Tuyen Quang Customs officers check documents on the VNACCS/VCIS system according to automatic procedures.
The automatic assignment function is designed to apply to declarations registered on the system and classified into file checking streams (yellow stream). The system operates 24/7, automatically assigning when a declaration arises to civil servants who have the right to check the files and are registered on the system according to the principle of sequential rotation on the list of registered accounts and there is no "downtime".
In case of special situations such as branch declarations, container declarations or sudden absence of officials, the person with the authority to assign can make manual adjustments so as not to affect the processing progress. For units with many departments processing declarations in separate groups, coordination is required, the Customs Department has a solution to configure the system and assign appropriate authority, and at the same time guide businesses to use the correct department code when registering declarations to ensure accurate assignment.
Previously, since the end of May 2025, the function of automatically assigning civil servants to check records on the VNACCS/VCIS system has been activated and tested at the Customs Branches of Regions III and IV. Through the pilot, the customs authority has found that the automatic assignment function brings many obvious benefits. The assignment process is carried out randomly, sequentially, regardless of the enterprise, type of declaration or item, ensuring objectivity and transparency. The system helps reduce the workload for unit leaders, saves time on assignment, operates 24/7 regardless of individuals; contributing to improving management efficiency, promoting digital transformation in the Customs sector.
In Tuyen Quang province, there are currently more than 20 enterprises that have procedures through Tuyen Quang Customs. The main import and export items are: Chemicals, machinery and equipment, garment accessories, PP packaging, PP canvas, wood products, paper bases, phone headphones, tea... On average, each day, the 1-stop department receives and processes about 30 enterprise files through the VNACCS/VCIS automatic customs clearance system.
Comrade Luong Trung Kien, Head of Tuyen Quang Customs, said: “Tuyen Quang Customs is ready to deploy the function of automatically assigning civil servants to check documents on the VNACCS/VCIS system in accordance with the direction of the General Department of Customs. The unit has completed preparations for technical infrastructure, training civil servants and reviewing business processes to ensure effective and smooth implementation from the first day of application.”
The application of automation technology to business processes not only helps the customs sector modernize management but also contributes to building a transparent and professional customs clearance environment, meeting the requirements of integration and economic development of the country.
