid attention to and requested all levels, sectors, localities, and the National Committee on Digital Transformation to regularly and continuously monitor, evaluate, urge, and closely direct the national digital transformation work, ensuring effectiveness and substance.

The Committee has issued the 2024 Action Plan, which identifies the focus of National Digital Transformation with the theme "Developing the digital economy with 4 pillars: information technology industry, digitalization of economic sectors, digital governance, digital data - as an important driving force for rapid and sustainable socio-economic development."

The Prime Minister requested members of the Committee, leaders of ministries, branches and localities to focus on reporting and assessing the implementation of national digital transformation with a focus on digital economic development in an objective and honest manner, with evidence by specific data on the results achieved, shortcomings, limitations, barriers, bottlenecks and causes.

Along with that, sharing good practices that bring high efficiency in practice, lessons learned; key solutions to best fulfill the tasks set out in the 2024 Action Plan of the National Committee on Digital Transformation, especially breakthrough solutions.

Concluding the conference, the Prime Minister pointed out the key tasks and solutions in the coming time, including: Prioritizing resources, ensuring the completion of assigned tasks in the National Digital Transformation Program and 3 Strategies: On digital government development; on digital economy and digital society development; on digital data development. In particular, urgently handling overdue and backlogged tasks in the 2022-2023 period .

Strictly implement the directions of the Government, the Prime Minister, the 2024 Action Plan of the National Committee on Digital Transformation and the tasks in Project 06. Ministries and branches urgently organize specialized meetings on digitalization of sectors and fields under their management. Request ministries, branches and localities to urgently conduct a general review and assessment of the situation of ensuring network information security and network security for information systems under their management according to the instructions of the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Information and Communications.

The Prime Minister requested that ministers, heads of sectors, secretaries, and chairmen of People's Committees at all levels must be more determined and give strong direction in implementing national digital transformation tasks, focusing on "3 strengthening" and "5 promoting".

"3 enhancements" include: Increasing awareness of the position, role, and importance of digital transformation to each citizen, business, and especially leaders; strengthening the potential for digital transformation, considering this a key task that requires priority resource allocation; strengthening public-private cooperation, using public investment to lead private investment, activating and mobilizing all social resources.

"5 steps" include: Accelerating institutional improvement, creating a complete legal corridor to promote national digital transformation and digital economic development; accelerating the development of digital infrastructure and digital platforms to create important premises for digital economic development; accelerating innovation and entrepreneurship in digital transformation; accelerating the development of digital human resources and digital skills to meet the requirements of socio-economic development; accelerating cyber security and information security to protect the legitimate rights and interests of people and businesses, and protect national cyberspace sovereignty early and from afar.
