When the teacher "returns to the commune"
Receiving the decision to increase the number of facilities, Mr. Duong Van Vinh, Deputy Head of the Faculty of Electronics and Information Technology, brought along his familiar laptop and a little bit of excitement.
“This is the first time I have directly supported a commune in deploying electronic information systems. I see it as an opportunity to learn from reality,” said Mr. Vinh.
At work, Mr. Vinh and the commune officials reviewed data, entered information into the system, surveyed the technology infrastructure, created QR codes for documents, and supported the operation of the electronic information page... Initially, everything was quite confusing, the connection was unstable and congested, the software had not been upgraded, and the technology equipment was not modern. But the eagerness to learn and the spirit of learning of the commune officials gave the teacher more motivation.

Also during that working trip, Mr. Lam Ba Man, Faculty of Electronics - Information Technology, said that when he first received the assignment, he was quite worried because the preparation time was short, while the work at the grassroots level was numerous and new. But then, when he witnessed the sense of responsibility of the commune cadres, he quickly immersed himself in the work rhythm.
According to Mr. Man, in reality, some commune officials and civil servants are still limited in their skills in using technology. However, commune officials and civil servants all show a spirit of receptiveness, a sense of learning and a determination to approach and apply new technology. More importantly, most of them show their consensus and determination to carry out digital transformation in the spirit of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation at the local level.

For Mr. Vuong Hai, the trip was a “valuable practical course”. From fixing digital signature errors, supporting the operation of the electronic one-stop system, to installing internal networks, checking information security, guiding online meetings and applying artificial intelligence (AI) to work, all helped him gain a deeper understanding of the “blood vessels” of public administration at the commune level.
“The most valuable thing is when local officials gradually become confident in using technology, no longer afraid when encountering software errors or new operations. I clearly feel that technology is only truly meaningful when it helps people work more conveniently and effectively. Up to now, after completing the support work, I still keep in touch with officials in the communes through the Zalo group set up before. Every day, they text each other, asking for support to solve many different tasks,” said Mr. Hai.
Not stopping at technical guidance, the lecturers also help local authorities perfect operating regulations, review plans, and transfer system operation skills to responsible staff.
From the initial training sessions, small training sessions gradually became places for open exchange, where teachers and “students” learned together. For many commune officials, learning to create an electronic account, sign digital documents or open online meetings for the first time was a memorable experience.
Spreading the spirit of community service

According to Mr. Pham Van Tuong, Principal of Quy Nhon College of Technology, sending lecturers to the Digital Transformation Guidance Working Group is a meaningful activity. The three teachers not only support the locality in operating information systems such as document management, iGate, official email, video conferencing, digital signatures, etc., but also help spread the spirit of learning and applying technology among grassroots staff.
“The Board of Directors considers this an important political task, as well as a valuable opportunity for lecturers to gain practical experience, better understand social needs, and thereby improve teaching quality. That is also how we connect knowledge - practice - serving the community,” Mr. Tuong shared.
Principal Pham Van Tuong said that the school always identifies the teaching staff as the center of all innovation. The school implements many policies to encourage teachers to study, research, and participate in community activities.
Along with that are community service programs such as "Digital Literacy for the People", providing technology skills guidance to people, supporting localities in deploying digital platforms, participating in working groups for communes and wards...
In the coming period, the school will focus on: Building a team of high-quality lecturers, linking research and teaching with the practical needs of businesses and localities; enhancing digital capacity for lecturers through digital skills certificates, AI, automation and data mining; promoting international cooperation and technology transfer, opening up opportunities to learn, access new technologies and modern vocational education trends.
