At this session, in parallel with participating in activities according to the National Assembly's program, the Provincial National Assembly Delegation will make recommendations to the National Assembly, the Government, and central ministries and branches on the thoughts and aspirations of Binh Thuan voters. Binh Thuan Newspaper interviewed delegate Nguyen Huu Thong - Deputy Head of the Provincial National Assembly Delegation, 15th term.
Dear delegates, at this 5th session, what contents are expected to be contributed and discussed by the Provincial National Assembly Delegation and Provincial National Assembly Deputies? Before the session, what were the thoughts and aspirations of voters in Binh Thuan province?
The 5th session of the 15th National Assembly is scheduled to take place from May 22 to June 24, continuing to perform three important functions of legislation, deciding on important issues of the country and supreme supervision. Participating in this session, along with giving opinions on draft laws, the Provincial National Assembly Delegation will discuss reports on additional assessments of the results of the implementation of the socio -economic development plan and the state budget in 2022; the implementation of the socio -economic development plan and the state budget in the first months of 2023; the practice of thrift and anti-waste in 2022; the mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic; the implementation of policies and laws on grassroots health care and preventive medicine; questions and answers on many other important contents...
To prepare well for the activities at the 5th session, from April 24 to May 15, the Provincial National Assembly Delegation coordinated with the Vietnam Fatherland Front Committees at all levels and relevant agencies and units to organize for 7/7 National Assembly Deputies to meet voters at 29 communes, wards and towns of 10/10 districts, towns and cities in the province with more than 1,500 voters attending. Through the meetings, the majority of voters were excited when the Government did not increase tuition fees for the new school year. Voters also agreed with the draft laws passed at the 5th session, the draft laws related to the rights and interests of the people, promptly responding to the actual situation of the country, demonstrating the high sense of responsibility of the National Assembly to the people. However, voters in the province are still concerned and worried about the situation such as: many workers losing their jobs, causing instability to the socio-economy; The prices of agricultural products are unstable, while the prices of inputs such as fertilizers and pesticides are increasing. Voters hope that the National Assembly and the Government will take measures to create jobs for workers, stabilize the prices of current essential goods and support farmers in consuming agricultural products to improve people's lives.
Through the meetings with voters, what contents did the Provincial National Assembly Delegation receive and record to make recommendations to the National Assembly and the Government, delegates?
Through the meetings, all opinions and recommendations of voters under the authority of the National Assembly and the Government were compiled by the Provincial National Assembly Delegation to send to the National Assembly and the Government at this session. Specifically, for the National Assembly, voters pointed out that there are currently many cases of corruption, causing huge budget losses, but the measures are not enough to deter corruption, so corruption still occurs. Therefore, voters recommended that the implementation of the Law on Anti-Corruption should have tighter and more deterrent measures. In addition, voters recommended reducing the retirement age of workers; reducing the time to withdraw social insurance at one time to 6 months or 9 months; eliminating the purchase of motorbike insurance...
Regarding the proposal to amend the Land Law, the Provincial National Assembly Delegation noted voters' opinions on land finance, recovery, support, resettlement... Voters suggested that the amendment of the Land Law should be studied to create favorable conditions for people in changing land use purposes. At the same time, reduce the land use conversion fee to 50%; consider amending the Land Law regarding the land lease limit for agricultural production. Currently, land prices in Phu Quy district are feverish, very high; voters suggested that the National Assembly pay attention to adjusting land prices so that people have the opportunity to buy land to build houses...
For the Government, the Delegation will convey voters' recommendations on economic issues such as: Tree planting planning, appropriate livestock farming guidance, price stabilization and support for purchasing agricultural products from farmers; measures to effectively manage and resolve real estate business to avoid real estate freezing; policies to care for fishermen who are implementing Decree 67 to protect the rights and safety of people to confidently go offshore. The Government needs to reconsider increasing electricity prices or stabilize electricity prices so that people can feel secure in production and living... Regarding social policies, the Delegation will recommend that the Government soon implement a social housing policy for workers and the maximum loan amount is 1 billion VND. At the same time, there should be preferential loan policies for workers to develop their family economy, solving financial difficulties of workers; increasing salaries for forest rangers; salary policies to ensure a minimum living standard for workers...
For the central ministries and branches, what issues will the Provincial National Assembly Delegation propose, sir?
At this 5th session, the Provincial National Assembly Delegation will propose to the Ministry of Transport to upgrade DT 766 road into a National Highway; soon complete and put into operation residential roads (on both sides of the highway) as well as access roads to the highway for convenient travel and transportation of goods. Currently, at intersections on National Highway 1A through Binh Thuan province, there are no traffic lights such as at the Sa Ra - Tam Hung intersection (Ham Thuan Bac district), at the old market area at km 30 (National Highway 1A), the market area at km 23 (National Highway 1A) connecting Ham Minh road to Thuan Quy and at the roundabout at the intersection of the road leading to Ta Cu Cable Car Tourist Area (Ham Thuan Nam), causing danger to road users. Therefore, it is necessary to install traffic lights in these areas.
For the Ministry of Health, the Provincial Delegation of National Assembly Deputies recommends that attention should be paid to promptly overcoming the prolonged shortage of drugs and medical supplies at public medical examination and treatment facilities; increasing the types of medicines and expanding the list of health insurance drugs to better serve the medical examination and treatment work for the people. Currently, in private clinics, the drugs sold to patients are all unlabeled, people do not know the brand to be able to buy the medicine to take, this situation needs to be strictly managed.
On the side of the Ministry of Education and Training, the Provincial National Assembly Delegation has noted the voters' recommendations regarding the universalization of primary education that has not been strictly inspected. In many cases, students do not grasp the knowledge but the school still allows them to move to higher grades, affecting the students in the future. There needs to be a solution to overcome this situation. In addition, school violence is still occurring, causing psychological instability for students. There needs to be a method of moral education suitable for the current young generation and to manage and rectify this situation...
