There are still 4 localities that have not handed over land to build rest stops on the highway.

The Ministry of Construction has just sent a document to the People's Committees of 4 provinces of Thanh Hoa, Ha Tinh, Quang Binh and Quang Tri requesting these provinces to coordinate in implementing the investment and construction of 6 rest stop projects on National Highway 45 - Nghi Son, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Cam Lo - La Son on the North - South expressway in the East.

4 localities have not yet handed over the site

The Ministry of Construction has issued many telegrams and documents requesting localities to direct agencies and units to focus on resolving difficulties, speeding up site clearance and supporting project management boards and investors to complete procedures related to investment in construction of rest stops, with the goal of completing public service works before December 30, 2025.

In March 2025, the Vietnam Road Administration signed contracts with investors to invest in and build the above 6 rest stops.

In Official Dispatch No. 02 dated March 14, 2025, the Ministry of Construction requested localities to hand over the site in April 2025 for these 6 rest stops.

To complete the rest stops on schedule, the Ministry of Construction requested the People's Committees of Thanh Hoa, Ha Tinh, Quang Binh, and Quang Tri provinces to continue directing departments, branches, sectors, and district People's Committees to implement compensation and hand over the site in April 2025 for investors to start construction, meeting the required schedule as directed by the Prime Minister.

Support, guide, and resolve procedures related to land allocation, land lease, procedures related to compensation payment for site clearance of investors and enterprises according to signed contracts; resolve procedures related to environmental licensing, construction licensing, and fire prevention and fighting.

Create conditions for units under the Ministry of Construction and investors and enterprises in the implementation process, propagate to local people to understand and agree on the meaning and importance of implementing investment in building rest stops, and soon complete the project to put it into operation to meet the needs of people and vehicles participating in traffic on the route.

Regarding the progress of site clearance for rest stops, a representative of the Roads Department said that they have directly inspected and worked with local authorities many times to resolve problems. However, the handover progress is still slow.

Of the 8 stations of the North-South Expressway Phase 1 component projects that have signed contracts with investors, so far only 3/8 stations have handed over the site (Mai Son - National Highway 45, Dien Chau - Bai Vot, Vinh Hao - Phan Thiet), and are under construction; 2/8 stations have only partially handed over the site (Nghi Son - Dien Chau, Phan Thiet - Dau Giay); the remaining 3/8 stations have not been handed over (Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet), while according to the plan of the localities, it is expected to be basically handed over in the first quarter of 2025.

With the remaining 13 stations, 12 have been opened for bidding, 1 station had to cancel the bidding due to lack of investors. Of the 12 stations that have opened for bidding, the Vietnam Road Administration will sign contracts for 7/12 stations in March and 5/12 stations are evaluating the results of investor selection.
