ANTD.VN - Facilities that discharge waste into the environment will have to pay an environmental protection fee of 3 million VND/year, plus a variable fee depending on the volume of waste.

This is a proposal recently made by the Ministry of Finance in the draft Decree of the Government regulating environmental protection fees for emissions.

According to the Ministry of Finance, the fixed fee is collected for all facilities that discharge emissions to ensure the cost of treating substances other than the four substances (Total dust, NOx, SOx, CO); and the variable fee is additionally collected for facilities that must monitor emissions (collected for the four substances: Total dust, NOx, SOx, CO).

Accordingly, the fixed fee will be 3 million VND/year.

Regarding variable fees, the Ministry of Finance submitted to the Government regulations for 04 environmental pollutants as follows: For dust, the total collection rate is 800 VND/ton; NOx (including NO2 and NO) is 800 VND/ton; SOx is 700 VND/ton; CO is 500 VND/ton.

Manufacturing facilities that discharge emissions into the environment will have to pay environmental protection fees.

The draft Decree stipulates that for facilities discharging emissions subject to automatic, continuous and periodic, quarterly emissions monitoring, no later than the 10th of the first month of the following quarter, fee payers must prepare an Environmental Protection Fee Declaration for emissions of the previous quarter and submit it to the fee collection organization. In case of late payment of fees according to the notice, late payment fees must be paid in accordance with the law on tax administration.

Assessing the impact of the policy on the socio -economy, the Ministry of Finance said that the regulation of environmental protection fees for emissions will encourage waste discharge facilities to invest in technology to reduce emissions that cause environmental pollution, in line with the Party and Government's policy on air environment protection.

The regulation of environmental protection fees for emissions similar to environmental protection fees for industrial wastewater currently stipulated in Decree No. 53/2020/ND-CP will contribute to increasing the efficiency of public service performance, saving human resources and facilitating relevant organizations and individuals in collecting and paying environmental protection fees for emissions.

Determining the volume of emissions based on monitoring data ensures fairness among businesses and promotes the role of people in monitoring the implementation of fee payment obligations of organizations that discharge waste causing environmental pollution. Thereby, people can detect and report to competent state agencies about violations and negative practices; promptly handle arising issues related to the lives of people in places where waste discharge activities causing air pollution take place.

Environmental protection fee for emissions is a new revenue. The Ministry of Finance expects that implementing this policy will increase the state budget by about 1,200 billion VND/year. This amount of money will contribute to overcoming the air pollution situation in the locality where the emission source causes air pollution.
