For retail sale of drugs within the premises of public health facilities, health facilities can buy and sell drugs not covered by health insurance.

The national list of centrally-purchased drugs; the list of drugs, medical equipment, and testing supplies with negotiated prices are updated according to the principles and criteria for construction to ensure suitability to practice, publicity, transparency, and economic efficiency.

The Ministry of Health also added principles and criteria for vaccines in the expanded immunization program that are subject to price negotiation; added regulations on the list of medical equipment and testing supplies; rare drugs and drugs purchased in small quantities are subject to price negotiation and centralized procurement.

For retail sale of drugs within the premises of public health facilities, health facilities can purchase and sell drugs not covered by health insurance to meet patient needs. Public health facilities decide on their own purchases based on the principles of publicity, transparency, economic efficiency and accountability.

With Circular 03/2024/TT-BYT, regulations create more favorable conditions for investors to purchase domestically produced drugs, promoting the pharmaceutical manufacturing industry in Vietnam.
