Deploying the orientation of the set of socio-economic indicators to serve the development of documents for the congresses of provincial and communal party committees for the 2025-2030 term

- On the morning of June 24, the General Statistics Office (Ministry of Finance) held a national online conference to deploy and guide the development of socio-economic indicators to serve the development of documents for the congresses of provincial and commune-level Party Committees (new) for the 2025-2030 term. Speaking at the conference, leaders of the Ministry of Finance and the General Statistics Office emphasized the role of the statistical indicator system in assessing the implementation of the Resolution of the Party Congress of the previous term and building development directions for the new term. The provincial indicator set includes 7 economic indicators, 16 social indicators and 5 environmental indicators; the commune-level indicator set is designed to suit the development characteristics at the grassroots level.

A key content is the guidance on developing GRDP (gross regional product) indicators. Accordingly, GRDP reflects the value of final products and services created in the province. Localities need to develop two growth scenarios: a baseline scenario based on 2010-2024 data and a target scenario reflecting the expected growth rate associated with development orientation and breakthrough solutions.

The conference also introduced a method for measuring the proportion of added value of the digital economy in GRDP, a new indicator to reflect the level of technology application and digital transformation in economic sectors.

Regarding the average income per capita index, localities need to survey all household income, including both cash and in-kind, according to representative samples up to the commune level.

At the commune level, the General Statistics Office provides guidance on the method of calculating the gross product value (GV) and the average annual GV growth rate. The compilation process is based on survey data, administrative data, and price coefficients of economic sectors.

The conference is an important preparatory step for Tuyen Quang province and provinces and cities across the country to build a system of practical and feasible indicators to serve the construction of documents for the provincial and communal party congresses for the 2025-2030 term.
